TTT Railroad earnings, paid ii since lst of Jun x . Lar $3031 709 8,222 289 ‘The increased movement within such a short period, is accounted for by the additional amount of publio securities reported on band in the last returns, the large amount due other banks, the large expenditures on account of the railroad, the expansion in the cirou- lation, and the excess of railroad earn! The dis- counts have fallen off Jarzely, and the specie on hand slightly diminished. The railroad property is the basis of seourity for the obligations of the c »mpany in its banking operations, andthe returos exhibit the most satisfactory results. The Auditor of the State of Indiaus, in his report as to the public finances, gives the annexed statement of ‘the expenditures &o., of the Madison and Indianapolis Railroad, from its commencement up to July 31st, 1848: Manion anv Inpianarotts Rartroap, ‘The whole amount expended on this work r to Nov. 1, 1845, was.......... $1,624,603 (6 Since that period no expenditure has been made by the State. ‘The total amount received on account of this work to Oot 31, 1847, includi: he stock set apart for rents and dividends, 66,082 55 Excess of expenditures over receipts. . .. .$1,558,570 60 Amount received in stock during the last fiscal year........ .$2,1382 04 Amount to the oredit of the State in money, for Augustdividend.1,127 00— 3,259 04 Excess of expenditures over receipts, to July 31, 1 . «$1,655,311 46 “The amount of stock set apart to the State op the beoks of the company, being for rents up to March 1, 1847, and dividends to August 1, 1847, as reported at the close of the last financial yeur. was ........ $14,013 05 Amount of rent of road Bonding Feb os ) 080 00 Total amount to oredit of the State. ..$16,145 09 In relation to the connection of the State Treasury with the affairs of this railroad, the Auditor says: — “The directors of the raliroad company, at their ses- sion in November, 1847. authorized an increase of the capital stock of the company to the amount of $12) 000. At the same time they gave a prefereace to stockhold- ‘ers to subscribe for the new stock at par, each atock- holder being permitted to take an additional share for every four shares then held; or, if they should not desire to increase their stock, they were permitted to sell the privilege to others. The right to subscribe, or £0 dispose of the right to do so extended to the 10th of January, the money to be paid by the 15th of the same month. At an early day of the last session, the sub- joot was presented to the Legislature in @ commauica- tion from this office; but the recess prevented any action until after the 10th of —the latest pe- riod for making the subscription, For the purpose of saving the right of the State the Auditor and Treasur- er took the responsibility of subscribing, on the part the State, for the new stock, to which by the arrange- ment she was entitled. On the day before the last day, when the payment was required to be made to prevent its forfeiture, a bill authorizing it to bs teken, ‘was postponed indefinitely in the Senate The officers abeve named embraced the opportunity which » few li the privilege of subscribing, and urchaser at at $3 55 per share, realizing to the State Treasury the sum of $248 50 } “At the meeting of the Board of Directors of this company. in August lest, another large increase of stock was authorized, and the preference again given tostockholders to take it at par, pro rata. sin the former tate, By this latter increaso the State has aright to gubscribe for 107 shares, or to sell its right to do ao for the best price it will bring; and this right, ro far as the State is concerned, is extended, by a resolution of thi Board of Directors, to the first day of Fabruary noxt, ‘The extension of the time was made for the purpose of giving the Legislature an opportunity to take action. in reference to it,and I reapectfu'ly recommend the subject to your consideration The par rate of stock is $60 to the share, and the value of stock in the mar- ket, I believe, is about $58 or $60 to the share.”? Since, this work came into the possession of individa- als, it has been made very productive. and its stock has recently cold in this market at s premium of twenty- five or thirty per cent. Its receipts are already-large, andthe monthly returns show a great increase on qhote for corresponding months in previous years. The Central Railroad of Michigan is another instance of he superiority of individual enterprise over that of the State, and the section of country through which these roads pass—in fact, the people of the whole of each State—will be vastly benefitted by the change made in the management of these works, The report of the president of the Central Railroad Company of Georgia, for the year ending Nov. 30, 1848, presents the annexed statement of receipts and expenditures : Centran Rarroav, Geoacia, Total amouzt of earnings of the year. This moming, before the meeting of the House, members were discussing, in the post office, the merits of Mr. Greeley’s statement in the Trihene, charging that excesses of mileage had been receive ed by honorable members; and at the very first op- portunity, Mr. Sawyer took uo the endgels in the House in hys own defence. He was followed by others, Mr. Turner among them, who bore down hard on Mr. Greeley. As soon as the article was advertedto, a rush was made tor the periodical stand leading to the Hall, and all the copies of the Tribune of the 22d inst. instantly purchased. Congress— Those Muleages—The Sussengers rising up nm Judgment against Horace. The Senate sat for several hours to-day, dis- cussing private bills, without a quorum. The House had a livelier time. Some years ago, it was reported in the Zyrbume that Mr. Saw. yer, of Ohio, had a happy knack of eating Bologna gtusages behind the Speaker’s chair. {1 was re- garded as a great indignity uvon a member of the House, and the supposed offender was expelled from the hall, while the name of Mr. Sawyer spread over Europe, as well as America, a8 the ‘“saseenger man.” From that hour he felt toward Mr. Greeley, that “The Inst link is broken ‘That bound me to thee,” In thet tale of the sausage Sent over the 4 Recently, a table has appeared in the Tribume, making out a hard case against the representa- tives ot the people, and the dignity, to say noth ef the honesty, of the House, on the score mileages. a The publication challenged an investigation. Wasuineton, Dee 27, 1843 Trouble in the Navy—Complaists of the American Munuter at Rio Jancirv against Com. Storer, ¥c. Mr. Bright, of Indiana, introduced into the Se« nate, on Thursday last, a resolution, requesting the President to communicate the despatches of on Minister at Rio Janeiro, respecting the services and conduct of Commodore George W. Storer, commander-in-chief of our naval torces on the coast of Brazil. It 1s probable that the production of these des- patehes will result in still furtheraction. Acco:d- ing to accredited report, the indigaities cast upom Mr. Todd, our Minister at Rio, by Com. Storer, are calculated to prejudice the official position of our representative, If this be so, the Commodore may find himself in a very delicate position This accounts for the rumor contained in the papers a week or two ago, of Commodore Parker havile been detailed to relieve Storer. The complaints of Mr. Todd against the Com- | modore, are briefly as follows: The American Consul at Pernambuco communicated to Mr.Todd the existence of troubles in that province, which rendered the display of a naval force off the port expedient. This information Mr. Todd commu- | nicates to the Commodore, who promises to send | @ vessel thither, on the arrival of the brig. Pert | then m the rivet Platte. When this vessel reach? es Rio, the Commodore proceeds himselt to Per- nambuce in his flag ship, but refuses to informe the Minister of his destination, a'though solicited to do so, that he might communicate with the Consul. Heeven denied that he was going to Pernambuco. A similar course marked his cone duct on another occasion, when a vessel of his squadron was leaving Rio for the river. Ta addt- tion to these slights, complaints are made by Mr. ‘Todd of the conduct of the Commodore towards him, on the occasion of certain deserters trom the Brezil navy, who had shipped on board the Br dywine, being demanded by their authorities In the progress of the proceedings heve referred to, the Minister charges the Commodore with having acted towerds him in violation of “truth and ho- nor” The above will give you some idea of the offi- | cial revations of these two functionaries. Their official relations are in no respect more pleasant: When the Commodore was on the eve of sali for Pernambuco, betore any misunderstanding had taken place, Mr. Todd invites him to an entertain- ment, at the same time intorming him, by letter, that on his acceptance of \t, he would issue invi- The Commodore proceeds to tmister’s note with silent con- tempt. On the return of the flig-ship, Mr. Todd gives a Wale ball, to which he invites all the offi- cers of the squadron, except the Commodore. Accounts trom Brazil are otherwise adverse to the naval commander-in-chiet. Both with his own officers, and in his intercourse with citizens, he has rendered himself, it 1s sa'd, odious. A pe- | titen for his recall, among the American mer- chants of Rio, was at one time numerously | signed. We felt inclined to let the matter drop, now that the report has been pro. duced ; but the attack of the demi-official orgam of the Postmaster General renders it a matter of justice to ourselves, and to the paper with which we have the honorto correspond, that we should defend the statement we made. jor Hobbie’a report was placed in his chief’s hands betore the latter had transmitted his annual report. No notice, however, was taken of it; and up to the date of our letter charging wilful delay on the part of the Postmaster General, not the most distant intimation was made to any one, by the fanction- ‘y in question, that a report had been received at all from his subordinate.
