The columns of the New York Herald are pretty well filled this morning, with the interest- ing foreign news received la® mght.— Several columns of domestic matter are conse- quently crowded out. We may have to issue a double sheet on Monday morning, in order to clear our tables of the mass of important letters, &c., that burden them. We'll see. News from Europe, By the arrival of the steamship Hibernia, from Liverpool, we have one week later intelligence from all parts of Europe. The insurrection in Paris had been completely put down, and every- thing was quiet there. The government had been much strengthened by the decided measures taken to put down the insurgents, and the improve- , ment in the finds shows that confidence was slow- ly returning. There were reports current that Denmark and Holstein had adjusted their difficul- ties, and that hostilities had ceased ; but they had not been confirmed. Political affairs generally, on the Continent, continued unsettled. Commer- cial affairs were improving. Cotton and consols were in active demand, at better prices. Corn was steady ; but the markets were quiet. The offi- cial returns, showing the reeeipts of revenue of the government of Great Britain for the quarter aad the year ending the 5th inst., were much more favorable than anticipated, and the effect upon the money market was good. The news, both in a political and commercial point of view, is de cidedly encouraging, and, altogether, much better than we have received for several months past. ‘We devote our columns almost entirely to the de- tails of events which have transpired in Europe for the week, and a telegraphic despatch made up to the last moment previous to the departure of the steamer. Tue PreswentiaL Evection—Wuat ARE THE Poxiticians Auout?—In a little over two weeks from the present time, eight States of this Union will hold their elections ; and, although we are on the eve of a Presidential struygle, on which the re- sults of those elections will exercise an important influence, we hear of no meetings, no stump speeches, no excitement—no nothing, in fact. All is quiet. The political sea is as calm as a mud pond in a moonlight mght, hardly a ripple being perceptible. After the last meeting of the barn- burners in the Park, in this city, that faction seems to be exhausted. The effort which it made on that occasion, seems to have overwhélmed it; and the only signs of vitality which it exhibits, are the struggles in the committee room of Tammany Hall, to obtain possession of the wigwam, and oust the hunkers therefrom. The hunkers are in the came quiescent state. We hear an oecasional grunt and a growl, now and again, from them, but they are as fully lost'in apathy, as their opponents, the barnburners, are. More strange than all, the whigs proper, and the adherents of General Tay- lor, who were all fuss end excitement until with- in a short time—they form not an exception; and were it not for an occasional heaving of their large trunk, one would suppose that they were dissipated and had gone to the land of spirits. The States which will hold their election within the periods we have mentioned, are North Caro- lina and Tennessee, which will commence the struggle on the third of next month ; and Alabama, Kentucky, Indiana, Illinois, Missour: and Iowa, which will hold their elections on the seventh of August. Now, all these States will hold their elections within nearly a fortnight, and as yet we have not heard the first note of preparation, nor seen the first drop of blood from the first bloody nose, nor the faintest cry of pain from the possessor of the first cracked pate. This is, indeed, some- thing singular; and what the cause of this general apathy and calmness 1s, we do not know, unless it is that the politicians are waiting tor the warm weather to pass away, before they take the field in support ot their respective candidates. Another cause may operate to produce this state of things; and that is, the anomalous position in which all the different parties are placed. Be- tween the whig party proper and the democratic party, there 1s not, really and truly, at the present time, a single point, or any thing bearing the sem- blance of a political principle, at issue. The grounds of difference which heretofore existed between them, have been swept away. The tariff question, the bank question, and the sub treasury question, have all been passed upon and settled long since, and these two parties present the ano- malous characteristic of going into a Presidential canvass, each to secure the election of its candi- date on his popularity and individual merits alone. The only parties who are at issue on matters of principle, are the hunkers and barnburners of the democratic party. The question of the extension of slavery over the territories of New Mexico and California divides them; and on this, and this alone, are they distinct and different from each other. The barnburners have declared war against the whig party, too, on this principle; but as yet the whigs are not inclined to accept the gage of battle, and seem very desirous of giving th question the go by for the present at least. Such appears to be the condition of political parties in this country at the present time. The convention of barnburners at Buffalo, on the ninth of next month, may inspire a little anmation into all; but we think it doubtful whether the tempo- rary excitement which it may cause, will last till election time. it is asserted by the oppo- nents of General Taylor, that the enthusiasm in favor of that hero is subsiding very rapid- ly in New Yor), We cannot say whether the assertion, js true or not; but it seems to us yexy pad policy for that party. to lie so low as they do at this time. The eyes of the whole country are directed towards New York, the great poli- tieal centre, as it is the commercial emporium, of the confederacy. * We had am attempt to ratify General Taylor’s nomination, a short time since; but it was by no means of the right sort; and were it not that the resolutions on the occasion were for- tunately passed in a moment of lull, the whole thing would have been a failure of the worst de- scription. The dissentients at that meeting—the stick-to-Clay-till-death whigs—have, no doubt, by this time, become reconciled to the General; for brandy and water, to say nothing of the scien preparations called mint juleps and cock tails, with and without “ cinder,” are wonderfully e: caciousin such cases, and are a never-failing pre- scription for disappointed politicians. Let us have a grand mass meeting of the friends of General Taylor pretty soon—another for Cass— another for Van Buren—and one for Satan—or the politicians will get mouldy, and the grog dealers will become bankrupt. . That would bring out the hunkers; and the barnburners, if for mere spite | alone,’ would take another twist at the business. Str up, politicians, or the whiskey cause will burn out. This inanimation will never do, where we | have so many rascals to get a living out of hum- | bug. TELEGRAPHIC INTELLIGENCE. Numerous memorials and petitions were presented, | received, and appropriately referred. | PUBLIC LANDS FOR SUPPORT OF INDIGENT INSANE PER- SONS, | re Mr. Dix, from the select committee to whom a me- | morial had been referred, respecting public lands, | reported in favor of granting public lands for the sup- port of indigent insane persons. Mr. Dix also give notice that he would move that the Senate proceed to the consideration of the bill at an early day. THE NAVAL APPROPRIATION BILL, On motion of Mr. Arnenron, Chairman of the Com- | mittee on Finance, the Naval Appropriation Bill was taken up. | The Vice Presivenr stated that the question pend- ipg was on Mr. Lewis’ motion to reconsider the vote of | yesterday. adopting Mr. Niles’ amendment Upon this motion an interesting debate sprung up, | in which Messrs, Niles, of Connecticut, Phelps, of Ver- | mont, Foote, of Mississippi, Benton, and Davis” of Mas sachusetts, took part. The question was finally taken on Mr. Lewis’s mo- tion to reconsider, andthe yeas and nays being called for, it was decided in the affirmative, by the followin; yote—yeas 80, nays 20. The question then recurre: on Mr, Niles’s amendment in favor of striking out, &., and decided in the negative, by yeas 20, nays 30, 20 that the amendment was lost. Numerous other amend- | ments were then offered and rejected. After a very long debate, principally in regard to employing naval steamers in carrying the mails (which | ‘was negatived), a rejection of the amendment was pro- ed by Mr. Dix to advance $150,000 to the Bremen ine of steamers. | Mr. Hate moved an amendment in favor of abolish- ing fogging in the navy, which was negatived, fter some further uninteresting proceedings, the Senate left without a quorum. Polk and Cass. He read from a little bool containicg General Cass’s letter to the Chicago con- vention. (Laughter.) He ridiculed Iverson’s croco- dile sympathies for Clay, and asked from whence they came—“ Was he the same Clay that the gentleman's ‘ty so long reviled, and pronounced a good admin- istration party?” Mr. Stewant,of Michigan, followed and defended his party and Cass, andattacked the whigs Mr. Gocain next made a party speech. He quoted Bayley’s former denunciation of Jackson's usurpation power, and also quoted Henry A. Wise’s testimony against Cass. ‘Before an investigation was submitted to, Mr. THompsox, of Miss., read a speech against Tay- lorand the whig party, and highly eulogistic of Cass. | ‘Mr. Bannon replied in a powerful manner. The question was then taken on reconsidering, and | carried, and the House adjourned until to-morrow (Saturday). kets, | New Onzeans, July 18.—There was comparatively no movemen’ in the cotton markets yesterday. Sales about six hundred bales only. Other markets un- changed and inactive. Atnany, July 21,—Receipts within the past 24 hours —Flour, 7,300 bbls; corn, 2,00 bushels. There was nog thing of moment doing in this market to-day. Every- thing was dull, and waiting steamer’s news. Flour we quote at $475 for this State and Oswego, and at $5.50 | for pure Genesee, which was selling in small lots. Tue Posr Orrice.—The aggravated and mani- fold abuses connected with the post office laws, have been a standing theme for unmitigated de- dunciation, by the press and the public, for the last few years—since the installation of Cave Johnson into the administration of the affairs of the post office. We eschew all mention of the recent law, passed hurriedly through Congress, as asort of quast retaliation upon the British enact- ment upon this subject of international postal ar- rangement. There is a vulgar phrase, popular among the lower classes of the Spaniards, which, | when translated, reads thus—“ It is just like pluck- ing a man’s beard to vex his chin;” and so is it with this new post office law. A few more weeks, however, will have so eflectually non-seated the | powers that be, at either side, with it, that we may expect some change in this most illiberal and re- | strictive law. | When we are to have such a change, the con- | dition, also, of the present post office of this city | should be most especially, or even now, looked | into. We have frequently urged the necessity fot | the establishment of a branch post office in the | city of New York. We have shown the vast in- | convemence to which those who have occa- sion and are compelled to transmit mail- | able matters through the post office, are put, in | sending or attending personally at the post office; and now the rates of postage, stage hire, and gene- ral expenses, in connection with the delays to and from the post office, operate as an utter restriction upon all intercourse, except on the part of the more wealthy. The humble, and the circumscribed in means, can now have no prospect of commnnica- ting with their friends, the law is so shackled by severe restrictions; and those who receive letters in the upper parts of the city are compelled to wait | one or two, or some times three days, until they receive them through the carriers. Will not Con- gress, before its adjournment, do something to mi- tigate this abuse, as regards the post office here? | A branch of the post office would do much service | in the upper part of this city; and there is no city infthe Union where such branch js more loudly and | universally called for. We would ask Congress—we would ask some of our New York members, in either branch of the na- tional legislature—to introduce a short bill on this subject before Congress adjourns. Can they spare enough time from grog-drinking and political blackguardism to do this little job for the public good? | Neéro Insurrection in tHe Daxisit West Iypia Istanps.—The bark El Dorado, at Baltimore, brings ‘intelligence of a revolution in St. Croix, and that the blacks had been successful in over- throwing the government. There had been con- siderable fitghting, and many murders had been committed. The Governor of St. Thomas applied to the Captain General of Porto Rico for assis- tance, by the British steamer Eagle. A letter dated Mayaguez, 8th inst., says :— She (the Eagle) took up to St. Thomas, five hours after her arrival at St. Johns, 600 soldiers of the “ Com- panias de preferencia,” and a brigade of artillery, and $2,000 in doubloons, I hope the Danes will be ablo with this to restore pence, and that our commerce may | not suffer more than it has done this year. | a Our Captain General had sent to Havana to borrow money—I don’t know how much. At the first board to- day United States 6's, 1867, fell off 4¢ per cent, Harlem 44, Ohio 6's 4, Morris Canal 34, Long Island 3¢, Erie Railroad, new, 34. Canton Co. advanced ¢. At the second board Harlem advanced 3 per cent. There were sales of Erie bonds and stocks at prices current in the morning, ‘The Auburn and Syracuse Railroad have declared a semi-annual dividend of four per cent. ‘The company has also declared stock dividend tor back interest, which will be issued on the Ist of October next. Since thé 14th inst., $815,000 of the old loan and Treasury Notes have been issued and transferred to foreign account, embracing some of the most promi- nent names in England. ‘This is independent from the foreign subscription to the new loan. June, 1847— do do, $13,757 05 11.990 55 Increase for June, 1838. .... +4. 4+. ++.$1,766 50 ‘The earnings for the first nineteen days of July this year were $10,600, showing about the same results as for the same time last year. ‘The statement made about the Nashville Insurance and Trust Company, in connection with the Ohio Life and Trust Company, is without foundation. Our au- thority for the contradiction, is the agent of the com- pany in this city. ‘The Ohio Life and Trust Company can explain, perhaps, to the satisfaction of the Nash- ville institution, what foundation therejis or was for the report. ‘The steamship Hibernia, from Liverpool, brings seven days later intelligence from all parts of Europe. The political accounts are interesting and encouraging, and the commercial advices highly favorable and sa- tisfactery. Consols had advanced two per cent, the result of the favorable announcement made by the chancellor regarding the revenue, and the expectation that the Bank of England would further reduce the rate of discount. The decrease in the revenue for the quarter ending July 5th, amounted to £327,741, and for the year to £2,587,709. ‘This deficiency is so much smaller than anticipated, that all apprehension rela- tive toaloan had been removed, and the public mind consequently much relieved. A material improve- ment had been realized in the French funds. Order having been restored in the capital, confidence was slowly returning, and the impression that the crisis had passed was universal. Cotton had improved in prices, and the transactions had been to a considerable extent.
