Wasuinoton, Sept. 1, 1847. The Opinion of Mr. Buchanan on the Wilmot Provise ‘The compromise letter of Mr. Buchanan, places bim ina strong position before the country, and will not be without « weighty influence upon the October Penneyl- vania local elections. Should the State come out strong. ly in the majority for the democratic tickets, Mr. Bu- chanan will be rendered o still more prominent candi- date for the campaign of '48, or rather for the Conven- tion. We suppose that he bas already, in the publiea- tion, in connection with the death of Mr. Wright, taken the wind out of the sails of Gen. Cass. The General at the last session clearly declared in the Senate, that be was in favor of the doctrine of the Wilmot proviso— though he voted against the sald proviso, aa submitted by Mr Upham. He had to express his adherence to the principle to maintain # show of copsistency—he had to vote against it. if he had the least shadow of an ulterior object 'n conciliating t he had. But, for ail that, tt is enough to srouse the in- digoation of a satyr, that a man should attempt to blow hot and cold with the same breath. It wont answer.— Gen, Cass wust be either for or against the Wilmot viso. To declare himself an advocate of the princlple, and yet to vote against the measure, is not the t ¢ business. Unless a man’s vote tallies with his con- science, it is far less acceptable to high-minded men on the side upon which he votes, than @ direct vote ageinst them, even if it be the vote. We take the declarations of General Cass rete evidence of bis conscientious opinions. We take his vote om the Wil- mot proviso as proof t iat he voted agelust them. Recently a circular hus been issued by @ numerous committee of the most distinguished gentlemen of South Carolina, calling for # uecelDtana os iA in the establishment at ‘Washington of the object of which is to be the support of the doctrines of South Carolina, on the Wilmot proviso especially. and gener- ally an opposition to the achemes and pleadings of the abolitionists, In this circular, the committee par- ticular pains in describing the uarrow escape of the South last winter in Congress, and they take care Pd to refer to the vote of Gen. Cabs as not to be relled upon, because it was not his opposition to the principle of the proviso; but merely on the subterfuge of the verbal construction of the amendment, and its want of tion to the bill. It thus would appear that while Cass has lost ground from his vote on the at home, he has gained nothing in South Carolina. We may also assume that his late course on rivers and bar- bors, will operate to his detriment among the hair splitting, as well a5 the latitudinal constructionist, Mr. Buchanan stands in & more equivocal _— before the North and West. He is clearl; the Missouri compromise, he ig for the rivers and har harbors to the full measure of Gen, Jackson, and Mr. Van Buren. he is an advocate of the tariff of 46. though he voted for the bill of 42. He cannot escaped from the fact that he voted for the bill of ’42 because ot the pro- tection it afforded to Pennsylvania. Wo defy him to make any other apology for that vote. But then he may appeal that his vote was, in obedience to instruo- tions. Still, on the other hand, it may be shown Cena it wasin conformity with hisown opinions. V. His adhesion to the bill of ‘46 may be justided ‘trom ‘the beneficial and highly successful operation ot the act, and the consistency of its operation with hd eres of Pennsylvania, as well as of the country at large. If called upon, we doubt not this wili be if justification; and it will be a safe one. Mr. Buchanan, then, on the questions of the tariff ‘and the Wilmot proviso, is as much the Northern man with Southern principles, as any we could get; while on the sub-treasury he is with the old hunkers, and on the rivers and harbors, he is identified with the barn- burners of New York. And soon to the extent of half a dozen mote. But has not Col Benton declared that the next candidate of the democrats must be a northern man? Why has he said go? Because of his apprehension that "Mr Polk might otherwise be induced to run again, and because Col, Benton will never give up his opinion that the choice of Mr, Polk in the first place, was s matter of ne- comity, and not of justice, It may beso. It may be, too, that Col. Benton will, have sufficient force tn the convention, to secure a decision in favor of candidate, and this does, and must contribute to strengthen the chances of Mr. Buchanan. THE DOCTOR. P. §.—The appointment of W. H. Polk, brother of the President, and late Charge ta Naples, & major in the third dragoous, ts a good t Major’ Polk ts the very personage for the beau ideal af « bold hussar. Im No- ples he was known as “the handsome ambassador,” and everywhere where he is known, be is known to be as brave ns Julius Cesar, and,as generous as an em} Furthermore, the Presidency t# bute game. If the mocrats lose it, Maj. Polk would pave to give up Naples; but in the third dys gy —— he is secure, whatever @ ns. may be the issue Wasnisoron, August 81, 1847, Showing how the matter stands. ‘The opinion in a late letter that Gen. Taylor would not as yet take up the march across the desert to San Luis Potosi, is borne out by the news of the day from New Orleans. There is no army at San Luis Potosi te reduce—there is nothing to be gained there in the mere occupation of the place, unless it shall have some direct and palpable bearing in support of the operations of mn. Scott, This is not now apparent, and the neces- sity of Gen. Taylor's movement upon San Luis does not appear now to be at all apparent. On the other hand, it does appear that the moment we shall withdraw his ar- my from Monterey and the Rio Grande, it will be recon- quered by the guerillas and the rancheroes ; and tho country between Monterey and Matamoras is of more importance to hold in occupancy than the great desert between Agua Nueva and San Luis Potosi. Respecting the irruption, “solitary and alone,” of an admitted fact that Paredes has got in It was strange, thongh, that the British captain Should not ki know but we suppose the suid captain did nut tacles in his examination of the ugly board. Now it seems that Gibbs, the barber for Coleman’s ho- tel, isa shrewd politician and diplomat, and can see as far into a grindstone as any man, with or without speo- tacles; it seems that Gibbs thinks Scott is in ‘Mextos by by this time, and that Santa Anna is negotiating, while Pa- redes is ip prison, and Gibbs thinks that we shall have peace yet before the meeting of Congress, and that Scott will be the whig candidate for the Presidency, at least in the State of Delaware, provided Jobn M. Clayton is made second on the ticket. The only fault with these opinions is, that no reasons are given for them. They are plausible enough. and John M. Clayton is plausible enough, but we like to see aman back up an assertion with the argumentum ed hominum, Mr. Grant, that is, Mr. Gibbs. And go Mr, Buchanan takes the Missour! comprcenioe line of 26 30, north of which it has been declared sla. very shall not exist. That is the safe ground, ‘and the only ground of compromise between the north and the south. It is the last resort of the south, and the north would be exceedingly uncharitable to trespass beyond it. The death of Mr, Wright has very much streng' the chance of Mr. Buchanan; but it has yet to be as- certained whether the New York barnburners will aben- don the Wilmot proviso for the Missouri compromise—e compromise dictated by the north, and which they are attempting to violate at the hasard of dissolving the Union. With integrity on all sides to this Missouri compro- mise, all in woll--disregard it, and all is et stake, for the Union is every thing to every man in tne Union except- treine hair splitting constructioniate of South sever the Union—the South Carolinians,to save their pe- culiar institution, and the abolitionist, to it. If an impertinent philanthropist comes into your house, Mr. Reader, and tells you thet your servants are not properly cared for, that moment food kick him out, if a polite good morning will not dismiss him. This has been precisely the Gene 8 toward the abolitionists, if they had kept still, Vir- ginia, Kentucky, and Tennessee, would have done some- thing. But the door is now closed, and the key ts in the pont of Mr. Calhoun. We shall pave more to say on this subject in connection with the " THE DOCTOR. Wasuinoton, Aug. 30, 1847. The Camp Meeting. ‘Three miles to the eastward from the Capital, is the camp ground. You cross near the premises the eastern bayou of the Potomac, a wide swampy stream, overgrown at the sides with water plants and wild grass, reeking with pestilence, and pretty well supplied with frogs, tur- ties, anipe, plover, artolans, and reed birds. ‘The encampment is about half a mile frem the bridge, on a hill covered with » forest of oaks, chesute and pines. ‘The tents are arranged in a circle, or double cir- cle; the preachers stand fronting the ares, enclosed, from the lower aide of the hill, This enolosed orea of two eres, more oF l4as, la appropriate te. vente Fax the e6y
