Three Indiana officers had urrived at Tampico | with the second Pennsylvania regiment, who a, | once proceeded to their destination, supposed to | be Vera Cruz. | The sehr. Sinas left Brazos on the 6th, leaving Gen. Scott there, still actively engaged in further- ing the transportation of troops. General Taylor was at Monterey, and Genera Worth at the mouth of the Rio Grande, with the entire command, ‘The utmost secrecy prevailed as to future opera | tions of the army, which were known only to,the | commander-in-chiet. It is rumored that an oflice> of a regiment, dis- patched by General Scott with an express to Gen: | Taylor, and an escort of ten men were cut off, and | the whole put to death. Nothing is stated of the movements of Santa | Anna or the Mexican forces, The correspondent of the Picayune says, a ru- of Santa Anna for opposing the decree of Con- | gress, but this letter was dated at Anton Lizardo, | 20th of January, and probably refers to other re- ports to the same eftect, which it is believed can- not be true. Mr. Pierce was appointed Regent of the Smithsonian Institute, vice Evans, resigned. The Vice Parsipent presented a letter from Mr. Heiss, | stating that he was one of the proprietors, but not an editor of the Union, and desiring to know whether the | resolutions excluding the editors of the Union from the floor of the Senate, w: tended to apply to him. THE THN REGIMENT BILL, The bill to organise the ten regiments into brigades and divisions, was taken up, and the section authorising the President to fill vacancies of regiment or company officers of volunteers, stricken out, 27 to 17. An amendment was adopted, authorising the President — to brevet, a ond Lieutenants, non-commissioned offi- | cers who have distinguished, or may hereatter distin- | guish thomselves The bill was then reported to the Senate, and the | amendment adopted. | Saturday’s amendment, requiring the discharge of all ofticers appointed under the bill, at the end of the war, was not concurred in. All the other amendments were concurred in, except that relating to paymaster’s clerks, which was peading when the bill was postponed. ‘The three million bill was then taken up, and Me. Souxe addressed the Senate ina very interesting speech, strongly marked by French accent. He went into the history of exas from the time of its povsession by France, to show that the Rio Grande was the boundary He expressed a belief that Vera Cruz would soon be | ours, and wes in favor of procoeding thence to Mexico, if overtures of peace were still refused. He considered the line and the policy proposed by Mr. Calhoun, apd defended the policy of the President. After an executive session, the Senate adjourned | itouse of Represumtutives, Wastisaronx, Feb, 22, 1547. THE APPROPRIATION BILL. ‘Tie bill making appropriations for the army end vo. lunteers, forthe year ending 30th June, 1948, wes under consideration the whole day, in Committee of the Whole. Specc'.es were made by Darrah, J. R. Ingersoll, and Collamer. The bill appropriates about thirty millions Mr. Wintnnoi offered as an amendment three pio-% viso: First, that the President shall only spend a proportionate amount of the thirty millions during each | quarter of the time through which the bill runs. Second, | | That all the money unexpended when the next Congress | meet, shall be subject to their consideration and revoca” tion. ‘Vhird, ‘Chat the bill making these appropriations hull uot be considered as sanctioning the acquisition of territory or the dismembering of Mexico.” Aresolution was adopted to close the debate in Com” mittee of the Whole to-morrow THe Mr. Monsn:, of Onio, rose to a privileged question. He charged the Committee on Public Lands with improper conduct oo the bill which passed the House establishing additional land offices in Michigan, and for the sale of | Wisconsin and Michigan mineral land. He so modified | the cherge as to include one member only, who was supposed to be Mr Collamer. Mr. Coutamen disclaimed any interest in the mineral Jands. An exciting debate ensued, when a committe of inves- tigation was proposed, but the motion was not acted on. Adjourned nY {esars. Winthrop, Pendleton, PUBLIC LANDA, THE MAILS, Wasuinaron, Feb. 21, 1847. The Slavery Question—The North and the South—Mr. Cathoun Sensible men, foreseeing nought but evil in the result of the struggle which now convulses both branches of Congress on the slavery question, long since depreeated its precipitation, and suggested that at least for this ses- | sion, too short for perfecting the various measures cevsary for the prosecution of the war, aud for sustain ing the credit of the governmont, that question, of all otiers most prolife of angry discussion and acrimonious | fooling, should by permitted to rest. There would be | leisure, it was argued, for its cousi at the first vsion of the thirtieth Congross, when it could receive at ample deliberation demanded by a question of such | impottance. Unfortunately, these wise counsels did no: prevail. A measure recommended by the President for the adeption | of Congress, and deemed by him indispensable to bring | | the existing war with Mexico to a termination, was mady | tho vehiclo of a declaration by the House, (a majority of nine) that no more slave territory should be added to the | Union. A more futile, aimless, meaningless, or invalid | declaration never was made by deliberative body. For | any practical purpose, it is entirely inefficient. Such glory Mr. Calhoun Sah ee ee BB A cnc his pa. Will Le not wit SSC VIENSIB. Wasuinaron, Feb. 20, 1847. The State of the Game. We propose a brief Spartanic exposition of the state of the game. ‘The stakes are the Presidency of "48. The competitors of the democratic party are for the privilege of the cards: 1, The Administration, Dallas, Walker division. 2. The Van Buren, Wright, Benton, Allen division. 8. The Calhoun division. General Cass may probably supplant every competitor of the Administration party proper. Wright is the for- tion fraught tion, aud whi | midable opponent to the Administration men, as the can- didate of the old orthodox hunker democracy—the heed ef which was so long the triumphant Albany junto. Mr. Calhoun, it is understood, goos upon hia own hook. Now, with these simple elementary facts to start u) on, wo have the clue to.all the recent divisions of the aggre- te party upon all the great measures of the preseat | Seesion. ‘The Western men dissent to the tax on tea and coffee, because it will strengthen the policy of the South, and Weaken, perhaps, the power of the Cass,as weil as the Wright, division with the people of the North, if they as- sont to it. Mr. Calhoun's friends objected to the Lieutenant Ge- neral, because that office, given te Col. Benton, would haps largely contribute to the restoration of the Van Bue n family—the Bourbons of the party. * The Wilmot prov: is to secure the abolitionists to the Northern democratic candidate, as far as the locofo- Cos co-operate upon it. Upon the tariff question the Van Buren-Wright men are bent upon weakening the administration—upon the | war question, the Culheun men are equally determined | in their opposition, because the oxpenses of the war set very heavily againat the prospects of free trade. Upon all th ues there is something of sectlonel independent of President pirations, upon the Wilmot provi an almost unanimous line of separation. The probability is that upon this very proviso hinges the issue of the campaign of 48. If Mr.Calhoun’s resolutions are perse- vered in, the whole South inay;be driven to concentrate upon him, irrespective of party distinctions; and the con- test in the north may bo an exclusive northrn competi- tion of two orthree candidates-—the whig candidate, and Cass as the administration candidate, and Wright date of the restorationist: led by Col. B ‘he results of such # contest it is impossible to gu an election by the Hous they mi azard the op that they may result ina split—there is another word, but we have sworn not to use it till the last extremity — Shades ofour Fathers! how momentous are the issues that depend upon the single hair, and the ten days limit, that hold the prescat Congress together! Ww. Wastinaton, The Claim of Gov. D. D. Tompkins—The Although but few private bills have been passed du ring the present session, it must be gratifying to the friends of the lato Governor D. D. ‘Tompkins to learn that, on Friday a bill was carried through both houses appropriating $49,795 for the benefit of the heirs, incon sequence of money advanced by him during the last war ith Great Britain. This amount was recommended ly President Monroe in 1824. and is now given as interest, though ia truth, it may be viewed 6s a compensation for losses § ined by that truly patriotic statesman. It is nome ingulur that the claim yas unknown to hin soasuntil eighteen months since. They were child: when their father died; and when they came to m: tate, in lookirg over some old papers, they dw such clear evidence of the justness of the claim that there were but three found to oppose it in the House. It was taken over to the Senate. and there, on the eve of the adjournment, and without debate, passed without @ dis- senting vote. Justice is slow, but sure, and in this occur- rence we have an exemplification of the adage The Ta bill of Mr. rspog © which will be called on Monday, does not seem to be regarded with much fa- vor.
