The important difterence in Col, Benton’s/pregramine was a di- plomatico-militario commission at the head ot the army, with himself at the head of the com- mission, ‘the line of duty of which commis- sion would be to hold a diplomatic parley vous with theenemy, before every battle, and especially afier every battle decisively in our favor. For in- stance, we will suppose Col. B. at Saltillo, under his own pian, at the head of the army of Gen. Tay- | tor there of 6,000 men. Santa Anna approaches | with 15,000 men, and invests the . The Lieutenant General of the American army sends out five deputies.to the enemy’s camp under a | flag of truce,proposing that instead of ghting,the two parties proceed to negotiations. Santa Anna declines, and gives the Lieutenant General one hour to surrender. He refuses—the fight com- mences—it lasts a whole day, and ‘the enemy are put to the route backward to San Luis, as fast as their legs can carry them; Santa Anna with his | wooden leg bemg ahead of the remnant of his forces. The Lieutenant General not having wa- ter tanks to carry across the desert, after a short urénit returns to Saltillo, and despatches post aste a detaehment afier the enemy, bearing a flag of truce ane the peace commissioners. They | overhaul Santa Anna at San Luis. He declines | to negotiate, and fortifies himself. The Lieuten ant General, after a month’s preparations, throws his Whole force forward upon San Luis; and in his turn surrounds the enemy, sending in, under the white flag, the. peace committee, to in- quire it they @re ready to treat. They fight again, and we will suppose this time t Old Bullion fails, and is compelled to fall back, the:enemy sticking fast to his entrench- ments. This does not defeat the main object — The Lieutenant-General sends back his peace committee, urging upon the Mexican General the advanteges of peace, and the utter absurdity of attempting to resist the American army, for that in three days he wall have a re-inforcement of 10,000 men, and the offer now made, is to save the lives of the women and children, as there is no alternative between a treaty and the occupa- tion of thetown. This, ‘as far as we understand it, is the only difference between the plan of Col. Benton, ait the active go-shead-and-occupy-as- you go plan of Gen. Respectfully, Tue Doctor. ; - — Wasuineton, March 18, 1847. ‘The Mission of (Senor Atocha—And the Facts, and Results Thereof—Negotiations—Commissioners— Major Generals. We have a word to say about this Senor Ato- cha. Inthe summer of 1845 he was here, and gotinto a newspaper quarrel with our friend Ben. B. Green, late acting charge at Mexico, in which the Senor was rather severely handled.— We don’t know anything of this Senor Atocha; but we take the following extract from the claims on file in the State Department against Mexico, which may throw some light upon the subject. “No, 78. Claim of A. J. Atocha.—Mr. Atocha, a natu- alized citizen of the United States, resided for several years in Mexico, where he bad established extensive Commercial relations, and acquired considerable proper- ty. His claim is for large sums loaned the Mexican gov- ernment, and reparation fer being expelled from that country without just cat during the revolution which resulted in the government of Paredes, by which ex- pulsion his business was entirely destroyed.” During the last summer one of your Washing- ton correspondents, trom an authority upon whic he felt he might rely, even against the official paper, stated that this Senor Atocha was to be sent down to Havana to negotiate with Santa Anna, and that it was through Senor Atocha’s in- strumentality, that Santa Anna was to be return- edto Mexico. Tue Unim scouted the’ informa- tion, and declared that the said Atocha, (who was then in this city and shortly afterwards disappear- ed,) was most likely something fashionable in all large cities. Subsequent events confirm your cor- respondent’s prognostics on this matter, and show that he knew what he was talking about, as he generally knows ; and that the organ was really ignorant of the facts, or told what might be con- sidzred a white lie, to keep the proceedin properly under cover. All this may be well enough. We only,refer to it as a simple ques- tion of veracity. * * * Dropping this immediate question, we are fur- ther convinced that every thing is moving for- ward in the operations of the commands ot Tay- lor and Scott, significant of a quick, comprehen- sive, decisive and brilliant close of the war; and in the event of negotiations, it 1s intimated that Mr. George Evans, the able Senator on the finan- ces, will be sent down as one of the commission- ers. To fill the vacancies occasioned by the de- clinations of Major Generals Benton and Cum- mings, we have various names suggested. Mr. Pierce, of New Hampshire, is to be one, and per- haps General Houston, of Texas, the other, if he has not already intimated that he would not ac- cept. But a very proper appointment would be General Worth, and there is a prospect that he may be the man. The weather is softening down a little, and we have a snuff of spring in the south wind to-night; id we expect to hear of the haul of Gen. Scott at Vera Cruz about the time our Potomac fisher- men will be making their flood tide hauls among the shad and herrings, the latter fish by the bye, fresh, smoked or salted, being an especial favorite ofold Captain Tyler. The jury in the case of Turner, the Bank defaniter, yesterday afternoon returned inte eourt with a verdict of “not guilty,” after an ab- sence of nearly sixty hours. This verdict has pro- duced a great excitement among the mercantile community, and will cause bank directors to re- quire the strongest kinds of bonds from their clerks. The prisoner, through his counsel, con- iessed the theft, and has only escaped through an ingenious construction of the law by his able counsel. A number of his boon companions, de- taulters in heart, if not in fact, commenced a boisterous expression of their joy in the Court House on the delivery of the verdict, and re- ceived a severe reprimand from the Bench, A Methodist preacher, just from the conference at Elkton, stepped into an auction reom last even- ing, and on coming out missed his pocketbook, containing all the money he had and his creden- rials, as@ minister in good standing, trom hiscon- ference. There is a report in the city that Jonn M. Holly, member of Congress elect from the Wayne and Seneca district, has been prostrated by a fit of apoplexy. The fire at North Blenheim, in Schoharie Co., by which a mother and five children perished, was caused by the misconduct of the drunken husband and father of the family. The Canadian Provincial Parliament has been prorogued to the 24th of April, and will not then meet for the pu: pose of despatching any business.
