COMMERCIAL APPAIBS. MONEY MARKET. Wednesday, April 126 P.M, Quotations for stocks are steadily improving. The transactions continue to a very limited extent, which is indicative ofan impression among holders of « further improvement. At the first board, Treasury Notes ad- vanced 5 per cent; Pennsylvania 5’s \<; Ohio 6's 4; Far- mers’ Loan ; Norwich and Worcester Reading Raflroad X; Long Island and Herlem elosed at prices current yesterday. ‘At the second board, prices fell off a fraction; but the sales were so small (bat it was difficult to tell what the the real state of the market was at the close. ‘The stook securities for the redemption of the olroula- tion of the Atlas Bank, are to be sold at the Exchange, in this city, on the 20th inst. The list inoludes $113,205 17 of New York State five per cent stock. The remainder ofthe securities in the Comptroller’s hands consists of a bond and mortgage of $65,000 on property in Brooklyn. ‘The amount of the ctreulation of the bank, at the date of the last annual report of the Comptroller, was $178,206. "The property mortgaged is worth much more than the claim of the bank upon it, but the Comptroller has no authority to foreclose, and must sell the bond and mort- goge at auctic nless the Legislature passes & law pro- ‘viding for the contingency. The bulk of the Habilities of the bank is the circulation; while its assets are compe! of Eastern deposits, epecie and notes, and bills discounted. In the event of its bills payable proving good, and the amount of specie report. ed on hand. is really on hand, the bill holders may get @ large percent of their claims; but the Eastern deposits are probably of little value, and the little confidence the public have in the management, induc of the concern to part with their claims at heavy losses Advices from Columbus, Ohio, state that the bills of the Norwalk and Sandusky Banks are refused in that Place. It appears by the latest returns of traffic on the rail- roads of France, that there hes been no interruption in the businese of the leading lines. The accounts re- ceived of the suspension of the trains, the tearing up of rails, and the burning of depots, must have been greatly exaggerated, or the effect upon the movements of the companies must have been trifling. It might heve been greater had there been no derangement in the political affairs of the country. ‘These returns are important, as they show that things in France are not in such a horrible state of confusion as is generally supposed, and that there was no real cause for the enormous depreciation experienced in rail- road stocks. ‘The Governor of Pennsylvania has sent back to the Legislature ofthat State, with his veto, the bills extend- ing the charters of the Bank of Chambersburg, the Far- mers’ and Mechanics’ Benk of Philadelphia, the Colum- bia Bank and Bridge Company, and the Farmers’ and Drovers’ Bank of Waynesburg. Upon the receipt of the veto messege in the Senate, the bills were passed bys constitutions! msjority; but the lower house sustained the veto of the Governor, and the bills were lost. The aggregate value of imports into Philadelpbia for the past quarter, will not compere very favorably with seme weeke’ business at this port. The foreign trade of Philadelphia is limited, compared with this city, and is smaller thao that of Boston. The receipts of the Fitchburg Railroad Company for the first querter of 1848, show an inorease over the cor- responding quarter in 1847, of between thirty and forty thousand dollars. This has been from the start, a ten per cent dividend paying stock, and if its income conti- nues to increase at this rate, it will be the most produc- tiva investment in the country. The Lrgislature of this State have, during the present session, bad under consideration several new banking systems, none of which are likely to be adopted. Irstead of making such alte: ations and modifications in the pre- sent law as evonts have recently pointed out as necessa- ry, new bills have been introduced revolutionizing the establishing the currency entirely jghths of the members know no more about the principles of banking than they do of astronomy, and the result is «continual state of uncertainty. I have claimed the protection of the law and the constitution, and by the expounders of the law and the constitution | Thave been coldly answered that they have no power to interfere. I had thought that against every violation of the liberty of the citizen, there existed in the constitution a safefguard and a remedy ; but | now learn that this maxim does not hold where the Senate is concerned. The doctrine isnow advanced that that body is above the constitution, which every member has sworn to support and observe; and that in a matter between them and a private citizen, although they may call down on his head the judgment aod punishment of law, yet against them he has noremedy. Ii I had been adjudged by the laws of my country—by American laws—I would have bowed submissive to the decision, per- suaded, even against the convictions of my own reason, that I had, in some unguarded moment, unconsciously offended against them ; but my case has not been weighed in the ba- lance of American jurisprudence ; the musty re- cords of the ruthless despotism of the Tudors, and of the cowardly tyranny of the Svuarts, have been ransacked for precedents, and statutes that have, even in England, slept the sleep of ges,and which were first framed to suit the vile exigencies of the Court of Star Chamber, have been dug out from the dust of centuries, and revived, to give potency and justification to this act of oppression against an American citi- zen. The law and the constitution being thus lulled to sleep by the mesmeric influence of Se- natorial power, to the august tribunal of the sovereign people, whose majesty is affronted by a violation ot the liberty of the humblest citi- zen, I now appeal—submissive to its judgment— confident of its award. It is not at all surprising that the Senate should be unwilling to extibit to the world any magion ef the record of their own shame; but, as by keeping the proceedings under the seal o} cresy, a8 much injustice may be done as ha ready been done,by my incarceration, I trust there will be so loud and incessant a demand tor the publication of the record of this case, that the Senate will be made to understand the expe- diency of compliance. It may be suid I ¢ Waki rudely of the Senate. Tam not so disposed. Every Senator-will bear me witness, that throughout this whole proceed- inv, I have not once lost my own self respect by offering them discourtesy ; and, in view of the cardinal principles involved in this case, I am disposed rather to rejoice than to repine, that the scruples of the oflicer charged with my custody, unwarrantable as was the interdiction, by pre- eluding free epistolary intercourse with my friends, have delayed, until now, my exposure of this transaction. At this distance of time, all irritation which I may at first have felt has ceused to operate ; and I can now approach the subject with feelings calmed by reflection and chastened by sufferin, I am not disposed to use harsh languege; but Lam nevertheless resolved to speak the truth, in whstever languege it must be uttered. And I must say, there is too much cant about this thing of respect for the Senate. If it has any meaning, it is, that the body must be tr- spected, whether it merit respect or not. The mass of the people will learn, I think, with sur- prise, that there is a body of men inthis country claiming privileges above their fellows, and dis- posed to exact indiscriminate deference. There should of right be no such privileged order in this country. Let the Senate be respected in proportion to the merits of its individual mem- bers. No honest Senator will claim more; and who blindly yields more, is no true freeman, but a sycophant and aslave. Suppose, for instance, that up to that eminence which is Teached but by the majestic eagle andjthe crawling reptile, there hes crept, by any of the [numerous frauds and artifices, by which such an end can be accom- ptished, a rowring, ranting abolitionist, who habitually plays the buffoon and the blackguard —scorned by the North—execrated by the South—loathed by the democrats—despised by the whigs—whose witticisms smack of the sawdust, and his oratory of stale beer -« Thersites in ribaldry, without the salt of his talent or the excuse of his age—will ic be contended that the people of the United States should bow down in blind and unquestioning worship of such a man, merely because he is a member of the Senate? One fact among many others, the history of this transaction (which I intend now to continue from day to day) will elucidate—that as the cowl dovs notmake the monk, go the patrician toga docs not constitute the senator.
