The provislocal government has announced. its. determina- tien to meetthe interest cnthe public debt, and to ad- here to the previous system of taxation. This is entire- ly out of the question. The government. will break down on that measure, and the convention will doubt! make it one of the first movements of the sersion. We have no doubt but that the public debt ond the sysiem of taxation will be made a great question at the polls, throughout the republic. During the seventeen years of the cltison king, the public debt ‘was increased about twenty per cent. The innumera- bio wars in whio France has been engaged, andthe im- mense expenditare growing out of these wars, failed to increase the burylens of the people 6o rapidiy the policy pursued by the recent government of that coun- try. It isnot stramge that a revolution has swept away every vestige of tliat power; but it is strange that the people of France jore up so long under the enor- mous taxes whic’ such an immense debt re- quired, France has been the most heavily taxed country on the face of the globe. The income from tex- Stion, for many years past, has been larger than that of Great Britain. Thre expenditures of the year 1847 were estimated at 1,4.45,674,418 francs, equel to $291,134,- 883. The income for the year wae estimated at about 40,009,000 francs, equa! to $8,000,000 below the expendi- tures, showing 9 deficipmey for that amount, to be made good by an accession ‘40 the public debt, had the old go- vernment remained im power. Although this deflolency is large, an increase on the income of the previous year of 34,000,000 francs, was ostimated. The revenues of France to meet tho dematad for such animmenss amount Of taxes are limited, coy pared with Great Britain; and itisextraordinary that the people have been able, and e:ill more extraordinary’ that they have been Aisposed,to pay them up tothistigse. The debt of Great Britain, as we have shown, is niuch less now than it wes twenty or thirty years ago; and the rate of taxation in the United Kingdom has been reduced 5! the close of the war, while the debt of France has been steadily increasing, and the rate of taxation rapidly augmenting. ‘The recent revolution in France was not brought about directly through the effect of excessive taxation; liberty of thought and action being the first prime cause of the Opposition, and an attempt tw suppress that liberty was the principal cause of the outburst, which swept away every thing shadowing in any respect a monarchical go- vernment, and gave the first i@pulse to a pure republic. Had Louis Philippe been wise wnough to have increased the elective franchise—had the number of electors been inereased from two hundred thousand to one million— he would have been sufficiently strengthened ia power to have held his throne for mawy years lomcer, the face of the onerous system of taxation. Cancessions from time to time would have given him a new lease of the royal premises, and he would, in all heman proba- bility, have died in power—king of the French. As it is he ie an exilo—and will doubtless die in a foreign land. France will become a republic, not. merely in name, buy fa fact; and the people, having the power in theirown hands, will zepudiate the bulk, if not the whole, of the public debt. The old system of taxation cannot be en- forced, and the representatives <{ the people will not provide for the intrrest on such an imniense debt, in formin, w aystew. The people are not s0 fond o' taxing themselves as to pay two or three hundred mil- lions of franes annually for the interest om a debt con- tracted by monarchical governments, for the purpose of fortifying themselves against the masses, It is fortunate for the Rothsohilds that the whole of the last loan taken by them bas not been paid in, The last three per cent loan of 250,000,000 francs was con- traoted on the 10th of Novemter last. The only hid- ders were the Mesers. Rothsebilds, aud tho conditions were 12,500 000 franes to be paid on the 22d of Novem- ber, 12,500,000 franes on the 22d of December, 5,060,000 francs on the 7th of January, 1643, and after that 10,000,000 francs monthly up to November, 1849.
