. ilsr features in the present organisation of the whig | countsy will t ‘hus Lae the Dene ofan otal roesed of | party, upon which I shall take another opportunity te the produets of thiegrest nation. This arises from the feo comment. GLAVIENSIS, Wasninaton, Dec. 26, 1846. that fow narrow minded members of the Senate refused | to vote, at the last session, in favor of an appropriation of | Despatches from Havana—The Mexican Congress— oD!y about $3 000 to obtain the necesrary Another Revolution Eaprcted—The Blections—The -Army—Santa Anna—Privateering—General O"Don- nell, $e. ge Despatches received to-day from Havana, confirm the accounts published in the Herald within the last few days, in relation to Mexican affairs. They also contain | many important particulars not as yet published I some time ago, ventured the speculation, that the Mexican Congress would assemble prior to the time at first agreed upon—the 7th of December. Jt appears that expresses were actually sent out to all the departments, | of its to warn the representatives to assemble on the 25th or ‘27th ult., but it was apprehended the meeting of Congress | would not take place until the timo at first specified. The utmost wretchedness is said to exist in the city of Mexico. A revolution is apprehended, and it is confident: | ly predicted it cannot be delayed beyond the Christmas holideys. The foreigaers are all arming themselves, in expectation of this revolution ; and are in the utmost tre- pidation. The elections had resulted adversely to Sata Anna’s party. The commanding general at Vera Cruz has de- clared he cannot be responsible for the acts of his so) diery, who were starving. Santa Anua was in the neighborhood of San Luis Potosi with 8,000 regulars and twice that number of volunteers. The latter are represented as being badly clothed, badly fed, badly armed, and discontended. The Executive had authorized a forced loan of two | millions of dollars, for the prosecution of the war. For- eigners were excluded from it. it is stated on the authority of an English gentleman, who was a passenger in the Clyde from Vera Cruz to Havana, that Santa Anna is currently reported to have the preliminaries of a treaty in his pocket, gud that he is authorized to make war or peace, as to him seems best. | Captain Aranjo, of the Mexican navy, who was sent | to act as gent for the sale of privateering commissions, boasts of having disposed of five, but he is not believed: General O'Donnell swears he will shoot the first Span- iard who enlists under theso commissions. ‘There were some half dozen American schooners advertised for sale, doubtless with a view to obtain a high pricé from any one disposed to purchase a privateering commission, | ‘The report that « British vessel had given the alarm to the Castle of San Juan de Ulloa, during the burning of | the Mexican schooner by the three midshipmen of our | navy, isnot confirmed. There is no intimation what- ever received of its truth. The dates from Vera Cruz are up to the 2d inst., and from Havana to the 7th. It is said thot the common people in Mexico: are easily | induced to believe (hw misrepresentations and exeggera- tions in relati® %o the American army and the war, but that the more intelligent classes have given up all hope of sustaining Aostilities against the United States. You will perceive that this intelligence is extremely indefinite, and that evory thing relating to the war is still enshrouded ia mist. The next arrival will bring impor- tant news. Gauvigs Wasniscron, Dec. 26, 1546. Odds and Ends of a Holiday Chapter. ‘Tho dey is surprisingly clear and brilliant—the only | objection being, that it has come a day too late. Judge Bayly continues in the city, not only under bonds to the amount of 6,000, but under bounds, that is, his rights | We expect that the case will be settled upon the line of 49. Both Mr. Bayly and Mr. Davis, are men of | known courage and intrepidity, but so are Joh Bull and Brother Jonathan, and yet they settled the Oregon ques- tion on the line of 49, and the President had to come down from the top of the Rocky mountains, where Fa- ther Ritchie had so unceremoniously elevated him.— Why, then, may not this question of veracity be as well settled by negotiations 7 So let it be. We have heretofore spoken of the military ambulances | of Captain Thistle, whd did such eminent service in the Florida war. Some of his new wagons, which can be | transformed at pleasure, into camps, baggage wagons, or litters for carrying the sick by means of mules in the shafts at each eud—some of these good contrivances | have beon taken by the War Department, in order to try them in active service ; and one of the Captain's Indi rubber tonts has been sent down for the use of Gene: Scott in the field. This tent is water proof, yet so ranged by joints in the frame work, that it can be roll up in the form of a bundle and carried on the pack-sa die of a mule. When pitched, it will accommodat the General and his staff. Indeed, twenty-five m may sleep under it. Captain Thistle has lately proposed to the President to raise upon his own responsibility a force of 1000 effective men, to col lect provisions of the Mexicans for the army of occupa- tion. His troop is to be engeged in constantly scouring the country for this purpose, in the van of the army; the men to be mounted, with a convoy of mules and packsaddles for the trans; ortation of the su, ipplies may | capture. We understand the captain has written a letter | tothe President on the subject, and that the Executi has pr. mised ta give the project his serious conside tion. The enterprising captain has : ndered great ser- vice to the War Department, by promptness with which he has furnished his orders for pack saddles and His pla been to pay the mechanics liber- if they failed to the extent of one hour ‘yet the work and the materials were required to be of the fest, or they suffered a cor- nding deduction. Al! accounts from the Mexican newspapers tell the same tale; but we await more sel able information. The President is in expectation of advices from the Gulf squadron, respecting the sentiment ani probable action of the constituent Congress assembled in Mexico atthe beginning of this month. The decision of that Congress depends very much npon the decision of Santa | Anna. If, through Salas, he recommends a peace, we shall probably hear that Mr. Buchanan's overtures of Angust last are ac ep the other hand, urges the expulsion of the North Americans or the extinction of the Mexican nation, the probability is,that before the war is over, the Mexican nation will be extinguished. The important contingen- cy of an extra session of our own C ongress depends ma- terially upon the action of the Mexican Congress now sitting, on the question of negotiations or continued war. If the Mexican Assembly shouid decide for war, then ‘we know not what may arise in the interregoum ‘of nine months, invoking the alternative of a called session. Aclond of doubt and suncertainty envelopes the Repub- tie of Mexico; but one thing is not so doubdtful—she must either make peace oF cease to Lacenogs w. Wasniwaron, Dee 27, 1846.
