Among the expenditures is the sum of two hundred thoussad dollars for cancelling relief notes. ‘The executive rays, with much truth, that admitting the correctness of the estimates, it is apparent the State is placed in @ condition no better by the lapse of time, as no material diminution, if any, of the public debt iseffected. Indeed. even the payment of the annual interest has depended, and will depend on the anticipa. tion of revenues properly belonging to the next fiscal year.
