It has recely« ed assurances that the, citizens of several of the prinei- pal European powsl on our commerce; and the last of these assurances was received, I believe,some six months ago. Since that time there has been no correspondence between our Govern- ment and any European Government regarding Mexico Our Government has never protested aguinst interfe- rence on the part of any European Government in the struggle between Mexico and the United States, there being no reston to apprehend any such thing. It has not lately received any assurance from any Europem Government on the subject. 1 repeat, there is no rea- sen to apprehend intervention on the part of any Eu- ropean power in our war with Maxico; but this is not at. all inconsistent with the supposition that Paredes bas intrigued with some European sovereign for the enta- blishment of monarchy in Mexico, There ls nothing at | all improbable in the supposition. Paredes is avowedly & movarchist. He was obliged to fly from his country in disgrace, in consequence of his monarchical predileo- tions. Would he return to it at such a oriais as the pre- sent, if he had not some encouragement from those with whom he has ble, Perhaps he found the courts of Spain, of France, of England so incorruptibly faithful to the intereste of the United States—so averse to the spread of monar- edical principles, as to turn a deaf ear to his tempting proposals. Our diplomatic agents had instructions to keep the govern- ment advised of his movements, and did 80, except in the matter of his departure, which was doubtless sudden and secret. Mr. Campbell's mode of apprising the Governor of Vera Cruz of the presence of Paredes on board the English steamer, was extremely injudicious. He should have sent a special messenger, instead ot entrusting a despatch to the hands of a lady. Mr. Campbell has, however, at various times given the cabinet valuable in- formation, and this one error should not prejudice him too much. He is regarded as a very efficient officer, al- though in this one instance he committed a sad mis- take, Nevertheless, I do not regard the return of Paredes as absolutely injurious to the cause of peace, however much he may be himself disposed to prolong the war. They huye one of three alternatives, to wits— 1. To take the war into their own hands, and prose- ute it rigorously to @ peace, 2. To adopt the defensive line of policy of Mr. Cal- houn. 3. To let the war, and all the responsibility of the war, vost with the administration, voting all the needful sup- plie ‘The first alternative would be hazardous. The war wight not be terminated in advance ofthe campaign of which would be disastreus to the whig ticket.
