The amouut of tolls received at Albany during the month of June, in 1846 and 1847, wus as annexed:— ‘Tours on New Youu Strate Canars.—Receirs at war. Increase in 1847...4+ 60+ +++ ‘The oanals not being opened until the Ist of May this year, there were no receipts in April to offset those for that month last year. The opening of the canuls this year was somuch later than last, that a fair com- parison of receipts cannot be made, there being fifteen Uays more of navigation last year up to the Ist of July, than this. Notwithstanding this, the income from tolls this year, up to the Ist of July, will exceed that to the same date last, nearly or quite four hundred thousand dollars, from only sixty days business. This is at the rate of two hundred thousand dollars per month. At this rate, the increase for the season of navigation this year, will not vary much from one and half millions of ‘The receipts of produce st Tide Water, by the canals of this State for the week ondixg June 30th, 1547, were aa annexed:— or tHE Canats—Recrirts or Propuce. 153.865 805, ‘As the season advances, the receipts grow larger, in- stead of falling off, asthe bull speculators anticipated, er would have had people believe. There appears to be no end to the supply of breadstuffs in the western country. ‘The annexed statement of the shipments via canal ‘at Oswego, shows that the same activity in breadstuffs exists in every shippiug port :— for the 3d week of June, $10,708 against $4,758 14 received for the corresponding week of 1846. The gross amount collected from the opening of navigation to the 22d of June, inclusive, for two years ‘was as follows :-— 1847, to June 22d 1846, to June 22d, , Increase, 1847. . ‘The chipments by canal, from the opening of naviga- tion to the 22d June, of flour, wheat, and corn, for three years, have been as follows :— The Increase in wheat and corn has large. The shipmeuts via canal from Oswego, are toa great extent, the products of the western States. The enlargement of the Welland canal admits vessels _navi- gating Lake Ontario to pass into Lake Erie, and vice versa; and the receipts of western wheat at Oswego from the upper lakes, through that canal, are very large. — Mort of this wheat ie manufectured into tlour at Oswego, and chipped via canal to tide water. The vicinity of Oswego, along the lake shore, is an excellent wheat growing section of country, und large lots are brought to that market for sale and for manufacture. ‘The State Treasurer of Pennsylvania has issued anther letter, calling upon the county of Philadelphia for tie pre-payment of taxes, to enable him to meet the interest ‘on the State debt due in August, annex, speaks for itself, It is pretty close shaving. yaa, June 30, 13.17 see by the published vali of your County Treasurer, that he and the Commission- ers ate taking active measures to coliect the State tax, 80 as to be prepared to pay the quota of your county by the 15th of July. ‘This is @ most important step on their part, and, if successful, will insure the payment of the August inter. Affairs in the Capital of Mexico, INTERCEPTED AMERICAN DESPATCHRS pUB- LISHED IN THE MEXICAN PAPERS. Be, Ke. Se. The steamship Palmetto, with Vera Cruz dates to the 18h, Tampico to the 20th, and Brazos to the Slat, bringing an express from Puebla by the Cordova toute announces that Gen, Scott commenced his murok from thence to the capital on the 16th, but says nothing te regard to overtures for peace. One thousand troops left at Vera Crua on the i7ta Under Pillow, had joined Scott. Nothing further from Gen, Cadwallader’s force. The sick were left at Jalaps on the 16th, for Perote Gen. Shields was among the number, =. From the city of Mexico we have dates to the 9th. Sante Anna is still in power, His resignation wae withdrawn, though it was intimated that # majority of Congress were anxious for his acceptance of the admia- istration, and in consequence of this it has entirely change Pslioy, and thrown itself upon his armies. Of the Puros, opinions are greatly divided. A quorum of Congress cannot be collected, and such confusion and anarchy never before existed. At the city of Mexico um iinportant fuanolal measure Passed by Anaya’s administration, bas beon summarily abrogated. Santa Anna, in his defenos, says public opinion led to the resignation of Barnantoa andthe no- mination of Lafraqua a6 head of the State Department, causing dissatisfaction to the Puros, the result of which is not known. Gen, Almonte is still @ prisoner of State. Chibuabua bas voted unanimously for Santa Anna for President, but the impression is that Congress will elect, and Herrera be chosen, President. No mention {s made of measures for the defence of the capital. The papers state that Gen, Soott’s inteution to march to the capital on the 16th, was a boast to keep up tho spirits of his men, The government is urged by letter from Puebla to fall on Gen, Scott now, and meet and crush Lim, ag he has really but 5,000 men, though he pretends he bss seven, Gen. Taylor is to join Gen. Scott. The propositica Mr. Trist was authorized to make, ft is said by tbe Mexicans, was that each Republic shoujd name three commissioners, to discuss the claln of the United States, and if Mexico would not consent, war must de prose- outed. . ‘The Repubiic of the 7th publishes an intercepted des- Patch from Seeretary Marcy to General Boott, of the 40th of April, which informs him that the President sup: Poses, by the end of June, he will have 20,000 men, and General Taylor 10,000, and asks the views of Gen. Scott on various questions suggested, and gives directions how to operate with the disaffected Mexicans States. Several other intercepted letters are given. Santa Anna reviewed the troops under Alvarcs on the 6th; they had not all arrived there, but wore ex- expected to reach the capital with eight thousand in a few days, Vice Governor Ojacca’s resignation hag been accepted, False alarms continue at Tampico, but a party of drw goons who proceeded forty miles to the interior on the 18th, saw no armed Mexicans, and the people appeared friendly. Nothing of interest from Brazos BY THE MAILS. Affairs in Washington. Wastinaron, July 1, 1847, Post Office Department. The Union of Tuesday night contains an article on the post office, and the advaucing spirit of the country. There could not be w more unfortunate combination ‘The conduct #f no portion of our governmental system isco much at variance with vocial or national progress, «ss the post office department. While everything else ie advancing, st is retrograding. Conducted on a large sud libersl seale, it could be erected into one of the most useful 0: our institutions, and be made not only to keop pace with the spirit of enterprise inherent in our peo- ple, but even to give en impetus to the commerce and industry of the nation. As it is, it is an incubus and & drawback, It does not pretend to compete with pri- vate enterprise, and yot endeavors to curb and coutrod it. On one of the most imporiant routes in the country, 8 private express beats it by twenty-four hours every day in the year, “Post-haste’’ isy in this country synonimous with “snails-pace.’’ Peddling and huckster- ing with mail contractors seem the chief end dud aim of the Postmaster-General’s existeuce. ‘Tho time of the community Le holds of no account, and the saving of 4 dollar the extreme of good management It must be confessed that the Post-oMlce Department presents difficulties to be mastered only by consuuius courage, great financial skill, and far-reachiug »n torprige—difM ulties with which no gréinury tac can successfully grapple. But with ‘very few ox ceptions, the heads of the Post Office Department have all, of Inte, been very ordinary men. The conse. quence is, that the Department exbibits more pateh- work than a beggar’s coat. The Navy, the Army, the ‘Treasury, and the Department of State have generally been properly cared for, by the selection of omivent and talented men to preside over them; but the Postmaster General has almost invariably been some party. hack, promoted for doing the noisy work of the House of Re presentatives. The present Postmaster General, though not of this stamp, is nevertheless totally unfit for the office, Instead of attempting to remodel and to im- prove, he took the system ashe found it, and made it worse. He adopted, as fur as possible, and recommended to Congress, « coutracted, miserable polley of high charges and petty retrenchments, at the same time en- deavoring to compel the public to be satisfled with the epeed made on the post routes, although business did thereby materially suffer. There could not be agreater mistake. If the Depurt- ment wish to maintain itvelf, it must show, at least, as much enterprise as individuals, As long as it does not deserve public confidence, by serving the public faith fully and with promptitude, its revenues cannot increase Mr, Cave Johnson may, as he did last year, exhibit % de- creased expenditure of half a million of dollars, bus if such a result be reached by the same means ax St was compassed last year, the whole department will soon g o to destruction, Economy {s one thing—parstinony aue- NGE—Notice to ring Bi old and Spruce attended to nt the shortest notice, and on 3 Chumbers st 934 A.
