That is not consistent with spirit, nor the spirit of the age. Well, thon. Sey are wetodo? That’s a hard question. We expect pesce—we expect that before Gen. ‘Seott shall get into Mexico, the good sense that seems to be waking up among the Mexicans will induce them to come to terms. ‘What terms? From the best light before us, we sup- pose, the following will be the term: Pere'The boundagy of the Rio Grands up to Paso del Norte, thence straight see to the Pacific—[That will stave off the question. } = The right of wa ‘across the isthmus of Tehuantepec. 8. Of itself, this very article suggests advantages to the United States, far sur- Passing, any. advantages to be derived ‘from the Cccupation of the country, by right of conquest. with the irremediable distinction in the two races of the United States and Mexico. We cannot, safely for the south, incorporate the Mexican race as citizens of the United states—we cannot, in the teeth of human rights, reduce them to slavery; we cannot, in an outrage upon Givilisation and bumenity, exterminate them upon the lan of the ancient Israelites—we cannot move a popu- Ritfon of eight millions into another country. We may conquer the country, but there are the mix- ture of Spaniards, Indians, Pacific Islanders, and Ne- groes, not to be assimilated with the people of the United States—they are a colored race—an inferior race—a quiet, submissive, -gentle, kind hearted people, take them all together; but strong in their hatred as in their affections, They can never be blended with the sturdy fron-hearted Anglo-Saxons, What, then, is our r policy? Plainly to preserve the in- dependenee of Me: ‘To trest with her as an inde- pendent nation, upon some such terms as we have indi- eated—to define » boundary—to secure indemnities for the past, and pledges forthe future. Some such treaty is expected—some such peace is looked for in advance of the reassembling of Congress. ws ‘once more—let us look once more to probable Sostiigenaies “ON us, Gudeavor to cover the whole bps of Con Suppose we fail in a peace before the meeting eress—sappose the war, ix prolonged—suppose Gen. Scott is held back at Puebla for want of reinforce- ments. or cut off from the seaboard by the vomito, and the rains, and the rancheros—suppose all this; and the very enumeration of such probabilities carries with {t an impression that they preshadow the true index of ap- roaching events—what, then, are we todo? Can any Poay tell us? Mind you, there is no government in Mex- fco—no faction sufficiently strong to command the other factions to peace, and active offensive operations are de- layed for want of men to prosecute them, on either side, save in passing skirmishes, cutting off a train here, and an essort of despatches there, and a reconnoitering party at some sheltered point Iu the passes; but suppose that the war is continued, with Gen. Scott at Pucbla, await- ing reinforcements, and that this will be the state of af fairs on the meeting of Congress, what will be done? Tn such a state of things, the answer {s apparent. Con- gross will reinforee the army—sond it according to the original {dea, into the Halls of the Montezumas, follow- ing it up with the olive bough—another olive bough fresh from the goddess of Pence at the American Capital, in the hands of commissioners—a distinguished commit- tee of great men, whose appointment will please the pride of the Mexicans, and induce them to accept the offers we may thus hold out. If that fails we bave nothing left us but the plan of Mr. Calhoun—tbe de- fensive line, and the occupation of the ports as a medi- um of enf reing compliance at the least expense and sa- crifes of lite to the United States, But yet another contingency bosots itself. Suppose Gen. Scott, with the force he may be able to bring to- gether, will march, or has marched, inte the city of Mexico, and that ‘the authorities abandon the place and still, in some remote village, c1y war to the Knife; and that, on the meeting of Congress, we find General Scott in the city of Mexico, and’ General Tayior in San Luis Patosi, (not yery likely, if he is about to come home to breathe a little after his hard work;)and further let usassume that the line of communications to the base of operations of both places is open aud undisputed, and amply defended, 0 that ten men may safely pass along either line as the escort of the most valuable trains; but that, notwithstanding all these advantages to us, the Mexican shadow of a govern- ment, from some out of-the-way obscure town still ful- minates and circulates its .pronunciamentos of war. Assume this to b) the state of affairs on the ro-assem- bling of Congress, what will be done ? ‘That's a puzzler, We don’t know—wo can’t say, and can only undertake to guess. We guess that Congress, the whigs and the Calhoun men will uniteand adopt Mr Calhoun’s plan of the defensive line, as the best way to carry on # war with a conquered nation, and as the safest way of a final good issue to a contest which, upon the plan of continued invasion, must only end in the extermination of the Mexican race. That's a guess. A guess needs no argument, and we shan’t argue upon it at all, But one thing we de know, the whigs and Calhoun men are coaleseing—have coalesced upou Gen. Taylor He concurs in. the defensive line policy—so does Com Perry, so do many distinguished chieftains and ci lian.’ And more will come in. See if they don’t. ‘That's just what, in the contingency last presented, we expect will be done. We will say another word or two on this point, or “pint,” as Mr. Calhoun invariably calls it. He is strong upon ‘a strong “pint.” We suspect, (don’t listen, Mr. Ritchie) we suspect the administration is apprehensive of this very thing; and that thisapprehension has given incroased energy to ths government to procure a peace before the meeting of Congress. ‘The defei line plan will be nothing less than the taking th out of the hands of the administration, Thore is some danger of this, if the peace be delayed, and hence the more strenuous efforts of the administration to close the war in anticipation of the intervention of Congress. After all that wo have said herein, we must conclude that there are insuperable obstacles to the annexation of Mexico—that it cannot be annexed—that we must sustain her independence—that peace is expected—that if we fail of getting peace before December, Congress will probably interfere in establishing the defensive line policy of Mr. Calhoun. Respectfully, __THE DOCTOR. Wasnina ton, June 19, 1847. Short Commons. We understand that a dinner is to be given by the citizens of Washington to Col. May, “the bold dra- goon,” and that Mr. Secretary Marcy is to be invited to attend, If he does attend, we hope he will be able to explain the supersedeas of Col. May by Col. Faunt- leroy. Some persons here think thar Trist was sent down to Mexico to pick up a quarrel with Scott, not to make peace with Santa Anna. If either were his object, we suspect he will not succeed in it, The proclamation of Scott puzzles the Intelligencer; the letters of Santa Anna puizle the Union; and we r ther suspect that Gen. Pillow will be puzzled to oscape the clutches of Col. Haskell by & retreat to the army: We ask now of Father Ritehte, in all good humor, a wo want to know, if Gen. Pillow, in making hia mallee tion at Camargo, did put the ditch on tho inside?—and if 40, why so?—was it to have plenty of water inside, or was it to prevent the troops trom attacking the enemy, should they attack the fort, or was it ntended ass trap for the Mexicans? ‘We are gratified to be informed that tae broken leg of Col. Cushing is getting better rapidly, and that the seno- rita with whem he was promenading at the time of the accident, has beon # daily attendant upon the General, with the questions, ‘Senor General, mio, bueno Ameri- cano—how Is your 1é to-day!” Aint that nice? Walker, of Philadelphia, through the columns of the Intelligen- cer, waxeth hotter and hotter. There are several un- comfortable passages in this paper war, we are afraid, which, if not compromised, may lead to « more defini- tive settlement than pens and paper, if they go on much longer at this rate. Fore! Corn Trade May 20,—The accounts received from Alexan- md of April describe the grain crops to be magnificent. ‘The harvest at that period had been all got in in Upper and Central Egypt, and the wheat crop was being cut down in the Delta. ‘Tho Viceroy esti- mates, itis said, that Egypt can export, by the end of July, upwards of 4,000,000 heetolitres of corn. From Smyrna we learn that prices had fallen considerably. ‘The harvest was expected to be exceedingly abundant, and it was calculated that it would enable Anatolia to export in 1848 a third more grain than in 1847. ‘The ac- counts of the crops from the centre of Burope are also favorable, and everywhere hopes were entertained of an abundant harvest. In France the crops are considered in excellent condition, and should the weather be warm and genial, the harvest is expected to be above an aver- age. This state of things, coupled with the fact that prices are lower in Belgium, aad that considerable arri- vals have come in from America, have slightly brought down prices in the north, the centre, and the north-west parts of the kingdom, At Havre the demand has decid- edly slackened, and prices ave from If. to 2f. lower. | In the markets round Paris, also, the quotations are not #0 firm, whilst in the east they remain about as they were, In the south prices are rather higher, at Marseilles and somo other markets, whilst in others they remain sta- tionary. On Wednesday, in the Paris market, matters were calm; flour being at from If. to 117f. the 169 kilos, and wheat @ shade lower than on the preceding Wednesday, viz: best quality 64f. to 66f. 50c. the 115 kilos.; seconds 63f. to 65f. To-day (Thursday) but little business was done in the Paris market, and pricesscemod to tend downwards. Konicsuenc.—The following quantities of corn have been brouzht from the interior, to be deposited in ware- houses :—Wheat 459 lasts 41 bushels, rye 830 lasts 48 bushels, barley 117 laste 17 bushels, oats 1,144 lasts 24 bushels, peas 70 Insts 39 bushels. From other countries: Wheat 34 laste 1 bushel, rye 506 laste 12 bushels, barley 16 lasts 3 bushels, oats 38 lasts 3 bushels, peas 29 lasts 9 bushels. Braun, May 15.—Every post from foreign countries, and especially from England ad Holland, brings an in- crease in the price of wheat; it has in consequence likewise risen here, and considerable sales have been made, partly on speculation and partly out of hand. We have, however, had @ continuance of very fruitful weather—a fine warm temperature, frequently fertiliz- ing rains, and our vegetation is sapidly improving. vegetation hae rapidly advanced, in consequence of tie favorable weather that has set in. In some of the fields the rye is already in theear. Should this weather con- tinue, this year's harvest, contrary to all expectation, will again be very early; whether abundant or uot time alone can show. Our trade this week has been inter- rupted by yesterday’s holiday, and has not been so brisk ax we could have wished. In consequence of some new orders, however, partly from the interior, and partly from England, there has keen more demand for wheat this week, and highor prices have been obtained. The dixposable stock continues to remain small. Russia anv Potaxo.—An article in the Austrian Ob server states, on a review of the quantity of cozn in the ports of South Russia, on the Black Sea, and the Sea of Azof, that they will be able to supply from the first of April to the 7th of July, 3,630,000 chetwerts of corn. The Hamburg Borsenhalle gives an article, May 3d, by M. H. F. Menzer, who gives the same statement, and continues:-—* These accounts are by no means ex- aggerated; onthe contrary, all the accidental supplies of corn, the amount of which is not inconsiderable, were not taken into the account. if we now reckon the ships which are loading at Odessa on an average at two thousand chetwerts each, and those at the other ports, we should want for the above four months between 2,100 and 2,200 ships, besides those loading ut Odessa. About 200 were at Odessa, and still remain there, to take in these articles, and about 400 in the other South Rus- sian ports. According to these statements | do not doubt but that our freight will remain high, and I would advise the shipowners, if they would really profit by our high freights, to order their correspondents to engage their ships while they are still on their voyage. The ex- porting houses of Odessa direct the far larger portion of their business tothe South Russian ports. Odessa is, therefore, the place where ships that intend to take in cargoes here or in theneighborhood may make the best bargains,” Coal Trade.
