Bosides the above, the banks had discounted paper payable in full at maturity, for $7,010,616 59; loans ‘on mortgage, $3,482,452; loans on stock, $1,413,0 and real estate $1,613,038. The New Orleans banks have strengthened their Position very materially within the past year, as will 7,208, c 7,010,616 ‘These returns show quite a variation in the move- ment of these’ departments, the most important of which is the decrease in the circulation, and the in- crease in the amount of specieon hand. The line of @iscounts and the deposits have fallen off in about equal proportions, and on the whole, the banks are ina much better position. Whether the character ofthe loans has increased or not, within the past year, is adoubtful question; it is our improssion“that it has not. The im- mense losses which the planters have sustained within the past twelve months, have weakened them, no doubt, very considerably, and the banks huve doubtless been ‘compelled to aid them to the extent of their ability, and to favor them in their payments as much as they re- quired. The depreciation in prices of cotton and all theother great southern staples, early in the season, determined the producers to hold on for an improve- ment. To enable them to do this, the banks loaned Yargely on the security of stocks in hand, leaving, as they supposed at the time, a fair and safe margin for a de- cline, The commercial revulsion in Europe having ‘spent its force, and prices having, under the influence “of that revolution, reached very low points, it was con- ‘dently anticipated that they had touched bottom, ‘and that a reactio& would soon be realized. Such undoubtedly would have been the case had no- ‘thing transpired in the political world calculated to give public as well as private credits agreater shock than they ever before experienced, and prices for all our sta- ple products by this time would have been at least in the neighborhood of remunerative points. The political revolutions in Europe produced greater revolutions in ‘the nancial and commercial systems of the old world than any previous event, and not only prevented that ‘improvement in prices anticipated, and the restoration ‘of confidence so anxiously expected, but plunged the «commercial classes into deeper and more difficult em- ‘Dbarrassments, depressed prices to a lower point, and produced a greater number of mercantile suspensions. ‘The overthrow of the government of France, and ‘the extension of republican priziciples upon the conti- ment of Europe, resulting in the change of all those governments where the voice of the people was pare- mount to the monarch’s will, destroyed all the hopes of any immediate improvement in commercial affairs; and created the most alarming apprehensions, not only as regarded prices, but relative to the wolvency of houses on the other side, intimately connected with, and largely indebted to, many mer- chants in this country. These fears were not without fonndation, as events have since proved. The nume- rous failures in Europe have compelled many houses in this cty, and other parts of the Union, to suspend, and we have no doubt serious losses have been experienced by many who have yet sustained thomselv We annox a list of the failures reported in this country within the’ past few months. The number is small, compared w ‘ith the suspensions in Europe; and it is a matter for wuch congratulation that it is so limited, when wo tah’e into consideration the fact that never before have w'e had such a series of unfavorable cir- cumstances to don‘end against:— CommenciaL Fainctkes 1x THe Usitep States. Several banks in this State, not name 4, suspended, but have since resumed, and are again ac- tively engaged in business, The immense amount which the houses named ,above must havo lost bofore becoming bankrupts, and the lossos which have fallen upon all those connected in any way with the foreign trade of the country, can be imagined by reference to the annexed statement of depreciated prices for our staple Drrxeciaten Vaive or American Propvce. ., Sept 1, 47. We can .form somo idea from this of the cnormous de- crease in our rosources, A decrease of nearly forty millions’ of dollars in’ the single article of cotton, is sufficient ‘to create the most. serious embarrassments. M The flour market was less firm to-day, and sales were made at a slight decline on Saturday's rates, which was more on account of increased receipts than on account of the character of the foreign news. At the reduction noticed, however, sules were pretty freely made. Holders bd say Genesee wheat wore still asking prices above tho views of buyers, and no sales were re- ported. Cotton Trade. The languid feeling noticed in our last continued for the next two days; after, which. a stronger desire was evinced by manufacturers to increase their supplies, and holders availed of it to obtain better prices, the week's business closing at rates eq a quarter of a cent; this, howeve chiefly percepti- ble in the higher descriptions. A small amount of the sales of this week were to exporters, who were induced to take hold merely as @ medium of exchange,—being tempted thereto, by the very low prices accepted. The sales ending Saturday, 6th inst., were 8.000 bales. On Monday, 8th inst., we received by the Britannia, a week's later intolligence from Liverpool, A brighter pset was given to commercial matters by this convey- ance, as business was slowly improving; the worst feature, now that the chartist bubble had exploded, was, that the weather continued cold and stormy, and # continuance would render the harvest alate one, an ‘atuadant one, being all essential to any sound im- rowewent in mercantilo affairs, Itwas yct too early fo look for any beneficial changes in France, or on the Cont{vent, put it was some relief to find that tho in- duatriots clauses in Paris had at last determined to sustain the better members of the Provisional Govern, ment in conservative measures; and for awhile at least, a cheek had been gives there ‘to the downward state credit and property. Sales were freely made on that day at an eighth advance on the closing prices of the preceding week; on the next day, 2.000 bales wero ‘at very fui) prices, and chiefly for export, Wed- nesday being the day of sailing of the steamer Aieri- ta, and holders asking still higher prices, the sales were only 2,200 bales. "Hunrsday, there was a better at- tendance of the home trade, pnd full 2.000 bales were disposed of, at very full prices. Qn Wriday, the sales were only 1,300 bales but at equally rates ortion of which was for export. On Sa Fates was about the extent of the busines closing at prices establishing an advance of a quarter of acent on all the lower styles, and three-eighths of a cent on the better descriptions, We received yesterday another week's later intelligence, the Cambria, with Liverpool dates to 20th ultimo, heying arrived on Sanday morning. These accounts appear strongly to ovafirm the anticipation of parties here. as evinced by tite course of our market last week; and sithough he time fe too short to develope its full effect. it bas already so far, given strength to prices, and induced a moe active enquiry; the sales were 1,000 bales, our quotations beiag adjusted to the close. ‘The movements of this staple in this country, up to the latex't dates this season, compared with the previous two, have been as annexed ;— Movements or Cortpx tx ge Uniten State Ree’ts at ports ox’ the U.S. since Sept. 1, 1847 « «4 “same period 6 yon befOre, 1875.867 xports from U. 8. since Sept. 1, 1847, 1,379.287 “ «+ ‘same period last year,. “ “ & year before... .. RP PRR Pert» Wasnivatus, May 14, Vass Che Democratic Convention In ny letter of the 12th inst., T premised Uiat the mined, as in 184, by the that could make the greatest bid for that State, would in all probability carry the elec Talso remarked that all the whig party could Pre probably would do, in the person of Gov. Seward, Gov Young, or Millard Fillmore; that the democrats sidency from that te, which the; ! could do no more. 1 now proceed to the consideration of that ques sia? ‘The demoeratie convention will, no doubt, ad pt the two-thirds rule, with the view to secure ter harmony and strength in favor of the nomi e of that convention he nau of Cass, Ku chanan, Dallas, Walker, Woodbury, and probably that of Van Buren, will be presented to the convene tion, Gen. s and Mr. Buehanan will go into convention the strongest candidates; but neither with sufficient strength to carry a two-thirds vote If neither of these ean get the nomination, th friends, by adhering to the man of th they will do, and as the dele are instructed and pledged to. do, certainly ean nta weaker candidate trom gett nomination, They will reason thus: “If v ing the st st, Cannot carry our candidat must be sacrificed, we require that all the othe ididates be thrown overboard With him, Then, hen this is done, we will call up some new man, from the ranks of the people, on whom we can all unite.” And will th ‘ not, then, turn their eyes to New York? Will they not address themselves to that great State which holds the result of the election in the hollow of her hand, and say— Present u a sound and consistent democrat, firm, strong, re liable, available—one who can unite the discordant materials at home—and we will nominate hin.” And will they be long in finding such candidate ? How soon will the. name of Addison Gardiner, a name associated with that of Silas Wright, present itself to view? Judge Gardiner has earried that State at three successive elections—once, in 184 when Silas Wright was elected governor, he was elected lieutenant governor—in 1846, when Mr. Wright was defeated by 10,000, Judge Gardiner was elected by 13,000—again, in June, 1847, ho carried the State, as one of the judges of the Court of Appeals, by 16,000. No well-informed man doubts that Judge Gardiner can earry that State for any office for which he may be a candidate. All the democrats who voted for him at the recent elec tions will vote for him again—enough to carry that State; and, with that State, the Union. And, besides being available, a better man for the office of President does not appear in the ranks of the democracy, Judge Cutdiner is emphatic ly agreat man; in the prime of life, a sound and consistent democrat of the Jeffersonian school, an upright judge, an able, jurist, possessed of a high order of talents, amiable, unobtrusive, unambi- tious, and for purity of life and character is excell- ed by none—a fit associate for the great and good Silas Wright. Such is the man New York can fur- nish for the consideration of the convention. Add to this the name of General Houston, of Texas, (the hero of San Jacinto) twice the President of the “lone star” of democracy,) for the Vice Presi- dency, and what a strong ticket do they present to the democracy of the nation! Gardiner and ; aes Who could resist such aticket? Not Clagfor Taylor, or Scott, or McLean, or Cerwin, or Webster. When this ticket is pre- sented, look out for another Waterloo defeat for all the champions of “universal whiggery.” Ido not say that this ticket will be presented ; but I do say, that if the democracy look about them and understand their true interest, they will adopt this course. They will thereby unite the de- mocracy of the Empire State at the coming elec- tion, elect their candidates, and before another election comes round, have a chance to close up the war, settle the “indemnity” question, and con- sign that mischievous “proviso,” that now dis- tracts the democracy of New York, “to the tomb of the Capulets.”” _ of Washington. Wasutneron, May 18, 1848. Payment for Slaves—Dog Killers. Fridays and Saturdays are devoted to the con- sideration of private bills, and usually there is no- thing of interest on such occasions. To-day, how- ever, a debate was sprung by Mr. Tuck, on the bill to pay for a slave carried away from Maryland by the British, at the conclusion of the last war, and for which, with other claims, Fe ceames for payment was made, as is alleged, under the treaty of Ghent. For nearly four hours a debate was car- ried on, involving the negro question and the merits of the case under gonsideration.
