Sunday, Nov.5—6 2.0, ‘The stock market has experienced no very important change during the past week. Prices closed yesterday within a fraction of those ruling at the closeof the pre_ vious week, and the transactions do not indicate any improvement in the minds of operators. The fact is, the brokers have speculations in fancy stocks almost entirely to themselves, outsiders are very shy and very scarce, and the appearance of the political, financial, and commercial horizon is by no means suciently flattering to give them any hope, for a longtime, of any advance in prices. Money is plenty enough for all the ordinary purposes of commerce, but not enough oto give an impetus to epeculation. We look for quiet times for many months, and we have no doubt a fur- ther depreciation im prices for stocks, and for produce generally, will be experienced before the opening of another season. In the absence of returns from satisfactory sources, we are unable to give a statement showing the annual expenditures of all | the nations of Europe, but the immense amount ot indebtedness is sufficient to show that, at least, in the shape ef interest it isenormous. The annual interest on the debts of European natio: more than one half of our total debt. The producing clasees of Europe comprise, by no means, such a large per cent of the population as in this country, #0 that the taxes for the payment, not only of the interest on the immense public debts, but for all other purposes of government, fall upon a more limited number, in pro- portion, than in the United States. The annexed amounts to statement will illustrate the truth of this, Emetorment or Porutation in Evrore Axp tN THE Unsiten States. Europe. U, States. | Total population . + 250,000,000 2,800,000 ment, 00,000, se eeeee 20,000,000 This gives a pretty clear idea of the condition of the people of the old and new world. It sppears that in | Europe about one-tenth of the population are idle, or in the employ of the governments, while, in the United | States, butzabout one in every forty-five of the popu- | Jation are similarly disposed of, leaving a much larger per cent engaged in active employment, as producers in some shape or other. It is easily seen where the strength of the two countries isto be found, and where it existe upon the most substantial basis. The im- menee amount of revenue required to keep the mo- narchical governments of Europe in operation, and the extraction of that revenue from the middle and lower classes, has been the direct cause of the tremen- dous revolutions which are sweeping with sach irre- sistible force over the whole continent of Europe. ‘The monarchical governments have been destroyed, but as yet nothing has risen from their reins; all is cbaor, all is doubt and uncertainty. The people have made a movement which must ultimately result in the repudiation of all the taxes which have borne #0 heavily upon them for ages, but it must be confessed very little progress has thus far been made in the ao- complishment of that end. Itis said that revolutions never go backward, but in France thismaxim has been annulled, It is well known that the provisional gov- Debt. $4,000,000,000 $293,801.70 $276, 363,850 1,200 000,000 extraordinary, the people themeeives. This e of things cannot, ho last; the people were crushed to the earth with taxes previous to the fall of Louis Philipps, and an increae of 46 per cent cannot be sustained. So lorg as the taxes are so onerous, thern will be no ability in the government, no matter what may be its form. Universal suffrage will not feed the hungry, or olothe the naked, and the value of that privilege will soon be lost sight of amidst the suffering and priva- tions the collection of such an immense revenue wil) produce, Nothing short of a great reduction in the | rate of taxation will suffice, and it must come: the sooner the better. The repudiation of the immense debts, reduction of the immenee standing armies, the navies, the civi) list, and the patronage of the government in every shape, and the remodelling of the finananoial system upon the most economical plan, are the only measures that will give the people that security in their possersion of property, that exemption from taxes, necessary to ensure peace and contentment in the body politic We thall nover fecl satisfied that a republican | f. form of government can bo established in any part of Europe, until as complete a revulsion takes place in the financial s bas already boen experienced in the political eystoms. The people have not, as yet, gained anything by the revolutions but a change of rulers. The very mon. | sures which made their former rulers so odious, stil exist, and, if they are not speedily removed, another change will be brought about by means equally decisi and effective. The taxes are the principal cause of al the political troubles in United States the average tax for the support of the ge neral government, is only about $1 25 per head, and that is indirect, while in France and Great Britain age is more than $8 per head, and part of that | is direct. The average individual income in this | country is four-fold greater than in either England or France; so that here the tax is not felt, whilein the | other two countries it must fall with crushing effect upon the masses. How is it possible for them to bear up under that weight much longer? It is not possible; | and Europe, generally, is upon the edge of & political volcano, which every moment threatens to burst forth and destroy every vestige of those old systems which | have so long existed. Such a time is close at hand; to acertain extent the revolution has already been de- the a veloped; but so far it is nothing to what must come. The moneyed aristocracy of Europe is destined to fall, and in its fall it will carry down all those systems which have given the old governments so mueh power and £0 much strength. With the destruction o¢ those financial cliques which have supported the monarchs of Europe, and provided the means to keep up armies and navies, that they might drain tenfold as much from the people, will vanish most of those eviis which have for ages been patiently borne, until for- bearance has become no longer a virtue, We are but at the beginning of the ond; there are in the womb of time, events that will, when they transpire, shake to their foundation every throne now standing in | Europe, and place the people in the position they should have ocoupied ages ago. i The annexed statement exhibits the condition of | M the leading departments of the banks of this State, at three periods this year :— Banus or rue Stare or New Yorx, March 4, "43, June 24.
