Received since Ist Sept. ‘The dividend of dol. clard by the Contra Matvoad Compe: was the first ever made. The debt of the company} has been paid off, and an annual sum is reserved, with which to lay down, in due season,a heavy T rail, equal to the demands of apy business which may be brought upon the road. The stockholders will, without doubt, con- inue to receive fair dividends from this investment. The citizens of Savannah have cause for congratulation in the above event, as it places $10,000 in the treasury of andit is anticipated that the city will realize at least $30,000 from the investment made in this stock. ‘The following table shows the quantity of some of the principal articles of produce left at tide water from the commencement of navigation to the 7th of June, inclu- sive, during the years 1845, (54 days) 1846, (63 days) and 1847, (28 days) bbls.; corn meal, -Bales. 1,711.91 981,51 latter left at tide water this year, compared with the cor- responding period of last year, shows an excess equal 273,078 barrels of flour. ‘The increase this season in the receipts of corn to the 7th inst, was about one million of bush: lard, bacon, ashes, have fallen off in receipts, compared with last year, which we attribute to the anxiety which 80 generally prevails to get forward breadstuffs as rapid- Ly as possible, to the exclusion of every thing else. Our channels for transportation are not equal to the quan- tity of produce passing forward to market; and we bay no doubt that every boat on the Erie and other canals of this State, and those ofthe Western States, will be actively employed until arrested by the suspension of navigation in the winter. We feel the want very much of more extensive channels of transportation, and there appears considerable comment in several of the party Papers relative to the present capacity and enlargement ‘The two great political parties of the State appear to be as much divided upon this ques- tlou at this moment as they ever have been, and the ca- pacity of the canal for doing the business offering is as strongly asserted by ono party as it is disputed by the other, There is one thing pretty certain, which is, that the canal will not be large enough in a few years to transport the products of the Western country to the seaboard, if the increased production continues as it has commenced within the past two years, Whenthe West- ern States become as densely populated as this and some of the Eastern States, and the soil of these States be- comes more generally cultivated, it will require more than one Erie Canal or Erie Railroad to transport their products to market. ‘The corporate authorities of Nashville, Tennessee, have passed an act providing for the taking of the stock in the Nashville and Chattaneoga Railroad, to the amount of five hundred thousand dollars, connect Nashville with the Atlantic, via the railroads from Charleston and Savannah, which now terminates at Chattanooga. The waters of the Qhio river and the Atlantic ocean will be connected by these lines. Provisions continue steady, with limited sales. The weather con- tinues fine for the growing crops, but the want of rain Will soon be felt again. Boston, June 10—P, M. {The cotton market continues dull; we have only to note the sale of 200 or 300 bales, Flour exhibited no change, and small sales were re- ported at yesterday’s prices. Corn was dull, and we quote mixed at $114, and yellow at $117. Oats were in good request, and we report a sale of 1,000 bushels at 68 cts. Provisions continue firm—mess beef was firm at $14 50; pork was also firm, but no sales worth reporting Burrato, June 10—P. Our flour market continues depressed in prices—we report sules of about 3000 barrels, including Cleveland, City Mills and Ohio, Miami Valley, &c., at $7 60. Affairs in Washington. Wasnixcron, June 9, 1847, Privateering—Case of the Bark Carmelite. It is more than probable that the statement made by Plymouth merchant, in one of the London papers, to the effect that the Mexican privateer which captur- ed tho American bark Carmelite, had beon con- demned by the authoritios of Barcelona as a pirate, is at least premature, ‘The letter conveying the intelligence is said to have been received from Barcelona at Ply- mouth, on the 12th of May. Letters written at Bareo- Jona on the 7th of May, in relation to this transaction, have been'received in this city,and in them no mention {a made of any such decision of the authorities of the port, {tis not probable that in the time intervening betwoon the 7th and 12th, a letter could have reached Plymouth from Barcelona. There is little doubt, however, that the privateer will be condemned and the bark restored to her owners, This thing of Mexican privateering is clearly the sheerest humbug ever got up. Mexico has no vessels of her own in which to prosecute privateering expeditions. Moreover, she can give prize-warrants to none except to ber own citizens. The make-rhift for manufacturing Mexican citizens by the mere grant of a privateoring commission, is an absurdity that no intelligent prize- court in the world will sanction as a legal and substan tial act of naturalization. The enquiry of a prixe-court would be, whether the commander and crew of this Mex- ican privateer were native born Mexican citizens, or na- turalized under the fundamental laws of the Mexican republic. A mere nominal naturalization of the sub- jects of a neutral power, who have never been in Mexico, and own not an acre of land there, ought not to be regarded as converting them into proper and legal belligerents. The commander and crew of this priva- teer, it seems, are not Mexican citizens de facto, and only claim the right to make captures of American vor- sels under a commission from the government of Mexico, the purchase of which commission was declared by @ very stupid act of the Mexican Congross to constitute a full, fair and valid act of naturalization. But this act of the Mexican Congress was not the fundamental law of the land for converting aliens into citizens, and must, therefore, be regarded as invalid to confer the rights of citizenship. ‘The commander and crew of the privateer are, therefore, not to be regarded as Mexican citizens But it is fundamental rule in prize law, that a belligerent has no right to equip, or arm, or man his ships for war in any neutral port ; therefore, the com- mander and crew of this privateer not being Mexican citizens, or enlisted in a Mexican port, cannot privateer under any law of nations or of war, and can be viewed in mo other light than as pirates. ‘That the Spanish authorities will take this view of the transaction, there can be little doubt. Spain has already given assurance to our government, that she will not harbor or encourage her subjects privateering under Mexican commissions against the commerce of the United States, and it would be discourteous to her to doubt that she will be faithful to her promise, In the present case, she has the additional inducement, if that were wanting, that the captured bark was fitted out at one of her ports, Barcelona, and was freighted with Spanish merchandize, Our government, it is not to be questioned, will not be backward in pressing this view of the matter on the attention of Spain, Ifthe bark bad been captured by bona fide citizens of Mexico, we would have had no right to complain; but as it has been made by the sub- Jects of neutral powers, we have a right to insjst that the capture is void and invalid. Already steps have been taken by the Secretary of State, both in regard to this matter and for the future protection of our commeroe. Should the Secretary of the Navy not arrive from Vir- ginia by to-morrew, the day designated for his return, the steamer Princeton will be immediately despatched to the Mediterranean to keep in check any further at- tempts at piracy, for it is nothing else. Mr. Black, late from the city of Mexico, after a reai- dence of twenty years in that country, is here, and has been of vast service to the lettet writers, by setting them right in reference to the prospects of the war—the pros- pects of peace,the prospects of indemnities, and the pros- pects of the necessity of a standing army in the interior, or along the northern frontiers of Mexico—of an indefi- | nite number of men for an indefinite period of time, and at an indefinite expenditure of the precious metals. ‘Thus far wo have been paying the costs of the annex- ation of Texas—precipitately brought on, and badly ma- naged about the boundary, after the achievement of the law was accomplished.
