In the exhaustion of the subject of Senor Atocha’s mystified and mysterious, probable and problematical mission to Mexico; and in the absonee of any immediate, exciting triumphant or disastrous intelligence from the army, and while in patient expectation of an issue be- twoon Seott and Santa Anpa that shall end in a treaty of limits, cessions and indemnities, suppose we take up the subject of home polities, and the signs of the times respecting the grand campaign of 1848, ‘The federal corporation is fast verging to the solitude and the solstice of thesummer interregnum. Resuming the main thread of the argument. In 1848 we shail have another Presidential election. It is im- portant to the“ ins’ that the dominant party should continue predominant. It is important to this end that all intervening elections should indicate the triumph of the democrats in the general campaign. So far the eleo- tions of Virginia were justly regarded as an omen and @ prenomen of the future, And here we have the key to the,solution. We fine the public clerks as deeply interested in the Virginia elections as if the retention of their offices de- pended upon them. Perhaps it does. We find them to the extent of the role prescribed by Father Ritchie, the well-wishers of Gen. Taylor, and ‘the defenders of his military reputation. and at times they will even concede that in his correspondence he sewed up the Secretary of ‘War, breeches and all. But this must be quietly done. Someof them, heretofore conspicuous as party men, think that the whigs are not federalists, and that it is wrong in Father Ritchie to porsist In the infliction upon them of this ugly name. Others aro at a loss to recog- nize any material distinction between the two parties, except In the mere name; and the mass of them would support Gon. Taylor were he to run as an independent candidate, apart from either party. His election upon this ground would save them. He would have no motive to expel a clerk because he might be, or might have been, appointed asa democrat. None in the world It is, there- fore, to be hoped —itis a thing to be prayed for, that old Zack will run as the Union candidate. It will put « stop to this business of retaliative proscription. ‘The whigs appear to be willing to take Gen. Tayler up on this ground, and a committes of Philadelphia lawyers have written to the old fire-eater a letter of instructions in reference to his political principles, the gist of which is that he is to be mum." “ Mum's the word.” But see organio expounder of the law and the gospel of the ‘ue church political says, “ have at you, there.”” “You senet conse ont you must show your hand, or you shall not play the game.” “It na pas inventé la poudre.”” He is not the inventor of gunpowder, and therefore Father Ritchio may proscribe, but the “vox populi ” must determine. Still there is many a slip 'twixt the cup and the gullet. Taylor may yet fall a sacrifice to the hasards of war—he may be kept in the fleld, if the war should last #0 long, till tho election is over; but then in, we may run him in Mexico, although the enemy cannot run him out. The signs aro that if he lives he will have to run; and it is desirable in order to stop this everlasting system of proscription, that he should run as an independent candidate. writing no letters, and laying down no articles of administration. We do hope, and positively beg, that he will run upon this comprehensive schedule, Apart from the general campaign of '48, and in ad- vance of the great issue of that Presidential annivers: ry, we have already sufficient indications to warrant the impression that the whigs will have a majority in the next House of Representatives. This will bring up the guastion of a whig Speaker, Clerk, Sergeant-at-Arms, and some twenty-odd subordinate clerks and messe ers. A whig Speaker is inevitable; but if superior quali- Heations aad unsurpsssed fidelity aro to be tho ton upon which the Clerk shail be chosen, Mr. French is just as certain of a ro-election as that hw possesses those es- sential recommendations. We already hear it spoken of that John M. Botts is to be the Speaker, in the event of hig majority, in consideration of his indomitabl energy and perseverance in the late contest in Virginia. Some disagroement has been caused among a portion | of the leading whigs of our city, by the executive com- mittee having expressed their preference for the Hon, John Sergeant, as the candidate of the party for the Vice Presidency, deeming it {mpolitic at the present | time. ‘The medical convention continues its sessions. About three hundred delegates are present, representing near- ly every medical institution in the Union, The reports from the various committees embrace many desirable reforms in the education of those destined to embark in the profession of medicine, designed to elevate tho stand- ard of requirements, and also to make them uniform in all our medical schools. A committee appointed at the last convention reported a code of medical ethics for the adoption of the medical profession of the United States. No decision has yet been had in relation to the slave, which has for two or three days past agitated our color- ed population, An able arguinent took place yesterday by the counsel on both sides, but the court adjourned pending it until 4 o'clock to-morrow. The questions in- volved are, whether the Judge has the right to investi- of the Governor's proceedings as they appear upon the face of the warrant, and whether the judge has the right to go behind the warrant and investigate t) idence upon which it was issued. A gentleman from Clearfield county, ‘named Daniel Barret, was last evening robbed of $1176, in notes of va- rious denominations, besides some promissory notes, as he was leaving the Western cars, on their arrival Ejghth and Market streets. Hubbard, tho whig member of the House from Orleans, who was a promi- nent member of the last committee of conference upon the part of the Assembly, yesterday acceded to the pro- position of the Senate committee of conference for the division of the State into judicial districts. By this un- authorized and unfortunate concession of the General, the darling scheme of the administration has been de- feated, and the county of Rensselaer is placed in tho third judicial district. The conference committees met yesterday afternoon, and in one hour after they had adopted the arrangement, which! herewith transmit, Mr. Denniston, the chairman of Senate Committee of conference, made the following brief report to the Senate :- “The Committee of Conference on the part of the Senate and Assembly, to which was referred the matter of difference between the two Houses on the Senate bill, entitled, “an act todivide the State into judicial distriets, &o ,” report that th » conferees have ns several meetings on the subject matter of difference. All of these meet- ings were conducted with courtesy, and an earnest de- sire was manifested to agree on some proposition which might be satisfactory te all. They finally agreed on a division of the State into judicial Taistriots, which they do not expect will be entirely satisfactory to either ut which they have agreed on as a compromise proposition, and as such offer it to the respective houses Yor their adoption. During the morning hour the question upon agreeing to this report of the Conference Committee, came up before the Senate. Thero were ayes 16, noes 6—so the report was non-concurred in, (17 votes being necessary S pa .) A reconsideration was moved and laid upon 0 table. At 5 o'clock, P. oar the question of reconsideration has not been called up. | am advised by gentlemen of ability, that though the vhigs are terribly exasperated at thelr Conference Committee for receding, the two Houses will probably consent to the arrangemont of the districts that [ now transmit in a printed form. To-day Senator Brexman called for the consideration of the concurrent resolutions published in the Herald of yesterday, instructing our Senators, &c. in Congress to favor the project of Mr. Whitney for the construc- tion of a road from Lake Michigan to the Columbia river in Oregon. These concurrent resolutions were discussed by the Senate with much energy. Mr. Beekman made some suggestions in favor of the resolutions, and Mr. Johnson replied in opposition to them. Mr. J. denied the expe- diency or necessity of the instructions to our Sena- tors, Mr, a who introduced the resolution, got the floor, and delivered a tremendous financial and meta- physical speech in favor of the resolutions. He demon- strated the feasibility of the plan—the immense advan- tages the Union would derive from it—the propriety of it—the stupendous influence it would exert upon the morals of the world—and the happy results of bringing the four quarters of the globe into s vicinage so unpa- ralleled. Mr. Harp also read @ concurrent resolution of the Logisiature of Indiana instructing the senators, &e., in Congress, from that State, to favor the project as pro- posed to be carried out by Mr. Whitney. Messrs. Mr. Hanp, from the Committee on the Judiciary, in- troduced a bill Into the Senate this morning, appointing Anthony L. Robertson, of New York, (Assistant Vice ancellor of the First Circuit, ) & Commissioner of the Code, in og of Reuben H. Walworth, who lately re- signed. Mr. Hand observed, in explanation, that the fourth section of the original act for the appointment or the commissioners of the code empows the Li ture to fill any vacancy that might occur in th ard by concurrent resolution; the Hon. Senator said he had doubts whether the section covered the contingency that the declination of the Chancellor had raised, use he had not yet taken the oath of office; the Senator had therefore resolved to introduce the bill,which authorizes Mr. Robertson, (in view of his present engagements as Assistant Vice Chancellor) to take the oath of office as Commissioner of the Code, at any time before the second Monday of July next. The bill was immediately ordered to # third reading, and subsequently passed the Senate— ayes 19, noes 2. A very beautiful and exciting struggle occurred in the House to-day. It will be remembered that a day or two since the select committee to whom was referred the bill for the repeal of the Excise Law, reported that bill to the House, and recommended that it be referred to a se- lect committee to report complete. The House then re- fused to refer tho bill with instructions to report it com- plete, and Mr. Smith, of Schoharie, moved # re-consi- deration of the vote to lie temporarily upon the table.— To-day he called up the motion to re-consider the que tion of reference. A count was demanded on the mo- tion, and fifty members rose to sustain it ; forty-olght rose in opposition to the motion. While the opposition were being counted, efforts were made in several cases to drag members to their seats, and to cause them to stoop no that the clerk might pass them without counting th ‘The motion to re-consider the question was de- clared to be carried, and the count was instantly ehal- lunged by Mr. Bloss, of Monroe. The speaker de- cided that the count was correct, and the ques- tion on referring the bill to tere it complete was fairly before the chamber. was debated with furious energy till 2 P. M., when the House took a re- cess, Imediately after reassembling at 4 o'clock this afternoon, the Assembly resumed the discussion and it was carried on with feeling.
