The report of the Commissioners in favor of the loca- tion of a portion of the line of the New York and Erie Railroad in Pennsylvania, was ordered to be printed, but not distributed until the minority report shall have been received and printed. A resolution was offered, calling on the Comptroller for an account of the extras paid judges and the attorney general. Adopted. The discussion on the Ulster county contested election has been further postponed until the 27th inst. The use of the chambers was granted tbe Agricultural Society. BY THE MAILS. Mr. Jones asked, that his resolutions of reference of | portions of the co stitution (already published in the Herald) might be had under consideration ; the resolu- tions of reference were adopted, with some unimportant modifications. THIRD READING OF BILLS. The bill for the registration of births, deaths and mar- riages, having been read a third time, and the question upon its final passage being about to be taken, ‘A debate arose upon the proper construction of the fifteenth section of the third article of the constitution, which provides that ‘the question upon the fiaul pas sage (of a bill) shall be taken immediately upon its last reading” Doubts were ente! ed whether the aed ‘Ymmediately” meant “point blank,” “ instanter” “reasonable despatch.” It was put into the hands of the Committee of the whole Senate. BLACK SLAVERY. ‘The anti slavery resolutions came up again; Mr. Srencen concludod hia remarks in faver of the resolu- tions. Mr. Jones replied in favor of his resolutions, declaring that at present itis inoxpedient to agitate the question of slavory ; the Senator said that his resolutions did not raise the question of the propriety or Eimeed ot sla- very 5 he bolioved that the climate of California was not a slave climate ; ; the existence ef slavery there was im- possible. Mr. Youxa gave the Senate a second edition of his speech of Saturday upon this subject ; it was such a speech as only Samuel Young can make, r. Hawnis got the floor, and the committee rose with- out! taking a vote, sothat he may have an opportunity to speak to-morrow. Assembly. The Srraxrr spreinted Messrs. Allaben, J. Smith, Wright, Treadwell, Gregory, Marks, Soper, and J. L Smith, as a standing committee on feudalivm (in tho nine- teenth century ) $10,000. ‘The bill for the relief of the second regiment of New York voluntecrs was again had under consideration this morning. On motion of Mr. N. B. Ssitu, of New York, the vote upon the bill was re-considered. ‘The democrats attempted to have the bill and preamble referred to the Committee of the Whole in order to make the preamble less objectionable it possible; the demo- crats contended that they had not had an oprortunity to discuss the merits of tho pceamble; that ths previous dal vot had been sprung upon th- motion to take the inal vote upon the bill and preamble. Mr.iJ. B. omits offered a compromisatory amendment to the preamble. The Crain suid it was not in order. A motion was then made to strike out the preamble. The Cua said the motion was not in order. ‘An appeal was taken from the decision of the Chair, (which wus right,) but the appeal was withdrawn. Then the motion to recommit the bill and preamble to the committee of the whole, was made. The motion was debated with considerable feeling ; it was lost—ayes 43, noes 69. Mr. Deverin then offered an amendment to the pream- ble, to the purpose, that the President involved us in a war, * justifiably,’ *&>. It also was lost, but by a di- minished vote, (48 to 59,) ten whig members declining to vote on the amendment. Mr. Watson moved that the House 1econsider the vote onthe recommitment of the bill and preamble, to tl committee of the whole, and made some incendiary re. marks in support ef his motion. On Saturday the weather was mild and windy, but about midnight, the w: which had been veering from 8. to E., made a jump to N. W., and blew with great fu- ry, and by daylight the mud was hardened with frost, the sky clear, and the oir piercing cold All day, the wind blew keenly from N. W.; but on Monday it again | changed to S. F, became dark and hazy, and commenc- od snowing. Such sudden changes of woather must be very injurious to the sickly and consumptive, and con- sequently profitable to the doctors and undertakers. Yesterday the Rev. E. T. Taylor (designated by sai- lors Father Taylor,) defined bis position in relation to abolitionism and our present war with Mexico. By way of preface, it may be as well to stete that Mr. Taylor was born in South Carolina, and at an carly age followed the sea fora living, being left onerphan. During the last war with Great Britain, he was actively engaged in privateering, he was taken prisoner.
