The Cwarrman declared the resolution open to dis- cussion, when Mr. Borrs said that an attempt had been made in the public prints to make it appear that, in moving in thie matter he designed to indirectly attack the admin- istration. No; when he desired to do 0, he would mareh in a direct line, and would not adopt the method pursued by the Postmaster General—a* circuitous route. (Laughter) The truth is, the great difficulty ‘under which the country suffers now, from New Orleaus to Maine, is the result of a personal squabble between the Postmaster General and the original president of Re Pet caqu There is perce pride, obstinacy, on th sides, and the country is asked to submit, to ac- poser nc this state of feeling! Lately, in a conver- sation with the Postmaster General, he informed Mr. Botts that, if this were an original question, he would put the same construction on the oe as did his prede- cessors. How was the mail formerly carried, and in what time? Why, ina direct line to Richmond, and in eight oF nine hours, every day. And what do gentle. menimagine the route now is? The mail starts from Riebmond, and goes to James River, a hundred and sixcy miles; then comes up the Chi sapeake Bay, two hundred miles, to Baltimere, and from Baltimore to ‘Washingtoz, forty miles more. And all this before we ean cbtsin tne southera mail. God knows how many lost mails there have been since the new arrangement ‘was entered into. That the law suthorized the Postmaster General to makes contract with the Richmond company; and. 2. - That he was bound to make it. The Postmaster General reduced mountains to plains, and quarmires to turupikes. He laid down a legal position, that he understood when « law was so general in its terms as to require construction, and where subsequent legitiation refers to the law construed, the Postmaster General was not wrong when he insiats on adhering to the Me coy subsequent to the original law. But when he understood that, by yielding this amount, a precedent would be set for other claims, equally as unjust, he was unwilling to yield.
