N.V. ‘Wasurnaton, Dec. 97, 1846. | Peace Commission—Rumored opposition to the Loan Bill —The Two. Million Appropriation Bill—Abolitioniem— The Western Democrats in Congress—The War—The Whigs—The next Congress—A new doctrine adopted by the Whigs. The rumors of the appointment of a peace commission , | Consisting of Messrs. Benton, Crittenden and Wright, to proceed to Mexico to adjust our difficulties with that nation, are entirely without foundation. No such pro- ject has been entertained by the administration. If the Mexican Congress should make pacific overtures, end should ask that the matters in dispute should be arranged by commissioners on both sides, our government, al- though their frst wish would be to send Mr. Slidell as Minister Plenipotentiary , would yet, I have no doubt, in their desire for the restoration of peace, receive the pre sition favorably. In this event,! know no men out ef the Cabinet who would be better qualified toadjust the terms of a treaty than the three gentlemen named; al- though in such a commission | am confident the name of some Southern man—Mr. Calhoun, Mr. King of Alabama, or Mr. Slidell—would be embraced. The assertion that Messrs. Benton, Crittenlen and Wright have already been fixed upon, is entirely gratuitous. The newspapers teem about this time with every spe_ cies of ridiculous misstatement. One of these is, thata | portion of the democrats in Congress will oppose the bil; authorising the negotiation of a loan of twenty-three millions ef dollars, unless it provides against the exis tence of slavery in any territory acquired by this war.— From present indications, the democrats will net make any such attempt. To oppose the loan, or throw any auch obstacle in the way of the passage of the bill, would be to identify themselves irrevocably with the opponents of the war, to the prosecution of which the loan is absolutely necessary. But shoulda bill be intro | duced in accordance with the recommendation of the President, placing two millions of dollars at his disposal, for the purpose dosignated in his mossage, the Western, | amd a portion of the Northeastern democrats will insist | on the insertion of the anti-slavery proviso. This is de- | termined upon, and it may defeat the bill. This course will be extremely ill-advised, and it is doubtful if it be sustained by the Western people, with the exception ef | Ohio. The war is vastly popular among the masses of | the West. There is every evidence of this fact. The | tumultuous expression of patriotic feeling manifested by | the Western people at the time when requisitions were made on their several States, afforded abundant proof ef (Tuesday) 20h | their entire approbation of the war. Besides, there is really no sort of necessity for this proviso. Should any territory be, acqui’ed, ard a bill in troduced to extend our territeria] 'juriediction over it thenthere will be an opportunity of opposing, and, per | haps, preventing the existence of slavery in such territe- | ty. But no thinking man will be led to believe that a | desire to guard against the existence of slavery, is the real object of this anti-slavery proviso. The insertion of such a clause in a-bill intended to be put at the dispo- | sition of the President, a fund to be expended in adjust. ing, on a basis favorable and satisfactory to the United | States, a treaty of peace, indicates on the part of those | who propote and advocate it, a convulsive and unnetara | excitement on the subject of slavery, leading to extre, vagant extremes, or else a mere fectious antagonism to the policy of the administration. If the latter, it ie ux” wise and unressonable, because it tampers with an im | portant issue, from very questionable motives. If the | former, it should be treated es @ malady rather thanas a rational line of policy. It resembles, more than any- thing elso, the morbid state of s man stricken with by” drophobis, who dreads being drowned in a cupof water. Some of the more sensible whigs are making strenueus efforts to drill the Hotspurs of the party inte something like discretion. They desire to produce a combined | action in Congross, if not in support of the war,at least in | abstinence from opposition. Nothing can save the party but a recantation by the leaders, of the errors of the su bordinates As it is, the evil consequences of the silliness | of the latter, would appear past remedy. The prorpective organization of the House of Repre . sentatives, next Congress, looks any thing but pleasant for the administration. The democratic party in the house will be very unplessantly situated, They will scarcely have ® working majority; but yet, the predio- tion of the correspondent of the London Times, that the whigs will be in a majority, will, I apprehend, prove in- correct. The chairman of the Committce on Foreign Relations, will be necéssarily exposed to the assaults o the opposition.
