The message was referred to the Com- mittee on Naval Affairs. PANAMA RAILROAD, On motion, the bill for the construction of a railroid ‘acrors the Isthmus of Panama, was taken up. Mr. Dovoxass, of Illinois, offered » substitute, redue- dng the amount appropriated, and limiting the contract to the term of ten years; also, prescribing certain toll ates. After a few remarks, the subject was postponed, andthe INDIAN APPROPRIATION BILL ‘was takem up. Several amendments were submitted, briefly discussed, and adopted.
