A new bank has been recently organized under the Free Banking Law, with a capital of $300,000, called the Bowery Bank. It is located for the present at No. 173 Bowery, and will commence business on the 10th inst., with D. W, Townsend, Esq., formerly cashier of the Butchers’ and Drovers’ Bank, as President, and Nat. D. G, Bradford, Esq , formerly of the Mechantes’ Banking Association, as Cashier. ‘The reputation Mr- ‘ownsend has acquired as Cashier of the Butchers’ and Drovers’ Bank, is sufficient guaranty of his ability. Under his administration, we have no doubt, the Bowery Bank will become a favorite institution in that section of the city, As an evidence of the confidence placed in the officers and Board of Directors, we learn that the stock already commands one per cent. premium in the market, ‘The bank will commence business with a capital of $300,000, which has been quietly and privately filled up, and, if necessary, the amount will be increased to one million of dollars. A very important feature In the business of this bank will be the payment of interest on deposits when they remain over thirty days. ‘I'his will be very advantageous to the small dealers in that section of the city, and will give the bank the use of a large amount of funds, An institution of this kind has been loug wanted in the Bowery. ‘The anrexed statement exhibits the movement in the prinefpal departments of the banks of this city at two periods, May and August, 1847:— New Yous City Banns. W060;83 Dec'e, 20(R0d There appears an increase in every department but deposits, which is out of the usual order. An increase of loans causes generally nearly corresponding increase in the deposits, and the fact of the deposits having fall- en off in the face of such a large increase in the loanvand discounts, is an indication of the active employment of capital. ‘We notice in the returns reogived, that the amount of ‘‘eash items’? was very large, shewing that loans have been called in to # great extent, in anticipation of quar- terday. With all the contraction in this way, and the bona fide payment of loans, there has been a large in- crease in the line of discounts. Ifthe reports of the rest of the city banks show an increase equal to those in the above table, the aggregate increase in discounts at the oloss of the past quarter, compared with the quarter previous, will amount to nearly six millions of dollars. — ‘The abundance of money is the best evidence in the world, that the banks have been rapidly expanding, an¢ the reduction in deposits shows, that as fast as the banks discounted, the proceeds found active employ- ment. The advance in prices for stocks generally, shows that the brokets got a good share of the tavors from those money machines. The aggreZate amount of Joans and discounts of the banks of this city on the lst of May last, was $38,979,125; while but thirteen banks exhibited on the Ist of August nearly twenty-eight millions of dollars in loans. ‘This department of the city bamks has not, fora longtime, seeded forty millions of dollars; but we should judge from 0 returns thus far received, that on the Ist of August the loans amounted to between forty-one and forty-two millions of dollars, The amount of specie on hand the Ist of May, was $10,325,310; the amount on hand the first of August was probably larger than that, as thirteen banks show an increase of eighty thousand dollars. The steamer Gale veston from Bras Vist, has orrived General Shields —Mr, Secretary Mason's Address An officer of the regular army, late from General Scott's camp, gives an enthusiastic uecount of the gale autry of Gen, Shields. Liv says that even among the officers of the regular army, he is regarded as the bero of Cerro Gordo, He always possersed « taste for the science of war, and his admirable strategy is proverbial in the army, In addition to this, he has » deserved repu- tation for even romantic bravery. The officer states that the orifice made through the General's body by the shot, was large enough to admit a man’s arm. Nobody expected his recovery, and the surgeons ascribe it to his perfect equanimity and serenity, which never forsook him, even when told he could not live. ‘The address delivered by Mr. Secretary Mason before the Alumni Association of the University of North Carolina, on the occasion of his recent visit to that in- stitution in company with the President of the United States, has been published by the association. It is a chaste and elegant production, abounding with lofty and patriotic sentiments. ‘The following extract exhibite am elevated cstimate of the labors and the uses of the prone : “ But the most striking displays of its (the 's activity aud power are only to poy te, in the eld of journalism, w¥ere it more than equals France im energy, and knows no cther rival throughout the world. it priuted the drst newspaper in America in the year 1704; io 1825 it had joined an additional number of eight hundred and fifty ; aud, at this day. it ucts upon the popular mind through the teeming columns of more than two thousand journals. We learn they were a gang of boatmen and others out on a little frolic ; but to our observation, they managed the fracas ubout as badly as any thing that we have ever heard of the Mexicans. Pa The Presidency—Father Ritchie and Gen, Taylor We start out with this postulatum, that if Gen. Tay- lor, the cannonier of the Cordilleras, runs, the havoc of Bragg’s battery at Buena Vista will have been but am inkling or a sprinkling to the route of his opposing can- Cidat+s and their cohorts. if he runs, with or without 4 nomination, he will win the stakes. It is not his vie- tories alone that will do this it is not alone his sturdy qualities as « soldier, that will make him so formibable; but itis his hardy, flat-footed, straigt-cut,brown-coated, straw -hatted, unostentatious, inflexible manliness, and square-up identity of republicanism that will tell more potently than the bugle call upon the hearts of the American people. Those are the strong points in the old planter. Weill, then, what are we to do? “To be, or not to be; that's tho question.’ But we think, as the old women say. in the case of a projected marriage, we “ think it will bea be.” Yes, sir, the chances are that he'll run, and as John Van Buren once said, “ be will run like the cholera,’ if he does run. and you may burn up all the tar in Tar river, and it won't Stop the contagion from running up tl ream, like a spring tide backed by « freshet from the mountains, overflowing all the bottoms and deriving the squatters to their canoes It ia this view of the case which hus diverted the at- tention of Father Ritehie from the long contested con- teat on the war with the Intelligencer, to the politioal rinciples of Old Rough ana Keady.
