The general railroad bill, which hed pzevicusly passed the House, bas been concurred in by the Senate, without amendment. There is, therefore, a general law under which capitalists may associate to construct rail- roads. The Legislature has nct, however, conferred the right ofeminent domain upon any subordinate tribunal We notice that several of the English popors allude to the emigration of operatives in the manufacturing d tricts, to the United States, in large numbers. Hundreds of operatives, in every branch of manufact-1re,are leaving tho manufacturing districts of Great Britain, seeking in this country employment at prices that will keep hunger from their doors, which is denied them at home. This is astortling announcement —ono that must make the manu- facturers of Great Brit tremble for tho preservation of their susremacy in this branch of industry. Thousands are preparing to absndon their present abodes to follow those who have gone before them; and it will not be many years before the manufacturing interest of Ureat Britain sensibly feels this drain upon this important class of inhabitants. It appears that committees have been specially organi- red in Leucashire, and meetings have been held in many towns, for the purpose of raising weekly subscriptions among the oporatives to increase emigration. There sre probably more objects than one in there organizations for the purpose of encournging emigration: the first ua. doubtedly is to seek employment abroad, instead of re- maining idle and starving where thoy are; the se- cond is a desire among the operatives themselves to reduce their number, so that those remeiaiog oan command better wages; and the third is, a wish to live under a more liberal form of government, where "they can, by industry, accumulate a competency and avoid those drains upon their earnings which the u versal taxation of all monarchical governments con- tinually keep up. The emigration of operatives from Great Britain to this country, is as yet limited to what it must f00n be. The competition the manufacturers of Gveat Britain already experience ia this country, and evon on the Continext, compels them to restrict their expenditures a8 muoh as porsible; and as this compoti- tion increases and becomes more formidable, greater reductions wil! haveto be imposed, and the operatives become more oppressed. ‘ery accession of this class of emigrants to this country is 2o much capital, and gives an impetus to this important interost. Tho manufactur- ing monopoly of Groot Britain is about being transfer- red to the United States. It is about fixing itself where it naturally belongs; that is, where the raw material is produced; and ina few years, the manufecturors of Eng land will have to depend almost entirely upon their de- meatic consumption. The internal compotition which they have heretofore suffered #o severely fron and whic basbeen the prime causeof the suff-rings among ope. ratives, wasa trif_s compared with what they are destined to feel in the shape of competition from abroad, and there- duction in the foreign domand for their fabrics. They can monopolize their own markets,and they are consoling themselves with the idea that all the profits heretofore derived from the business, have been entirely upon the supplios furnished the markets of their own territories They oven aseert, that in nino cases out of ton, the Bri- manufacturers do not realize in foreign markets tho cost of their productions. This may be truo toa certain extent; so faras this country is concerned, it is a fact; bat not so with the continental markets. Evon in the event of tho statement being trae in every particular, it no evilence that the foreign trade is not desirable—that itis not even prefiteble, under the circumstances. It is well known that a limited foreign demand for any staple production, has a wonderful influence upoa prices at home; it is estimated that a foreign demand for ove tenth part of the aggregale supply of any staple article, will raiso the price of the balance at least twenty per cent, and tho manufacturars or producers aro matorially bene- fitted by such a disposal of a portion of ths supply. We have experienced in this country, the beneficial cffects of an external demand for our products; wa have seen prices for breadstuff:, in all our markets, raised an enor mous per cont, merely by an exportation of a trifling pr centof the aggregate; and upon the principle that the Dutoh destroyed a portion of their supply of spices, we understand the value of foreign markets in rolieviog the domestic markets of an over productions. It is fortunnts that the manufacturers of Great Bri tain have, through the protection of the British govern- ment, immonse markets to supply; markets which they can monopolize, The immense population of their pro viaoes gives them ® domestic conrumption for their fa- bries greater thin any other nation; but it will require | much protection to preserve them.
