Wasuinoton, Jan. 16, 1847. | Precrastination—The Lieutenant- Generalahip—The Sla- very Question. | ‘Another week bas passed, and yet no prospect, even, of | the speedy passage of the urmy bill. Mr. Benton intro- duced, this morning, a bill granting a bounty of land to | each soldier who shall have served in the war, sur - | rounding the grants with guards against the frauds of speculators and against the claims of the undeserving . His object in introducing this bill this morning, was to | dissipate all doubt es to the passage of such a measure, | and thus to remove the obstacle to the passage of the ar- | my bill, raised by Mr. Cameron. That gentleman, how- ever, from motives which I will not attempt to explain, | voted against the passage of this measure, although it | embraces, ina proper form, his own proposition, and = tie vote on the passage of the bill was decided by the | President of the Senate in the negative. The army bill was then recommitted to the Military Committee, in | der that it may be amended. Will the people tolerate such trifling ? To be sure the Senate is net the representative branch of Congress, and therefore not quite s0 amenable te the will of the citi. zensas the House of Representatives; but I believe, ne- vertheless, that the voice of a people indignaut at such puerile quibbling and frivolous procrastination, will not be without itseffect. And it will be heard, that loud and indignant voice. The people are chafing at thie most senseless delay of the Senete to pass a bill, the necessity | of which is so urgent and immediat Delay in the other | house was to be expected; but every one looked to the Senate for immediate action, and instead of fulfilling this ‘eneral and reasonable expectation, that body has {ro bill bef ‘re it for a week. ‘and now Yocom: | it to its Committee on Military Affairs, ie Ra perenne of attaching an amendment, which will have | of sending it back to the other Rouse, and delaying it there perhaps for another fortnight. 1 have no patience with those who cause this idle and | unnecessary delay. Their motives I will not question, but theirconduct isa crime against those brave men, for whore lives the whole nation was three days since in d whose present safety a not o ing to their numercial strength, nor to the of Con- gress to send them succor, but to the “aectivi yy orup skilfulness of the Mexican general. But if much the want of pre: juccour thet is to be regretted, us the ee will entsil upon army of remaining in Mexico fonger than wot been necessary had it been at once streny d to sooh an extent as to enable it to strike a decisive blow in Mex- ico. The very inactivity forced upon our Generals by the absence of a sufficient military organization, has led Mexico to believe us incapable of subduing her. = thus has led to a prolongation of hostilities. Whi Congress is wasting its time in idle discussion of an - | stract question, and its members are intriguing to secure re weeks talking, and yet no bill has passed to increase our | present military establish: bill to raise @ loan- | no measure to Create arevepue. The whole world will mock ‘The project of creating a Lieutenant General is sufti- tly dead to enable one to conclude that without some galvanic shock of extraordinary force, it cannot be re- suscitated. The vote of 120 to 00 in the House, and 28 to 21 in the Senate, is a sufficient indication of the unpopu- jerity of the weasure. Had Mr. Benton's friends to whom perhaps he mentioned the intention of the President to confer upon him the appointment, or who at least came to the knowledge of it in some way, kept their own coun- sel, the measure would have succee A trifling coincidence between the votes on this bill in the Senate and the House, is that the majority in each happens to be one seventh of the whole number of votes | cast, the minority in each case standing (numerically) to the majority, as three to four. The debate on th slow length along,” to th Oregon bill, w uestion still “drags ite House. Mr. Bur’ amend- setott for the Wilmot 's bill tim inélined to thiax the South. hi objection to the extension of the Missouri compromise line ; but it de- sires | suppose, Or some southern men at least desire, that they should be understood to speak in tyrms of dis- b- etisfuction of that line, in order that the starting point for @ compromise of the question raised by the northern and western men about the extension of slavery, may be north of that line, as they are of opinion that if they | start from thirty six thiity, the North may make further encroachments. This is judicions, as the North has avery disposition to enforce the hardest conditions But this dicussio1 ntirely aimless. There is no end that can possibly be gained by it, except to inritate the uthern men,and so to produce the worst feelings on all for New hirde- York. Houston are vital The object of tho bill is to raise, promptly, a corps for immediate service in the field. The volunteers can be raised and put en route in thirty days from the passage of the act, it the War Department does iu duty. The ser- vice will be during the war. The material thus raised will be of the best chivalry of the land—not loafers for enlistment, but men, who will carry with them the bura- ing zeal Of devoted patriots, and the anxious desire for | distinction. Such a corps will have within itself thet | military vitality which is invincible, and which animated | and strengthened the undisciplined squadrons of the re- | public of France, who overthrew, in the first shocks of Dattle the martinet legions of Prussia, and carried con | quest, with the Fronch eagle, over the fields of Italy, in conflict with the best disciplined armies of Germany Goneral Houston has rightly estimated the universol oer ofthe country.
