Wasurnarton, September 7, 1848. ‘The Late Loan—Correction— Mr. Stevens, of Geor- gia, &e. ; A New York correspondent of the Philadelphia North American writes as follows :— “The sub-treasury has now accumulated $2,200,000 of coin, and the banks are getting a little skittish again. The Secretary of the Treasury has accord- ingly ordered that no further payments on tl shall be made until the amount in our State Tre: is reduced to $500,000."" This paragraph may possibly lead to some mis- | apprehension, 2s it is not strictly correct. The | Secretary of the Treasury has no power to order afdiscontinuance of payments on the loan; nor Las he done so. By a mutual agreement with the purchaser, however, he can enter into an arrange- ment; not to réquite payments unless when it suits the convenience of both parties; but he can- not order or refuse to receive any paymentif ten. dered. The true state of the case is as follows: In the late loan of Nett ghia Corcoran Riggs became purchasers tO the amount of po millions of dollars, and it was mainly through the spirited conduct ot these gentlemen that the loans sold for as high a pfemium as was obtained. Of course, in order to meetthe payments for this large amount, Messers. Corcoran & Riggs are obliged to sell, and if compelled to make payments rapidly, they could have no other course open than to throw a large amount of stock into the market, where it might, in consequence, suffer a depreciation. Government does not, at present, want the money, and as an act of courtesy to these gentlemen, as well as a beneficial measure to itself, an agreement has been entered into to cease making payments for the present; and thus the recessity to overflow the market has been ob- viated, as well as the government relieved from paying interest on a large sum, which it does not stand in need of. Of course, any party entitled to stock, has an undoubted right to make payments into the sub-treasury, and receive his stock. A good deal of stock hus been issued on payments made within the last day or two. A good deal of excitement has been caused by. the intelligence of the attack upon Mr. Stevens, of Georgia. We have not learned any particulars, further then those in this morntng’s papers ; but it 1s surmised the difficulty arose from political causes. Mr. Stevens is one of the most brilliant debaters in the House—and few attacked him there with impunity. In personal appearance, he 188 conan delicate, puny man, with a shrill cracked voice. He weighs only 100 pounds, and is the lightest man in Congress. He was raised in very straitened circumstances, and educated by the chanty of a society of ladies, in Wash- ton, Georgia, who picked him up on account of his brightness, and sent him to college, where he ‘was Eancated for a Presbyterian preacher. He, however, preferred to study law, and obtained an honorable distinction in his profession. He had the credit of killing the « ea bill” at the Jate session, and being compelled to accept after- wards the Wilmot proviso; a measure ten times more offensive to his party. We trust that he will recover from his wounds, but it is generally feared here, that they will prove mortal. Omeea. Baxtimore, Sept. 8, 1848. +f Baltimorean at Bermuda—The Danger of Sympathiz- ing—Death from Hydrophobia—Theatricals. §c, The British ketch Peri, sailed from this port about six weeks since for Bermuda, having on board, as a Passenger, Mr. —— Miles, of this city. a merchant tailor, who had formerly resided on that felon island, and transacted business there. His object in return- ing, was to settle some business, and then return to city, where his family reside. On sailing from here he took with him a number of newspapers, one of which was an Irish paper, on which some one. or per- on dieing had written the name of John Mitchel. ‘This paper was read during the voyage by all on board, and was lsying in the cabin when the British autho- rities came on board, at Bermu The moment the name of John Mitchel was discovered, the owner of the paper was demanded. In the meantime, a Bal- timore Sun, containing « list of subscribers to the Irish relief fund, was also found in his posses- sion, and Mr. Miles’s name was there recorded & sympathiser, with a handsome subscription an- nexed. This was deemed conclusive evidence, and he was immediately seized and carried as a prisoner se- veral miles from the dock yard. An examination took place, however, and he was allowed his liberty, with e assurance thatevery movement he made on the island would be strictly watched. Mr. H. H. Keyser, a worthy mechanic of this city, was bitten about two months since by his own dog, which shortly after died. The wound was searified, ‘and kept open for nearly a month, and on Wednesday night, Sfter about 48 hours’ suffering with hydrapho- bia, he died. The Whig Convention assembled last nitht, to no- minate a candidate for the Mayoralty, and about 20 mames were mentioned; but it was deemed advisable to ascertain first who would, and who would not, con- sent to serve. ‘Messrs. Sillsbee & Hamm, of the Museum, have leased the Holliday street Theatre, and will open it thortly. Mr. J. Wallack, Jr., had partially arranged to take it, but there was some difference on which the contracting parties could not agree. Millard Filmore and Abolition of Slavery. the following result of votes for Governor, viz Vermont Election. Returns from 57 towns in six different counties, give bowing that while the whigs have not only beld their own, but increased their vote » the demooratic vote has decreased 1,715, andthe free soll men have polled 2,477 more votes than the abolitionists gave in the same towns in 1847; showing clearly that the democratie party in New En; inclined to vote for the Van Buren, or free soil, dis ket. ‘The increased vote in these towns, it will be seen, is 1982, The remaining towns, 191 in number, voted last year as follows :— 16,561 14,470 5,312 36,343 Yotal, There will, of course, be no choice of Governor by the people, and the election must be made by the Le gislature, as it has been the last two years, The Legislature will be largely whig. City Intelligence, ‘The weather, yesterday, was vari- able, with heat and chillimess." The morning was quite cool, but as the sun advanced towards the meri. dian the heat was almost oppressive, and again at night quite cool. The streets are dry and filled with dust and, from the appearance of the horizon at sun- set, there was not the slightest indication of rain. Tur Strexts.—About this time, the streets are in a miserably filthy condition, and ‘there seems, so far, very littie hope that the contract system will work well. A few sweepers made their appearance yester- day, but the twice-a-week work was more easily spoken of than done, . In some of the upper wards, the streets have not been swept since the signizg of the contract. If the contractors fail to do their duty, it is the duty of the corporation to find some one who will perform the Cg of the contracts, at the expense of those who have it now in hand. This seems, from present indications, another of the failings. If they are not suffi ly id for the work, it is their own fault, and th rs id be made to comply with the con- NFEcTING Fivrp.—Since the fact became ditions of the Tue D known that the yellow fever was at Staten Island, the committee of the Board of Health very properly went to work to see if any chemical preparation could be found which wouid tend to disinfect certain localities of the city of the effluvia which is constantly arising from them, and thereby prepare the city, in the event that the epidemic should reach it, Accordingly, seve- ral chemists appeared at the Mayor's office, a few days since, each holding in his hand a bottle of water colored liquid, which they left at the disposal of the committee. During the afternoon the eontents of one of the bottles was tried bes an offensive spot in the neighborhood, and ina few minutes the desired effect Was realized. The following day one of the chemists, whore fluid had not yet been tried, called upon the committee, and inquired the result. He was informed that the preparation of Dr.—— had been tried with success, and that his was still untouched. decause of his not having the preference, he asked, “How do you put himen?”” “With Inge,” was the reply. The proceedings so far as heard from, were perfectly quiet, Conner Stoxr.—The Right Rev. Bishop Hughes will perform the services of the laying of the corner stone of a new Roman Catholic Church, te be erected at the corner of Eighth street and avenue B., to- morrow (Sunday) afternoon, at 4 o'clock. Fatat Accipext.—A young man by the name of Houseman, residing on Staten Island, was instantly killed on ‘Tuesday last, by the accidental disehusoe ct his gun, and the whole jead lodging in his side. Hehad [From the Mobile Advertiser, Aug. 31.] We lay before the public the subjoined letter from Mr. Fillmore, on the subject of abolition, which has been furnished us by Governor Gayle for publication. Gov. G., in transmitting us the letter, writes as follows :— Monite, Aug. 30, 1848, Dear Sir—I will thank you to publish the enclosed letterin the .fdvertiser. Before I left Washington, I saw that the Southern democratic papers were asserting recklessly, and, as I believe, without the slightest foundation, that Mr. Fill- more was an abolitionist. I addressed him a letter on the subject, and received the reply now sent you. Though this charge is made with boldness in the South, | will venture to affirm that no respectable man. of either party in the North would endorse it. Upon this subject, no man is sounder than Mr. Fillmore, and as between him and Gen. Cass, an advantageous comparison could be made. Respectfully, your obedient servant, it JOHN GAYLE. C.C. Jonn Gayir—' Dear Sir—I have your letter of the 15th instant, but my official duties have been so pressing that I have been compelled to neglect my private correspondents. I had also determined to write no letters for publica- tion bearing upon the contest in the approaching can- vars. But as you desire some information for your own satisfaction in regard to the charges brought against me from the South, on the slave question, | have concluded to state briefly my position ‘While |_ was in Congress, there was much agitation on the right of petition. My votes will doubtless be found recorded beeing: in favor of it. The rule upon which I acted w: t every citizen presenting a rerpectful petition to the body that, by the constitu- tion, bad the power to grant or refuse the{prayer of it, ‘was entitled to be heard; and therefore the petition ought to be received and considered. If right and rea- sonable, the prayer of it should be granted; but if ‘wrong or unreasonable, it should be denied. | think all my votes, whether on the reception of petitions or the consideration of resolutions, will be found con- sistent with this rule. Ihave none of my Congressional documents here, they being at my former residence in Buffalo, nor have Laccess to any papers or memoranda to refresh my recollection; but | think at some time while in Con- gress I took occasion to state in substance my views on the subject of slavery in the States. Whether the remarks were reported or not, I ai je to way; but noe was. that | regarded slavery as an evil, but one with which the national government had no- thing to do. That by the Constitution of the United States, the whole power over that question was vested in the several States where the institution was tolerated. If they regarded it as a blessing, they bad a constitu tional rij to enjoy it; and if they regard it as an evil, they bad the power, and knew best how to apply the remedy. I did not conceive that Congress had any power over it, or was in any way responsible for its continuance in the several States where it existed. J have entertained no other sentiments on this sub- Ject, since I examined it sufficiently to form an opin- jon, and I doubt not that all my acte, public and pri- vate, will be found in accordance with this view. ! bave the honor to be, your obedient servant, MILLARD FILLMORE. Triat ror Murper.—The trial of Sarah Stu- ait, alias Louisa Savage, for the murder of Pierre Bremond, on the 5th of July last, came on yester- day, in the Court of Oyer and Terminer, and ter- minated in the acquittal of the prisoner. A full report of the trial is in type, but unavoidably crowded out by our important foreign intelli- gence. int Camry Meeting Rior.—A colored man from Lambertsville, N. was assaulted and nearly J cut to pieces—the Trenton Gazette says—at a colored camp meeting at Attleborough, in that State, on Saturday evening last. The injured man was t to the State Prison, afew years ago, for killing a colored woman Lambertaville, by throwing her from one of theiner windows of a dwelling hov \fter his release from prison, he use, had joined the Methodist Church, and was in at- tendance at cam» meeting. He ‘was assaulted by a party of colored men, friends of the woman above mentioned. His recovery is considered IMpossi- ble. The persons engaged in the outrage have been arrested. Lywen Law in Morris Counry Rockaway reports to us an outr 1 dis- turbed that quiet place on Monday night by cries of murder. A young girl, suspected of an’ impro- per relation to a married man, who isin turn charged with abusing his wife, was violently taken from a bed in his house by four men and covered with tar and feathers, she piercing the air with outer The man rerened them, keeping up a fire of stones, but they persisted in their work, and left the girl in a deplorable condition. Deatn sy Drowxino.—The Coroner held an in- quest yesterda: the Alms House, on the body of lenry C. Bate! ler,a native of Massachusetts, and 25 years of age. The body of the deceased was found yesterday, floating in the North River, foot of Robin- fon street. ‘The deceased was bar tender at the Ocean House, No. 188 Church street, and was seen on Wed- nesday last going toward the dock, and heard to say he was Lear tap meetalady whom he expected from Albany by the steamboat. This, it seems, was the last seen of him until found drowned. The a verdict that the deceased came to drowning. Drowrev.—A young man New Brighton, on Thursday morning took a small boa and went into the bay, for the se Of fishin; While out, it is supposed he was selzed with a fit, fel overboard and perished. Arrest of an Old Offender.—Officers Fearnan and Denniston, of the 3d district police, arrested on Thurs- day night, a notorious burglar, by the name of Wm. Mosier, on a charge of burglariously entering the pre. mises occupied by Mr. Hanney, residing at New Beigh ton, Staten Island, on Saturday night, the 26th ot Ai stealing therefrom a large carpenter's chest and also a handsome child’s rocking chair; for the detection of the thief and the recovery of the property, Mr. Hanney offered $100 reward. The above officers succeeded, on ye night, in arrest- ing the accused at a house in South Brooklyn. The officers, on finding out his whereabouts, approached the house with much caution; Mr. Fearnan proceeded up stairs, leaving Mr. Denniston to guard the front of the house, knowing Mosier to be « very slippery fel- low, and always willing to run at the least alarm; this piece of caution was well advised, as no sooner did Mosier hear the strange hye = approaching his door, up stairs, than he darted for the window, and sprang into the street before the door of his room was opened; but in so doing, he almost jumped into the arms of Mr. Denniston, who closed upon him like a sted trap, by oe him into custody.
