| / BY THE MATL! Affairs in Washington. ‘Wasninaton, Aug, a4? Scott at Puebla. ‘The stay of Gen, Scott at Puebla is ominous of a stout resistance to his further progress. He knows the value of ovlerity and expedition, He has proved it. He knows that it would have taken not half the men to reduce Mexico in May last, that it would require in July. In May the capital was in cousternation—without an army, aod without » plan of defence. It would then have been an easy prize to a force of 20,000 men, and the nucleus for the enemy’s reorganization would have been destroyed. They could not have recovered. Their munitions and cannon foundries in Mexico and the surrounding villages would have been captured, and the means of further resistance, save by guerilla skirmishes, completely arrested. Wherever the gov- ernment authorities might have retreated, they could have been pursued captured, or driven off. by @ hundful of men. hig could have been eamnnity ? . until harassed into submission. More has been expected of the Mexicans in what we could do, than in what we would do, We have relied more upon our power in reserve than upon the strength of our armies in the field. We have expected too much of the Mexicans from the law of selt-preservation. and too little from thelr Spanirh obsti- nacy and self-sufficiency. The cabinet, however, may have better assurances of pace in the interim, than are possessed by the public. We hope they have. ‘If not, it will be the first business of Con- gress to set about settling this Mexican war. ‘The administration has prosecuted the war with vigor, and Congress has seconded its demands; but neither Congress nor the administration called for the requisite number of men, A vigorous war without men —a vigorous war by piecemeal, is the most expensive of all wars. Draughts of afew hundred at a time in a vi- gorous war, will have cost more than the concentration at the same day, and operating in the same combined movement of 100,000 men in the enemy's count Finally, we have this consoling opinion to give to the President. If he fuils of a peace before the meeting of Congress, the war, the plan of the war—a peace, and the conditions of p boundary, and the locality of a boundary, and the game cards of the next Presidency, will be thrown into the hands of Mr. Calhoun, W. Wasuinatox, August 13, 1847. Good News—Mr. Rives’s New Purchase of the Bla- densburgh Duelling Ground—Editorial Luck. We learn that Mr. John C. Rives, late of the Globe, firm of Blair & Rives, has purchased the duelling ground at Bladensburgh, or part of it, embracing the spot on which Barron killed Decatur, It is the purpose of Mr Rives to erect a summer residence on this ground, and to keep, in future, all duelling interlopers off the premi- ses as far as embraced within his jurisdiction. Good Just look,too, at the luck of our federal city editors. Mr. Gales has a country seat; Mr. Seaton has a country seat; Mr. Blair has the delightful seat of Silver Spring; Mr Rives has the duelling grounu; Mr. Kendall has a place near town; Mr. Heits has just bought » nice place; Mr. Ritchie has just purchased and moved into the princely house erected by Mr. Corcoran, of the firm of Corcoran & Riggs, fronting Lafayette square and the White House, said square and the White House green, with the main avenue between, leaving the White House and Father Ritchie's bouse in full view of each other. New Railroad Depot—The Whigs—Effect of the War News—Accident, $c. ‘Axsmall girl, the daughter of Mr. John Heap, residing in Bread street, met with a shocking accident yesterday, which resulted in death afew hours afterwards, She was seized with « fit while standing at « third story win- dow, and in her struggles was precipitated to the ground, fracturing {both thighs and her lower jaw, bosides re- ceiving other injuries. ‘The new depot of the New York Railroad Company, on the Delawaro, is now nearly ready, aud the change in running the boats there instead of Bristol will take place about the Ist of September. The hotel is a beautiful building, and under the superintendence of Mr, John W. Morgan, of this city, must become a favorite place of resort for our citizens during the heat of sammer. ‘The whigs have been put in a flutter this morning by the announcement of the arrival of Henry Clay at Baiti- more. Quite a number are projecting visits to Balti- more to enjoy the pleasure of taking him by the hand. The friends of Dr. Tyng are to have an opportunity of listening te a sermon from him to-morrow morning, at the church to.which he was formerly attached. —The despatches from Richmond received this morn- img have put a damper on the hopes of the friends of peace, who anticipated a better return for the proposals submitted by Mr. Buchanan than a flat refusal. There ean be no doubt, from the complexion of the intelli- moe, that another battle must take place before the forces of General Scott can enter the capital, As he had not moved from Puebla up to the 30th ult, the late rumors were, of course, premature, but it is to be hoped they area foreshadowing of the events yet to transpire. A curious case occured this morning at the hospital. A man was brought there in a wagon, for the purpose of suomitting himself to the phyvicians as a caudidate for admission to the charities of tbe institution, but while walking up the grand waik towards the entrance to the main building he fell dead, and before uny person could xeuch him he had expired.
