~~ checked all undue inflations in prices for our principal stuples, If the independent treasury act had not been in existence, there would not have been such a large impor- tation of specie, and the strict enforcement of that act will keep the bulk of the specie imported, in the country. Jt is pretty well understood that the currency has very great influence upon prices of every species of pro- perty, and in propoftion to the depreciation in the cwrency, prices become inflated, Had the banks been without any such restrictions as the independent treasury imposes upon them, and had they continued to hold the government depasites, there would doubtless have been an expansion on the part of these institutions equal to any heretofore experienced. Prices for goods, Wares and merchandise would have become very much in- fated, and the spinners of Europe would have been able to manufacture fabrics for our markets, amidst all the re- strictions imposed at home by a tight money market, and hich prices for breadstuffs, and we should have received pSyment for exports, in cotton, woollen and other manu- factures, instead of receiving it in specie, Nothing bat tho grewt improvement in the value of our currency, and its influence upon prices, has prevented a large importa- tion of foreign manufactures. So long as the Indepen- dent treasury act is rigidly andfreligiously enforced, so long will our importations continue moderate, while it will aid and increase our exports. By bringing prices in ourhome markets down to a specie level, we stand in a jnore favorable position as sellers, while we become buyers only in proportion to the ability of other nations in underselling our own manufacturers of similar articles, ir urown markets, ¢ Heretofore we have purchased at paper prices and sold at specie prices. Merchandise manufactured in Europe, under a currency reduced nearly to a specie standard, could be sold in our markets, regulated by a depreciated Paper currency, at enormous profits; and the result was that our markets were frequently overloaded with the manufactures of Europe. The independent treasury docs away with all this, and it is therefore plainly to be seen that the present financial policy of the gevernment acts more powerfully as a protection to our domestic mannfactures, than all the tariffs we ever had. he manufacturers of Great Britain understand per- fectly well the operation and effect of the independent treasury act, and they have abandoned all idea of real- izing, so long as that act continues in force, such prices for their fabrics as they have heretofore received. Our own manufacturers never were ina more prosperous con- dition ; they are thriving better under a specie currency and a low tariff, than they ever did under an expanded paper currency and @,high tariff. HM — MM Me 9 9% At comparison of prices current at the close of the market yesterday, with those ruling at the close of the previous week, exhibits an improvement in Ohio 6's, of ‘4 per cent ; Kentucky 6's, 14 ; Farmers’ Loan, 4; Can- ton Company, 234; and a decline in Indiana 6's, of 3 per cent ; Reading Bonds, 1; Reading Railroad Bonds, dg; Reading Railroad, 1; Harlem, 3; Long Island, 4 ; Morris Canal, 14. The comparative market value of the bends and stock of the Reading Railroad Company, is a matter of considerable comment, The bonds of the company are selling at twenty-cight and thirty per cent below par, while its stock only ranges about twenty per cent below par, showing a greater depreciation in the bonds than inthe stock. Compared with other companies, the stock is either too high or the bonds too low. The bonds of the Norwich and Worctster Company are only ten per cent below par, while its stock is fifty per cent below par. Harlem Bonds are only five per cent below par, while its stock is fifty per cent below par. Baltimore and Ohio Railroad ,bonds at par, while its stock is fifty-three per cent below par. ‘The negotiations which have recently been going on relative to the sale of Reading Railroad Company bonds. to liquidate its floating debt, have fallen through, in consequence of which the bonds payable in 1850, have fullen back ‘to seventy-two per cent, a decline of three percent. ‘The probability, at one time, of the arrange- ment proposed being perfected, had a favorable influ- ence upon the market value of the stock, but the ad- vance has been lost since the suspension of negotiations and the probable failure of the contemplated plan for the removal of the floating debt. What effect this will have upon the receipts, is as yet undecided or unknown. ‘The charges are now the same on all the routes to and from Boston. ‘There is very little prospect of an improvement in the financial affairs of this company, with such a limited in- crease in the receipts as exhibited in the above state- ment, Thecompany is incumbered with a debt beyond its ability to bear. Its losses in steamboats, within the past year—the loss of the Atlantic, and deprecia- tion of others—will swallow up the surplus’ earn- ings of the next five years, if there shoul4 chance to be any. The actual travel this season has been considerably less than Iast—higher fares baving kept up the, receipts—and it is not only compelled to run in competition with ong of the best appointed routes to Boston—the Stonington—but with other new ones ¢: culated to diminish the revenue, and materially interfere with its prospects. ‘There is not a railroad and steamboat route between this city and Boston, depending upon its share of the through business between the two cities, for dividends, that will ever realize one. In the course of another yeur, two new routes will be opened—one this season, via Fall River, and one next, via the New 'York and New Haven Railroad—and the travel will become so divided and so distributed, that it will give very little business to ach, and that little will not pay, amidst the compe- tition which must inevitably exist. between the various lines. Previous to Santa Anna’s leaving the capital, on the day of his departure, Pedro Amay’ was chosen substi- tute, receiving 60 votes to Almonte’s 11. He took oath and entered on the duties as substitute, on the 2nd of April, On the 3d, he held a consultation with various military officers and distinguished individuals, on the propriety of fortifying the capital. Opinions were gene- tally expressed that the works should be commenced im- mediately, and government had charged the principal engineer to prepare, in two days, plans of fortifications. The inaugural of Amaya, and address of Santa Anna to his constituents and the Congress, are given in the Picayune, the first disclosing more fully his views of action in regard to the war ; and the second, one of Santa Anna's ablest productions, like all his speechee and public addresses, breathes fierce and determined hostility towards this country, and excludes all thought of peace. By the arrival at Philadelphia.last night, at nine o'clock, of an exclusive express from the south, one day in ad- vance of the mail, we have been placed in possession of the news received by the U. 8, transport schooner Gen- eral Patterson, which arrived at New Orleans on the 8th inst, from Vera Cruz. The General P. left Vera Cruz om the 24th ult., and by her the Delta gives the gratifying intelligence of still another glorious victory achieved by the American arms in Mexico, and of the capture of Tuspan by the gallant squadron under Commodore Perry. The meri- torious conduct of the navy on this occasion, evinces the fact, that our brave and hardy seamen want but the opportunitiestwhich the army has possessed, to prove themselves, like the latter, triumphant and invincible in all they undertake. The Gen, Patterson fell in with Com. Perry's squadron on its return from the Tuspan expedition, on the 24th ult., twenty-five miles north of Vera Cruz. She was boarded by an officer from the United States steamer Seorpion, who placed letters in the hands of Capt. Jackson, and informed him that on the 19th ult. Tuspan had been taken, after # flerce and determined opposition on the part of the Mexican troops. The Mexicans, after » desperate struggle, finding that, notwithstanding their most strenuous exertions, all re- sistance would be in vain, spiked all the guns, raized the defences of the place, and then abandoned it, In the engagement four men were killed, and fourteen were wounded on our side, atnong whom were four off- cers, viz: Capt.
