Tne Races.—To-day the races commence, The clearing up of fhe weather yesterday, brought the owners of the horses to this decision, and the proprie- tor of the course has yielded to their wishes, the an- Rouncement of the postponement to the contrary notwithstanding. The sports of the day will open with the colt sweepstakes—three entries, viz :—O. P. Hare’s b.c. by Claridn, dam by John Richards; S. Laird’s b,c. by Clarion, dam by Trustee; Jas. Tally’s ch. c. by Boston, dam by Tom Tough. After which, there will be a three mile race for a purse of $700, ‘which will bring to the post Mr. Hare’s b. g. Passenger, Mr. Greene’s b. h. Poladore, and Mr. Laird’s b, m. La- tona. Judging from the superb condition of the horres, it is anticipated that there will be fine ranning in each of the bore races. Wednesday, Oct. 4—6 P. M. ‘There was a slight reaction in the stock market to- day, and several of the fancies improved on the closing prices of yesterday. Harlem went up % per cent; ‘Long Island, 4; Norwich and Worcester, 1; Canton, 34; Erie Railroad, new, full, 3<. Morris Canal fell off 34; Reading Bonds, 4; Ohio 6’s, }s. The sales were not large; but the market closed with an upward ten- dency. At the second board, Treasury notes advanced 3¢ per cent; Harlem, 14; Norwich and Worcester, 34. Reading Railroad fell off X. The money market is decidedly easier. Treasury notes are steadily improving, and loans can easily be obtained on government securities, at six per cent. ‘The banks have loosened the screws alittle, and dis- count more freely. Good short business papers scarce, and is easily negotiated at the rate of nine per cent. The receipts of the New York and Harlem Railroad Company for the month of September, 1848, were $31,440 30, against $25,986 05, for the corresponding month in 1847, showing an increase of $5,454 34, equal to twenty-one per cent. The receipts of the New York and Erie Railroad Company for the month of September, 1848, were $26,143 04, against $23,924 4, for the same month in 1847, showing an increase of $2,218 20, equal to nine | per cent. | ‘The American mail steamship Hermann, at this port, | from Southampton, brings five days later intelligence from London and the continent of Europe. Advices received by this arrival are rather important,in s poli- tical point of view, and rather encouraging, commer- cially, Cotton was steady, at prices previously report- ed; and there had been an advance in breadstuffs | generally. The manufacturing districts were less | active than at the departure of the America. Consols had improved a fraction, and the money market conti- nues easy, without any change in the rate of interest, ‘The excitement growing out of the recent financial operation of the Treasury Department, has developed some curious facts connected with Wall street affairs. ‘The position of the principal operators of that place is curious, and shows pretty clearly the movements going on beneath the surface of that great rendezvous | of money-changers. In all financial transactions of any importance, there are always two great parties. These parties are the bulls and bears; the first in favor of any thing calculated to inflate prices for stocks gene- rally, and the latter in favor of depressing them as much as possible. Whatever the operation if it is in any way connected with finances, it is, of course: connected with stocks. There are regular cliques of stoek speculators formed of some of the wealthiest capitalists in Wall street, and the movements which frem time to time take place between these cliques are of the most extraordinary characver. They frequently resort to ways and means to catch each other which are exceedingly difficult to avoid, and the management and mancuyering would not discredit the most distinguished generals, in planning a military cam- paign. There are in Wall street, at this moment, ‘two great parties of speculators, and a third | party, or clique of outside operators, whose in- fluence is thrown first in one balance then in the other, as their interest dictates, This isa sort of con” i servative clique, and whichever of the two parties se- : f cures its ce-operation generally proves victorious. The bull party, or that in favor of an improvement in prices for treasury notes and stocks generally, is at present composed of Matthew Morgan, Elisha Riggs, Corcoran & Riggs, Dykers & Alstyne, Drew, Robinson & Co.—and the bear party, or those in favor of depressing prices for treasury notes and all kinds of securities, 1s composed of Jacob Little & Co,, Jaudon & Co., Winslow & I kins, and half a dozen small houses which follow in the wake of the large ones—and the contest going on detween these parties is by no means calculated to ad- vance the interests of either. The bull party, the prin- cipal operator in which is Matthew Morgan, is the party that has received the eight hundred thousand dollar > joan from the Treasury Department, and which is now negotiating a loan of five millions of dollars in Europe, through Mr,Corcoran. If Mr. Corcoran succeds as well jn London or on the Continent,as Mr. Morgan hasin this city and in Washington, the bull party will defeat its opponents. We should then hear no complaints about accu- mulations of specie in the hands of the government» and there would be no drain of cap'tal from the chan- nels of trade. A surplus revenue has ever been a great bone of contention between the two parties jand it ishighly necestary that such laws were passed as would remove the difficulty, and make the financial system of the government more simp! rather than an injury, to all classes. We have no doubt Congress will take this question into considera- tion, at an early period in the approaching session, and some final disposal made of it.
