Tae Weare. we Wearmen an eo Crean tien, d, muddy and Floppy con- dition.’ Tho thermometer, at sig o'clock in the morning, degrees, and at six o’cleck in the evening at showing a difference of {2 degrees in twelve ess.—-Notwithstanding the recent law P 7 the Common Council, compelling the drivers of tages to keep to the right under ail clroumatances, they, or some of them, act in the same mauner as they did before the law was passed, as frequently keeping to the loft as to the right. One of them, coming down Bowery yesterday moruing, undertook to cross to the other side, when the pole of the stage oame in contact with one of the railroad cars with violent force, and as by mirecls oxcaped striking a gentleman who was stand- ing on the platform of the car, which if it had struck him, would have kilied him jon thewpot. This was the result of eorsummate carelessness, and laws seem to be of n0 use which tend to the preservation of life and pro- perty. We yesterday saw a number of helf frosen women, sitting on the stoops of some of the prin- stores in Broadway, holding @ sickly, half starved- looking ehild in their arms, while o1 rently more healthy, were seated beside the mother, who Importuned every passer-by. COMMERCIAL AFFAIRS. MONEY MARKET. Wedoesday, February 26 P. M. The stock market is steadily improving, and there is evidently a disposition to purchase for a further ad- vanes. At the first board to-day, Harlem advanced 1 per cent; Long Island %; Canton 4; Farmers’ Loan 4; Morris Canal 4; North American Trust Treasury Notes 34; Illinois 6’s, 4; Stonington 1. Reading Rail- road declined 1 per cent; and Norwich aud Worcester 34. Reading bonds ant Pennsylvania 6’s closed at prices current yesterday. The sales were quite large, and there is every indication of a period of considerable ac- tivity for a length of time in the stock market. The bulls have a wide margin to cover before they will make up their losses, and itis full time they should realise some of the differences they liquidated some time since 44g the sscond board there were very few transactions, but prices improved. Harlem advanced %{ per cent , Morris Canal, ; Reading Railrosd, 234; Canton, \ Long Island, Norwich and Worcester, and Farme Loan closed at prices current in the morning. The New York Life Insurance and Trust Cémpavy have declared a semi-annual dividend of three and a half per cent. Te City Fire Insurance Company have declared a dividend of ten per cent., payable on the 9th instant. The European advices, although considered rather favorable than otherwise, have had no material influ- ence upon our markets. The financial accounts are more favorable than those of a commerofal character, and our capitslists feel more encouraged than the mer. chants. Prices for stooks are likely\to be more favorably affected than prices of our most important staples. Holders of cotton and corn are at @ stund-still. They have not yet determined what to do, in view of the state of the markets on the other side; but it is very probable that shipments of breadstuffs will, for the present, be more limited than anticipated. Fears are entertained on the othersido that shipments of specie to this country will soon commence, and the most alarming results are apprehended, even from a moderate drain of bullion. It is now almost universally conceded that the exportation of manufactures from Great Britain to the United States this year, or at least in the early part of it, will be very limited. This has been brought about by the reduction in the amount of reserved notes. It ap- pears by this that the Bank of England is increasing the yolume of currency more rapidly than it is inoreasing its supply of builion, The returas for November 25th’ 1847, show an actual circulation of £736,365 greater than ia January 8, 1847, although the amount of bul- lion in hand in November was £3,037,290 less than in January: Ths currency was actually more than seven hundred thousand pounds less, with an increase of more than three millions sterling ia specis. The improvement inthe money markets of Great Britain has not been produced by any increase in the supply of currency, as will be seen by the above returns, but by the renewal of confidence, growing out of the accumulation of specie in the vaults of the bank. The rate of interest, out of the bank, ruled at four per cout, and the bank would have re- duced its rate had it not been for the fears entertained that speculations would again commence with renewed vigor. This caution is certainly commendable, as it guarantees, if strictly adhered to, a more prosperous period, without those dangers of a relapse which are generally experienced when the commercial world is emerging from a revulsion. While this policy is cal- culated to check any attempt to expand commeroial credits, or to arrest any movement tending to an Inflation of prices tor staple articles of tra: it j@ by no means calculated to prevent speculation in stocks; but on the contrary, the capital, which by this stringent 4; is withdrawn from trade, will be em- ployed in inflating priess for securities. The stock 6] oulator will therfore bs benefitted, but it by nom follows that the commercial classes will be injured to « corresponding extent. ‘They will be, on the coatrary, Denofitted by any course the bank may pursue tending to keep things under restraint, It requiresa long time to reoover from such a revulsion 33,490 3,821,970 + TL914 1 | as Great Dritain has jast passed through. Many years are to obliterate the effects of a crisis such as that ree: alized, even in a country young and vigorous; but afian such things take place in ® country likeEngiand, in this ago of its existence, it is very doubtful if it ever recovers from the shook. We are apt to anticipate too speedy & recovery from commercial disasters. As soon as the preasure upon the money market aad upon prices ts relaxed, am immediate improvement is looked for, and lot, subjest to ground rent of $176, 395 Hudson street, | $2,400, : the most extravagant expestations formed for the future. The result of this ia serious disappointment; and alarming forebodings relative to the eontinuance of the revulsion, mmediately follow. There are s0 many ready, at any moment, to engage in the’most desperate speculations, that it is diffoult to keep things quiet until times get healthy and strong. There isso much danger of a re- lapse, which is more to be appehended, if possible, than the original attack, that monied institutions caunot be too careful how they extend facilities to the commercial classes, immediately after a crisis. The mercantile and manufacturing Interests of Great Britain have been so much weakened by the failures which have taken place, and by the imme: sa- crifices they heve been obliged to submit to, that they require lomg and careful nursing before they will gaim strength enough to sustain themselves, We have no doubt but that the financial difficulties which have been experienced in Great Britain, during the past year, will lead to some changes in the financial system of the United Kingdom. We have no doubt but that the light which we have shed upon the power and position of a few prominent capitalists in connection with the Bank of England, will have a favorable influence upon the financial circles of London, and regulate their operations hereafter, in such a way as to prevent the enjoyment of those monopolies which have been the cause of so much distress and ruin, It will be difficult to devise any plan to prevent sach movements and such results; but we anticipate something calculated to mo- dify if not to remove the evil.
