At the first board to-day, Reading Bonds fell off %4 per cent; Reading Railroad, %; Norwich and Worcester, 44; Har- lem, 2. Treasury Notes advanced ¥; Morris Cansl, 84. and Long Island, per cent. ‘There were three thou- ‘send shares of Harlem sold at the decline, showing the anxiety of holders to avail themselves of ruling prices. ‘There were rumors in the street this afternoon, that several of the largest bulls in Harlem had failed. From the great decline in prices within the past few days, this is not surprising. There will be a great time among the lame ducks in Wall street, and the profits of some of the bears will dwindle down to asmallsum. We have given in this day’s paper, an artiele from the State Register of Ilinojs, relative to the Mlinois and Michigan Canal. It is a fair and correct statement of the movements of those parties having the eontrol of that work,and j#laces the blame for all delays and misman- agement on the right shoulders. ‘The course pursued by the trustees on the part of the bondholders, has cre- ated « feeliug throughout the State, that will tend very much to the injury of their interesta; and every oppor- tunity will be made available to place obstacles in the way of @ speedy fulfilment of the terms extended by the law. NEWS FROM THE SOUTH. Death of General Hopping, of New York. PuiapeLensa, Sept. 18th, 1847, ‘The Now Orleans papers of the 11th inst., are reosiv- ed. There were no later arrivals. ‘There is no express ‘The interments in New Orleans, during the 24 hours ending on the 10th instant, were 54. Of which 13 were from the Lafayette Hospital, and 7 from the Charity. ‘The Hon. Richard Henry Weld, died of the fever on the 10th. ‘A note from the Picayune to the telegraph agent at Richmond, states that Brigadier General Hopping died at Mier on the Ist inst. His brigade was broken up. General Lane's brigade would probably embark at the Brazos on the 8th inst, for Vera Crus. General Cushing was concentrating his brigade at the camp near Palo Alto. Legislative Proceedings. Axany, Sept. 18, 1847. Sexare. ‘The Senate was engaged all day on the general bill for the incorporation of Bridge Companies; but it was not disposed of. House. A bill was reported to repeal the law exempting pre- perty of clergymen from taxation. Mr. Watson brought in a bill to abolish feudal te- nures. The resolutiou of Mr. Rutherford that the Commis. sioners on Pleadings and Practice report was carried. ‘The Lien law bill was referred back to the commit- tee reporting it, with instructions to make it applicable to the whole State. ‘The Committees of the Whole then took up the bill authorizing the Safety Fund Banks, on the expiration of their charters,to incorporate themselves under a general law. Mr. Hap.ey proposed the Oneida Bank ag the model charter to be adopted. ‘The question as to the policy of continuing the two systems of free and safety fund, was debated at length. The Committee rose without disposing of the bill. —— Wasninaton, Sept. 16, 1847: The intercepted despatches—The “ foreign battalion — The Wilmot Proviso, It is extremely questionable if any instructions have issued to Mr. Trist, materially changing the terms con- tained in the treaty which he brought out. 1 am per- suaded it will be found eventually that the treaty whieh was drawn up here is the one he has submitted, without alteration, to the Mexican commissioners, and that the intercepted despatches, if they have been intercepted, which is not at all improbable, will be found to contain no instructions to Mr. Trist to make any essential modi- fications in the terms of the treaty. In one of Mr. Kendall’s letters from Tacubays, it is stated that Mr. ‘Trist entertained strong hopes of # suo- cessful issue to the negotiation, His letter expresses no opinion. From the incident related of the stoning of some wagoners from our camp when entering the city, it would appear that the hostility of the populace is unabated. It must be matter of bitter mortification to every adopted citizen, that #0 many should be found arrayed ‘against the country of th« ir adoption in the ranks of the enemy ; but it would be unjust that the obloquy merited by a few unprincipled men, should attach to ail their in- nocent fellow-countrymen. A battalion of foreigners, mostly Irishmen, d-serters from the American army, was captured at Churubusco, and those who composed it, were, at the last accounts, on trial before a court-martial. It is but right they should pay the penalty of their orime, for they have disgraced alike the country of thelr birth and the country of their adoption. And yet it must be said that if this war were against England, instead of Mexico, no Irishman would be found in the ranks of the enemy. Nor while condemning their treachery, should the bravery and devotion of their countrymen, in the ranks of our army, be forgotten, General Shields{than whom no man in the army,deserves better of this country, isan Irishman. General Patterson, |! believe, is another, and in the ranks there are thousands. Santa Anna’s defence of himself, and crimination of Valencia, are most lame and impotent. ‘To the most wi initiated in the art of war, it must be clear that had Va- lencia been reinforced and supported, ho would have made a better fight. I perceive that a Cincinnati paper gives an authorised contradiction to the statement, that Mr. Crittenden is in possession of a letter from Gen. Taylor, expressing his (Gen. Taylor's) decided approval of the Wilmot Proviso. ‘This settles the question as far as Mr. Crittenden is con- cerned, and yet there must be some strange mistake somewhere, as it has been confidently asserted by men of unimpeachable veracity in this city, that such s letter isin existence. They must have been deceived by afor- gery or a direct falsehood, or else there is such a letter though not addressed to Mr. Crittenden. If such a let- ter exists, the person to whom it is addressed, should at once publish it. The statement that Mr. Wright was opposed to the doctrine of the Wilmot Proviso, is incorrect, although it is well Known he did not approve of its incorporation in the peace bill,in the mode in which it was pressed by Mr. Wilmot. But it is neodless to say that he eould not have approved the means taken by his professed friends in the House of Representatives to force that measure at the sacrifice of the best interests of the country. Mr- Wright was no factionist, while those who for selfish purposes arrayed themselves under the shelter of his great name, were nought but a miserable cabal. GALVIENS! Wannixeron, Sept. 14, 1847, The Action of the Neat Congres It may happen that a lasting peace will be the result of the negotiations of which there was a prospect at the last advices. In such an‘event Congress must, at the commencement of the next session, act upon the treaty, ‘as an immediate ratification will be necessary, Anat- tempt will doubtless be made to incorporate an anti- very proviso in any treaty that may be submitted, but it is to be hoped that an attempt to clog it with sueh a meaningless and absurd restriction, will not be persist- ed in, Indeed, such a restriction would be so very meaningless and absurd, that one would be inclined to dismiss all apprehension ofan attempt at its enforcement, but that an attempt equally preposterous, in principle at least, was made to incorporate the Wilmet proviso in the three million appropriation bill, Butifthe ratification of the treaty should involve the issue of peace er war, the most determined advocates of the doctrine of the Wilmot proviso would scarcely have the temerity to take the responsibility of allowing their peculiar views fo re- tard the restoration of peace. To send the treaty back to the Mexican Congress, rashly to endanger it, and to say to the government of Mexico— Sirs, we will make peace with youon condition that you will be so obliging as to tie our hands,” would be to present ourselves in @ most ridiculous position before the world, ‘The treaty, if it be made, will be opposed by two par- ties—the ultra democrats, who are in favor of absorbing all Mexico, and the ultra whigs, who oppose any acqul- sition of territory, But it is questionable, if they will take the responsibility of defeating it, and thereby of retarding peace indefinitely. The treaty will then, in all probability, be ratified, and the great struggle will be on the bill to extend the jurisdiction of the United States, over our new acquisitions The coming session will be full of excitement. Pend. ing the question of the extension of the Missouri Com- promise line, the conventions will be held, and the Presidential candidates nominated, It is vain to expect calm or wholesome legislation in the prevalence of such morbid agitation as these things will generate, There is not much to be expected, therefore, from the next Con- gross, at ite first session. It in certain that party organisation will be maintained toa greater extent than has been anticipated. The dem- ooratio party, although it is now much distracted by « variety of issues, will,in all probability, get rid of their dissensions, and maintain the regularly nominated can + didate, Mr. Clay will be the candidate of the whigs,and will call out the full strength of the party. Should Gen- eral Taylor run, which, I think improbable, for he hae lately shown great reluctance to being # candidate, it is impossible to predict to what extent the support given him will trench upon’party organization. It is likely, however, that ho will receive @ greater number of whig votes than democratic, as there seems to be 9 general determination on the part of the demoersts to maintein the integrity of their party organization. It is said Mr Calhoun’s friends have abandoned the design of ranning him as an independent candidate.
