BY THE MAILS. Wasuinaron, Oct. 3, 1847. The late Negotiations. There is no longer any impropriety in referring to the terms of the treaty that Mr. Trist was authorised to submit to the Mexican commissioners. The projet oe- curs in the report of the transactions of the commis- sioners published at Vera Cruz in » Spanish pamphlet. The copy which appears in the New Orleans Picayune, received this evening, is substantially correct. The de- mands of our government embraced the whole of New Mexico, Lower California, that portion of Upper Califor- nia bounded south by the river Gila and by that partof the Colorado between the mouth of the Gila and the Gulf of California; and, in addition to this, a right of way across the Isthmus of Tehuantepec. ‘The only dif- ference between this and the projet first sent out is, that the first was the 32d degree instead of the river Gila; but it was found that the Paso del Norte was south of the former line, and the possession of that pass was de- sirable in military point of view. The amount of con- sideration was not named, as it was useless, in the ab- sence of any prespect of agreement. So earnest was the desire of our goveroment for peace, that althou; a the possession of the harbors of Lower Culifornia, an Fight of way seross the Isthaavs of Tehusntepes ware very desirable, yet Mr. Trist was instructed not to in- sist upon these two points, if peace could not be obtain- ed without their concession. ltis needless to add, that no consideration will now tataee the government to abate one tittle cf the whole of their demand of the country embraced in Mr. Buchanan’s projet. The developments arising from the failure of this at- tempt at negotiation will vindicate the accuracy of the statements made from time te time in the Herald, in re- lation to the character ot Mr. T'rist’s mission, and tbe terms that gentleman was authorized to offer. I main- tained all along that he was invested with no discretion- ary powers He is represented by the Mexican report of the transactions of the commission, to have entertained & proposition for the neutrality of the strip of land lying between the Nueces and the Rio Grande, and another, not embracing the cession of New Mexico, but referring to his government thejquestion whether the possrasiou of both would be a #s1@ qua non. ‘This is scarcely possi] ble. Mr, Trist is a cautious man, and would not so dis- grace his own di, tio character and compromise his government. ‘The strip of land between the Nueces and the Rio Geants, gave coed the ar, and to entertain spy Propo ition surrend or at allen ing ite pometsiga, would have placed this goverament ine saast embarrassing position, so far as it could have been sf- fected by the unauthorized act ofits oak Mr Trist — no authority or discretion to enter! eusbyeciag auly thing less them the evasion of pyrene Mexi- co and Upper California, down te the 32d degree of north latitude, xT thet he Cog mes tee ad eae instructions in this regard, is wholly im ‘But whether he did or rieg ot Senahes 80 egregiously, is now of little moment. The negotiation is at an end.and with itall hope of conciliating Mexico. There is to be acabinet council to-morrow, and then will be deter- inined the future course of the d@ministration. ‘The despatches received this evening from Mr. Trist, do not come down farther than to the 14th of August. GALVIENSIBS, “Bacrimonr, Oot. 4, 1847. Great excitement—The War news—The Confessional ration case—Arrest of the supposed robber, $c. rday was the most stirring and exciting day that has been experienced in Baltimore since the commence- ment of the war. Our streets were thronged with oiti- zens, all discussing the stirring intelligence received from the seat of war; and not afew who have formerly been quiet on the subject, venting their feelings, loud and deep, against the further prosecution of the invasion. ‘The policy of Gon. Taylor, to take and defend gee we want, is deemed the trae and proper course. more blood has been spilt than honor obtained bets the war, soem to be the OD 1 mentioned a few days since that the broker's office of Mr. Sutton bad been robbed and fired, and tbat the property stolon had been returned through the confes- sional.
