There is great com- Plaint in relation to the scarcity of money; and the rate c¢ interest in the street, for the very best paper that can be made, ranges from two to three per cent per month.— ‘The banks are doing nothing. The best security in the street will not bring a discount from the banks for long- er than a week or two, and there is every probability of tie contraction being still more severe than it is at pre- | sent. The principal cause of this is the anticipated oper. ation ofthe Independent Treasury Act with the specie clause, and all its other onerous features. It is, however, possible that the new treasury law may be less stringent than ‘he banks and capitalists generally calculate upon. On Wednesday, the 23d instant, it will be remembered, Mr. Davis arose in the House, during the delivery of Mr- Bayly’s speech, for the purpose ef making an ebserva- tion, or asking for an explanation, as Mr. Bayly had ad- verted to his remarks delivered ona previous day. Mr. Bayly refused to give way, and said : “I do not mean to be interrupted. Ifthe gentleman desires a personal ex- planation he cen heave it elsewhere, out of thishell.
