The above items composing the domestio debt, represent the face of the bonds, notes, and drafts issued; but as the treasury of the State did not receive the amount in full, there will be a proper reduction made in each,so as to bring the public indebtedness down to & fairand just amount. It must be admitted that such movement partakes too much of the celor of repudia- tion, to be at all sgreeable to the better portion of the population of Texas; but as the bonds, notes, drafis, ko , issued by the government, were taken by the origi- nal holders at such a heavy discount, there is some ex- ouse for refusing to acknowledge an,indebtedness greater than the sum realized. Most of the present holders have purchased at @ heavy depreciation, and in the event of an amount equivalent to what the government received on its issues, being acknowledged and provided for, they will make large profits. Itis estimated that on an average, about fifty per cent of the aggregate no. minal indebtededness has been realised by the govern- ment; end this reduction from the principal is reoom- mended by the finance committee of the legislature of that State. This would be much more advantageous to the geniral government than to that of the State, as the resources of Texas, compared with its indebtedmess, reduced to the amount mamed above, are so great that the burden of taxation mever could be felt by the people. So far as we can judge, it is our opinion that the State government should by all means retain possession of its public lands—ar- range the public finances—settle upon the amount of the public debt—determine the period of re- sumption of interest—bring its lands into market— apply the proceeds of sales to the payment of interest’ and,any excess to the liquidation of the principal; and long before the public lands are exhausted there will not be a dollar of the debt unpaid. This is the proper course for the State to pursue, and leave the general government to regulste its own finances.
