There was a deci.od improvement to-day in the atock market, and prices for most of the fancies advanced a fenotion, At the first board Long Island went up 3; per cont, Farmers’ Loan 4, Harlem , Norwich and Wor- coster 1, Roading Railroad <, Pennsylvania 5’, Trea- sury notes 3. The transactions were only to « moderate extent. At the second beard Illinois 6’s went up ¢ per percent, Harlem %, Long Island 34, Farmers’ Loan < Canton %. The market closed firm at the improvement. Money is comparatively easy. Loans canbe easily ne- gotiated on the beat securily at seven per cent, and it is the general impression in the street {het before the first of August,.the rate of interest will rule as low as four and five por cent. A considerable amount of specie came out in the Washington, and has been deposited in the Na- tional Bank, to the credit of a refugee from France who arrived in the Hiberni This is but the beginning of a movement of this kind, which will swell until an immense amount will find its way here for permanent invest- mont. ‘The stook securities for the redemption of the cirou- lation of the James Bank, aze to be sold at the Exchange, in this city, on the 20th ‘nstant. The list includes $9200 Now York State fives ; $0,200 ditto fives and a half; $5,000 United States fives, and $19,009 Michigan Univer- sity sixes. The remainder of the securities in the Comp- troller’s hands cousists of bonds and mortgeges to the amount of $45,943. The amount of the circulation of tho bank, at the date of the lost annual report of the Comptroller, was $69,266. The New York Gas Light Company ‘have declared a dividend of four and a half per cent, payable on the first of May. This in- crease is derived entirely from the same length of road in operation this time last year. As soon as the lateral roads, now in progréas of construction, are completed, the income will bs nearly doubled. The reduced cost ofthis road, its economical and judicious manogement, the absence of all debt, is a guaranty of good and steady dividends. The business of this road is yet in its infancy, aud we see nothing to prevent its becomiog one of the most productive public works inthe country A very favorable feature in its Business is the large receipts from freight, compared with the aggregate income. The return of bullion in the Bank of England for the month ending January 29, gives an aggregate amount in both departments of £12,992 272. On & comparison of this with the return for the month ending January 4th, there appears to be an increase of £977,690, and as compared with the month ending January 30, 1847, being the corresponding period last year, there isa de- crease of $657,788. Notwithstanding the very great inorease in the amount ef bullion, the movensents of the bank have been more limited, and every department has been strengthened, until they are stronger than they have been before for years. It appears that on the 16th of March, ths bullion on hand amounted to £15,193,141, showing an increase since November last of more than five millions sterling in bullion, and # decrease in actual circulation of £1 850,660. The inoreare in the same time in private deposites, in the amount of reserved notes, and ia the rest, shows the improved position of the insti- tution, and its accumulating profits. With this increase in all the elements of speculation and trade-- with such an abundance of capital and sources of oredit—public confidense languishes, priors for staple products droop, industry is paralized, and every thing convected with commercial matters isin astate ef great despondency. There is no life in trade, and with an ixe- mence accumulation of facilities, we see no immediate prorpect of any important activity in any of the gre it departments cf commerce. Itis a question if England has not injured her foreign markets by the drain of bul- lon, to fill the empty vaults of her bank. In drawing bullion feom every customer she could get.in her debt, she has cut off future supplies, by destroying the demand for her fabrics. When we were importing immense amounts of specie from Great Britsin, we were consumm- ing immense quantities of her manufactures; but the moment the importation of specie ceased, the importation of British manufactures rapidly declined. The annexed statement exhibits the quantity of calicoes, printed and dyed, exported from Great Britain in each of the past three years, distinguishing the extent of shipments to each country. In the early part of 1847 and the latter part of 1846, the principal supply of food—breadstufle—for Great Britain, was drawn | from the Mediterranean and from the United States, and | the {influx of bullion into these countries, in payment for grain, created.an ability to conaume cotton fabrics, atid consequently a demand for them, This additional demand wes of the most eignal service tothe manufac- | turers of Groat Britain, as {t came at atime when the demand from almost all other sources was falling off, and enabled them to keep their mills more actively employed than would otherwise have been the case. The demand for British goods from those countries suffering from a deficiency in the supply of food, was, through 1846 and | part of 1847, litmited, aa will be seen by the above table, The returns for 1842 will show e very great reduction in the shipments of cotton manufactures from Great Bri- tain to the United States; and we attribute the falling off in the consumption and in the demand, to the restric tions placed upon eur money markets by thosteady drain of bullion, for shipment to Great Britain, since the be- ginning of lest November. This drain tas, it is true only been abont twenty per cent of the importatio: in the previous twelve months; but it is the influence a foreign demand for specie has upon cur moneyed institu: tions, and the effect upon public confidence, that pro- duces all the mischief, and checks, for a timo, the activi- ty im trade which, shortly before, was £0 general.
