When we compare the position of these States ten years ago with that they now occupy, we can hardly form any idea of the position they will occupy ten years hence. ‘Ten years ago the debts of these States were compara- | tively trifling. Within that period they have involved | themselves deeply ; become delinquent in their pay- | ments; have partially resumed, and are in @ fair way | of taking rank again among the solvent States of the Union, Large amounts of our State stocks have recently been sent to this country for sale. There were large purchases of Harlem in the atternoon ‘The demand for sterling exchange has been very tive today, but the amount of bills om the market, of undoubted character, was so limited that the demand was by no means satisfied. Canada and West India bank bills were offered at nine and nine anda half per cent premium, The market is ebuadantly supplied with seeond and third rate bills, but those wishing to re- mit have not sufficient confidence in them. We quote prime bills on London at 9 0 934 per cent premium. On Paris, Of 233{ # Sf. 2234 ; Amsterdam, 40% a 40)¢ ; Ham- burg, 38 a 36%; Bremen, 79% a 7934. ‘The stockholders of the New York and Harlem Rail- road Company, will find in another column the report of the committee appointed to investigate the financial affairs of the company, and provide ways and means to meet those payments pressing immediately upon the concern. The plan proposed appears feasible. ‘The Sun Mutual Insurance Company have declared a dividend of twenty per cent on the earned premiums of the year ending 4th October, 1947, for which certificates will beissued on the firat of January next. Also, a divi dend of six per cent in cash on the scr.p heretofore issued, payable on the lat of November next. ‘The Ontario Bank has declared a semi-annual diri- dend of four per cent, payable on demand. ‘The Now England Worsted Company have declared a dividend of three per cent. We have repeated!y stated that tho advices received from time to time from Europe, have had no other effect upon commercial elasses in this country, than to unsettle the public mind and partially destroy confidence. With one exception, thus far, that has been the only result of the financial difficulties in England, and that exception is the suspension of the house of Prime, Ward & Co. of this city. The failure of that house took place soon after the fret news of the suspensions were received from the otherjside, and was partially the result of heavy losses in- ocurred early inthe season. The mature of the foreign business ot Prime, Ward & Co, was such, that a very large portion of their assets was in the hands of parties on the other side, and their losses there will absorb nearly the whole of them, leaving liabilities in this coun- try of nearly half a million of dollars, upon which not more than five or ten cents on the dollar can be paid. This, therefore, is a bad failure; but so far the only one here growing out of the commercial connection ex- isting between this country and England. We have been heavy losers by the failures in Eu- rope—much heavier than ever entailed upon the merchants or manufacturers of all Europe, by suspen- sions in this country; it appears that we have been well able to stand it; and the probability is, that few, if any. more failures on this side will grow out of the re- vulsion on the other. It is fortunate for us that the crash in England commenced so late in the season. It could not have happened, #o long as it was to have taken place, at amore favorable period. Our exporting sea- Son had just about closed when the crash came; most of cur exports had been paid for, and payments made Inrgely in specie, which we have secured, and the out- standing cr unliquidated engagements between the two countries, running to insturity, had become very much reduced. Then, again, the crisis of the revulsion bay- ing «ppyared before another commercial season opened shippers in this country have been able to make safer selections in their agencies,and guard against losses upon the new season's business, So far as all these things are concerned, circumstances have been exceedingly fa- yorabie. If we lose much of the next year's business, there will be no one to biame but eurselves. We must carry on 8 more direct barter trade than we have here- tofore; the credit system between the two countries must be changed, and we shall soon have the balance so largely in our favor, that we shall be better able to regu: late the movements of specie than we have been, The floances ot the general government continue, at present, in an eusy condition. It is estimated that the fuods in the treasury department will carry on the war uatil April next, being but three months short of the time es ipulated by Secretary Walker. This shows a more favorable state of things than was general¥y anti- cipated, from the announcement that tho negotiations for prace had been so suddenly broken off that all hope had fled for an amicable arrangement of existing diffl- cultivs, It has not been yet determined upon what method will be resorted toto raise more money; but it is the general impression that another issue of treasury notes, with certain improvements as to denomination &e, will be the most fensible and tho least expensive way of supplying ways and means. The policy of the government in the prosecution of the war, will, withont doubt, undergo an immediate re- yolution, and with this change we anticipate a very great reduction in the expenditures. We consider the active part of the war over; that is, the fighting part; here- alter it will be more of a passive character, in which the administration of civil and military af- airs combined, will bo. the principal feature. No plan has yet been determined upon for the future government of Mexico, as much depends upon circum. stances. The commander-in-cbief of the army cf occu- pation will, as he progresses in the subjugation of the country, establish governors, garrison towns, and adopt @ code of Jaws for the regulationof civil affairs; he will collect revenue from every available source, for the pur- pose of making the country support the government he may eetablish in the absence of its own, and for the purpose of securing that portion of territory our brave soldiers have conquered, Congress convenes in about four weeks, and it is very probable that the President will leave it to the represen- tative branches of the government to mark out the pro- por plan for holding possession of the whole of Mexico, if necersary, or to bring the war to an honorable and speedy close, and the evacuation of all territory but that ceded to us by treaty. We shall know nothing definite about this matter until after Congress meets, and in the meantime, the military operations of Gen, Scott will be governed entirely by the course pursued by the years, the capitalists of Europe will be seeking for them ‘as an investment, when they will have to pay a hand- some advence on present prices. It will be per- ceived that the decline has been pretty steady since July. The universal depreciation in quotations for these stocks, which include every description, from the most active fancy to the safest security in the world, has been the result of the general depression in fiaancial and commercial circles, more than any particular influence brought to bear upon any particular class of stocks. The same cause operates upon the whole, although the effect is greater upon the fancies than upon those having more real value. {t may seem strange to many how this de- preciation could have occurred, in the face of an easy money market, when the rate of interest rules below the legai standard, and the credit system has experienced no revulsion—when trade generally is based upon sound principles, and apparently the greatest prosperity exists in every department of business. It will not, however, seem strange when we take into consi. deration the fact that confidence, so necessary in all commercial matters, has been destroyed by the events which have recently transpired in Europ: and although there hasbeen no variation of con. sequence in.our credit syatem generally, there has been @ logs of individual) credit, calculated to restrict morcan- tile operations aud depreciate the market value of all kinds of stock securities. Capitalists are the most timid people in the world—they are the first frightened, and it is with the greatest difficulty they can be induo- ed to let out their funds, for along time after, even up- on the soundest securities.
