ad Summary. Among the congressional proceedings yester- day, we perceive nothing of a very important nature. In the Senate, a motion to take up the House resolution, to adjourn finally on the 17th July, was rejected. In the same body, a bill, to enable the children born of American parents, in foreign countries, to receive the rights of citizen- ship, was introduced by Mr. Webster. | Commereial intelligence, &c., to the latest | moment, will be found among the subjoined | despatches ‘The Court of Inquiry. Frevenicx, Md, June 13, 1848. The Court of Inquiry is to-day engaged in examining Capt. Kerr, of the Dragoons. During the examination, Gon, Scott wished to know | whether witness had not had his testimony impeached at some former Court Martial. Capt. Kerr answered indignantly, “ No, never.” Quite © scene ceourred. References to the protec- tion of the Court hers, and of the Sword elsewhere, wero freely exchanged. Gen. Scott was next examined by Gon. Pillow res- peoting conversations with Capt. Kerr, relative to Gen. Scott's orders to Pillow. ALpanr, June 18, 1848, Senators Houston, Allen and Foote arrived here to- night, and will address the democracy of Albany to- morrow night. I suppose they intend to follow J. Van Buren through tho State. THIRTIETH CONGRESS. FIRST SESSION. Genate. ‘Wasuinoron, June 13, 1848. The Senate convened at 11 o'clock, the Vice Presl- dent int hair, REMOVAL OP THR SEAT OF GOVERNMENT. A number of memorials and petitions were present- 0. among which was one by Mr. Hatz, of New Hamp- shire, from the citizens of Ohio, praying for the remo- val of the seat of government to Cincinnati, in cons quence of the slave trade being carried on in Wash- ington. The motion to receive the petition was ob- jected to, and it was laid on the table. Mr. Hare then asked leave to withdraw the petition. Upon this motion an interesting debate sprung up, in which Mr. Hale, Mr. Bagby, of Alabama, Mr. Mangum, of North Carolina. and Mr. Niles, of Connecticut, par- ticipated Leave to withdraw the petition was finally refused. The vote stood as follows: yeas 37; nays $1. NATURALIZATION LAW. Mr. Weaster reported from the Judiciary tee. a bill providing for an amendment of the Natu: Mgation laws, so as to make the children of American go born abroad, citizens of the United States.— Mr, Webster explained, that under the strict con- struction of the present law, children born abroad, of Soeene Parents, are not deemed te be American ci- zens, THE ADJOURNMENT, Mr. Berrien, of Georgia, moved to take up the joint resolution of the House, providing for the adjourn- ment of Congress on the 17th of July next. This gave rise to an animated and running debate between Mr. Badger, of North Carolina; Mr. Mississippi; Mr. Berrien, Mr. Bagby, of Alabama; Mr. Dayton, of New Jersey; Mr. Atherton, of Now Hamp- shire; Mr. Dickinson, ‘of New York; Mr. Rusk, of Texas, and Mr Calhoun. The motion was finally re- jected by yeas and nays as follows: Yeas 16, nays 21. COMPENSATION FOR HORMES KILLED IN MEXICO. Mr. Tunxey, of Tennessee, moved to take up the bill providing forthe payment of horses lost or killed in ‘the military service, which was agreed to. This motion gave rise toa debate, in which Mr. Wei cott, Mr Davis, of Mississippi; Mr. Borland, of Arkan- #8, spoke on one side, and Mr. Dayton, Mr. Turney, Mr. Rusk, Mr. Badger, Mr. Butler, of South Carolina Mr. Breese, of Iilinois, and Mr Downs, of Louis on the other. The bill was then committed to the Com- mittee on Military Affairs. REMOVAL OF THE LANTERN FROMTHE DOME OF THE cariroL. The House resolution for the removal of the Crutchet pole and lantern from the dome of the Capitol was, on motion, taken up and adopted without a division. Onthe motion of Mr. Mason, of Virginia. Tuesday, June 13.6 P. M. Pricos are rapidly reaching low level. The trans- aetions in the street to-day, were unusually Limited, and the brokers are complaining loudly of dull times. At the first board to-day, Treasury notes fell off per cent ; Morris Canal, % ; Norwich and Worcester, 1 ; Long Island, % ; Harlem, %. At the second board, Morris Canal improved , and Long Island 34 per cent, upon prices current in the morning. The money market is steadily tightening. It is a matter of much speculation in Wall street when the shipments of specie are likely to cease. No one appears to-know what is the cause of sucha steady drain; to what extent it will probably go before it stops; and the doubt existing has already created considerable alarm and anxiety. It is reported by the banks, that they are losing none of their supply, and that thus for the receipts from the interior have been sufficient to mevt the demand for shipments. This may be correct, but we have not much confidence in the authority.— ‘The supply from the interlor must soon cease, or the country banks will be so much weakened that their condition will be exceedingly critical ; and if the re- ceipt from the country banks does cease, the drain will come entirely upon the city banks, and our money market must become very stringent. Thus far, tho exportation of specie has been a little more than seven millions of dollars. The shipments for the past week wero as annexed :— Suirments or Srxcie rrom THE Port or New York. The total for the month will be about thirty-three thousand dollars, So far, the month has been cold, blustering, wet and disagreeable, and the summer tra- vel has hardly commenced. With all these drawbacks; the receipts, up to the 12th inst., inclusive average more than one thousand dollars per day. The Central Railroad and Banking Company have do- clareda dividend of $250 per share for the earnings of the past six months. After appropriating twenty thousand dollars to pay six months’ dividend on guarantied stock, the sum of $40,000 for new heavy iron rail, and paying the above dividend of $2 60 per share, there is inthe hands of the treasurer a surplus of $10,000, out of the income of the past six months. The company will soon commence the laying down of the new rails, weighing 45 pounds to the yard, upon that part of the track now laid with flat bariron. The capacity of the road, after being thus improved, will be much greater than at presont, and the value ofthe stock must, conse- quently.be much enhanced. ‘The company has for somo- time been burdened with aheavy debt. This has been cancelled, andthe payment of dividends commenced. About one-half of the road hus already been laid with a the line and various other improvements made since heavy rail, opened. There is no doubt but the payment of dividends will hereafter be regular, and to the ex- tent, at least, of that named above. At the rate of duty paid under the present tariff upon imports, the excess in value of merchandize imported for the quarter in 1848, must have been about one million of dollars. ‘The public are cautioned against counterfeit notes on the Sandusky City Bank, Ohio. The plate, it is said, is the same as the counterfeit 3'son the Commer cial Bank of Cincinnati. Merely the title of the bank is altered. There were 33,215 tons of coal transported on the Reading Railroad last week, making the aggregate for the season 487,435 tons, and the total by railroad and canal 598,644 tons. There was an increase on the rail_ road for the week of about 2,000 tons; and 8 falling off of about 3,500 by the canal, causod, it is said, by the scarcity of boats. Freight by canal remains at $170 to New York; but some of the boatmen are demanding $1 75, ani wi, probably, obtain it, unless boats should become more plenty. The demand for coal has slackened off a little since the advance in the price of tolland freight. Thoso !n- terested must bear in mind that another advanco of fifteen cents on canal, and twonty cents on railroad, per ton, will take place on the first of August.
