The Position of the Washington Democracy—The Jackson Association and Mr. Ritchie—Sympa- thy for Ireland and France—The House Pro- + ceedings. aie Several weeks ago, the subject of publishing a campaign paper was mooted in the Jackson De- mocratic Association, which meets at Jackson Hall, a aplendid building on Penasy!lvania Ave- nue, belonging to Blair and Rives. Mr Ritchie, no doubt acting under the fear thet if a cam- paign paper should be started by the association, it might become the official organ, in the event of a democratic successor to Mr. Polk, immedi- ately set himself to work, and, in a day or two afterwards, brought out in the Union his pros- pectus for a campaign paper, to run the campaign paper of the association off the track. But this has not intimidated the asseciation; it has put forth its cireular, saying that if the proposed pa- per is published, it will be edited by ‘‘ eminent long tried political writers.” “Who these ers are we know not; but Mr. Blair and Mr Kendall are members of the association, as well as Mr Ritchie; Mr. Ritenie, however, will at- tend to his own publication, and supplant the other if he can. To some this subject may not seem to pos- sess much interest to the country; but when we are told officially, over the signature of the chairman ot the association, that it distributed, during the last Presidential campaign, ‘some two millions of documents, a large portion of which were furnished gratuitously by Biair and Rives,” it will be seen that this association, like the Hickory Club of other days, wields a power which is tar from despicable, and which any democratic presidential candidate may de- sire to be made use of to promote his election. A dozen members of this association were pro- vided with good fat offices They are scattered in the State, Treasury, War, and Post Office Departments, and one of tem was put into the penitentiary (as warden ) We must here say, that (his gentleman, our old friend, Seignstack, 1s a benevolent man, and qualified for the office, though tne President thought that # green-jacket mechenist and artist was not sufficiently nice tor the office of Commissioner of the Public Buildings; and, in addition, he was a litile deaf. e president of the association, a hard working and well-meaning carpenter, was_ap- pointed collector, survey or, and inspector of the port of Washington, to look after the canal and river craft, and to. see that there was no smug gling among the piles of wood, oysters, fish, and crabs. These meno deserved good places, and we have heard no complaints as to the manner in which they have discharged their duties. " The association is composed of men who will again work tor the nominee of the. democratic convention. They will send their campaign paper, filled with the light of democratic truth, to the dark whig regions. Let the true demo- cracy come to the rescue of the association. They will! do more than Mr. Ritchie, and, be- side, help the true democracy in return. We go tor the association, the barn-burners, and, of course, against the machinations of the old hun- kers of the administration. The Washington Repeal Confederation have engaged Odd Fellows’ Hall, and on Tuesday night will hold a mass meeting, to sympathise with France, and to give ‘aid and comfort” to Ireland in its struggle tor freedom from the yoke of Britain. The House were engaged on the private calen- dar. A bill to pay Capt H. M. Shreeve $58,000 for the use of his snag boats was laid upon the table; anda billto pay David Myerle $25,000 for losses incurred in experiments in water- rotted hemp, by order of the Navy Department, was passed. Reports from the majority and minority of the Committee of Elections,in the contested election case of Jackson and Monroe, were presented and ordered to be printed. The majerity sustain Mr. Monroe’s claim, and the committee stand five to four. Faux. WasuinsTon, March 25, 1848. Miscellaneous. Mr. Sevier is off for Mexico. Mr. Black, of S. C., is lying dangerously ilil— worse to-day than yesterday, when he was thought to be at the crisis of his complaint. Senate not in session to-day. House sat till three o’clock, on the private calendar. The Scott and Trist correspondence turns out as rich as cream, and the most egregiously #b- surd official letters ever read in the United States, or ever written in Mexico, are, perhaps, those of Scott and Trist. ; The weather has been magnificent to-day. Puicape.rnta, March 26, 1847. Interesting Information connected with Langfeld ‘The case of Langfeid still continues to produce much excitement. The keeper of the Eastern Penitentiary has given an interesting account of the murderer while s convict under his charge. He says, during the whole period of his confinement he conducted himeelf with propriety. That at one time his health appeared to fail hhim, after he had been s prisoner two or three years. and, owing to his good conduct, by theadvice of the phy. sician, he was permitted to take exercise every morning inan open court of the prison, in charge of an officer, until he recovered. He says his temper, however, was highly excitable, and that he would become very an- are if bis tools were interfered with. or old ones ex. changed for his that were newer. He also says, that although not indicating in his frame much muscular vigor, he was exceedingly strong, quick, and active, and that though his countenance exbivited no marked sigas of mental vigor, yet his mind was very quick, and on oc- oasions exhibited a degree of intelligsnce but little sue- pected. He says Langfeld cisimed to be a French- man by birth. and spoke of prison discipline in France, the mode of mausgiag prisoners, with the nature of diet, &c., with so much familiarit toindu Mr. Smith to believe that he bad been a convict in France, before coming to the United States. Such a law is inexpedient, be- cause it will tend to alienate still more the slave States from the free States; any act which will have a tendency to impair in any manner the strength and stability of the federal union, is unwise and reprehensible. We have been taught to regard religious and political liberty as snestimable privileges, to which we have an ia- disputable claim. Any attempt to deprive us of these great blessings would be sternly resisted 46 an unauthorized invasion of our private rights 80 the South regards the institution of slavery as aright; and when we attempt to deprive her of that right by force, we shall meet with a firm and terrible resistance. Let it be remembered that in such @ cause we can never hope to suc- ceed, unless we forbear and forgive ; it is better to stroke gently the sleek hide of a tiger than to arouse his anger by a blow. To-day the Senate has been debating the bank- ing bill reported by Mr. Ayrault. This bill has been published in the Herald. have no ex tation that it will pass at thie session. It con- many provisions which are clearly objec- ble, and which cannot receive the concur- rei of this Legislature. Mr. Mason, between whom and Mr. Bowen a gollision occured im the House yesterday, was liberated last evening, on his paro!e of honor. Immediately atter, an entire and cordial recon- ciliation took place between these gentlemen, who,after a cunversation of five minutes, became good friends once more. This morning they shook hands over the breakfast table, at their hotel, and walked out of the dining hall arm in arm. The committee of investigation presented to the House, this morning, an elaborate report in writing, together with several resolutions. It is only necessary to say that the committee recommended that Mr. Mason be imprisoned in the county jail for the space of twenty-four hours, fora contempt of the House, and that he be expelled from the floor of the House during this session In this remarkable position, the com- mittee stood alone. Messrs. Upham, Bowie, and several other distingnished members, contended that the measure proposed by the committee was too harsh; the offender, they said, did not merit so severe a punishment. Mr. Bowie urged that the affair was exclusively of a per- sonal nature, and that the parties having mutu- ally apologised to each other, the House would be transcending its duty and its power if it at- tempted to inflict a punishment of so grave a na- ture. The honorable gentleman persisted in this view of the case, and he hinted that the commit- tee of investigation, in recommending a measure so rigorous aud so unparalleled, had not evinced a wonderful degree of judgment or liberality. After a discussion of an hour and a half, on mo- tion of Mr. Waish the whole subject was laid on the table, and Mr. Mason was released from ar- rest. Itisdue to Mr. Bowen to state that this course was in conformity to his wishes and his request. So the matter isat an end. A dill, which contemplates a material re- duction of the fare upon the several railroads between this cityand Buffalo, passed the House to-day. Idoubtif it will pass the Senate. At the last session of the Legislature, laws were passed compelling these companies to incur tre- mendous outlays, in relaying their roads withthe heavy T' rail; and the law provided that if these roads were not relaid with the heavy rail within acertain p-riod, the companies should forfeit their charters. Now, with aperfect knowledge that the companies, with all their means, will hardly be able to complete the work within the preseribed period, the House deliberately passes a bill which must have the effect to embarrass, if not ruin some of them. This is not the pro- per time to reduce the revenue of these com- panies; but it will be well to wait uatil the roads are re-constructed upon the modern plan, and then require them to transport passengers and freight at such prices as will afford them an equitable compensation for their services. The important bill relative to emigrant pas- sengers arriving in this State, is now pending in the House ot Assembly; its passage has been unnecessarily delayed. The commissioners of emigration have appealed to the Legislature to grant them some more ample pecuniary aid than that which they now enjoy. It seems that the fund which was at the disposal of the commis- sioners, to be applied to the relief of sick and needy emigrants, has been exhausted, and that they have been compeiled to draw upon funds which were appropriated for other purposes. A great number of gentlemen are here from New York, and great interest is felt in the fate of this bill. At the earliest moment I shall take occa- sion to become informed more fully in regard to ts position, &e., &c.
