The bill for the admission of Iowa into the Unicn, pass, ed the Senate to-day, and now wants but the sanciion of the President to become a law. The Senate, after a sho rt session, adjourned over till Monday. ‘The war question was discussed in the house inthe usual strain, on both sides, It has answered very well to amuse the house during thet portion of the session thet has elapsed, but I trust that after the holidays the pley thing will be abandoned, and that the house will turn ita sttention to the subjects demanding legislation. Every- thing of moment pertinent to the subject hes been said several times, and should not be said agein, end I trust the house will take this into consideration. I must soy that the debete thus far bas been conducted with unusual and most unnecessary :udeness on both sides The opposition rushed into it with blind fury striking right and left at random, dealing very awkwerd blows, and observing none of the courtesies end emeni ties of gentlemanly discussion. The administration party instead of treating the assaults of the opposition coolly and with the confident calmness their security should beget, responded with en equal degree of indiscreet im petuosity, and allowed themselves to be drawn from thei, entrenchments, when their evident policy was to permit the enemy to do all the fighting. The brief was made up in the President’s message. Elaborate defences of en hour in length could serve no good purpose. They were superfluous; and the only thing that can palliate such in- discretion is, that the time occupied by those speeches could not have been turned to much advantoge in the business of legislation, asthere is always @ tacit under. standing that until after Christmas holidsys no business will be cernéstly attended to. Mr. Root delivered a dry, humoreus, ceustic speech to- day, in which he strongly denounced the war. The House adjourned over till Mendey. Tho Secretary of War is beset with applications of vol- unteer companies to be mustered into service. Mr. Dalles called upon him this morning to endeavor to interest him in the opplication of a fine company from Philede)phia, which pleads hard to be accepted ; and scarcely was the Vice-President gone when Mr. Ingersoll called to endeavor to induce him to accept a company from Ken- sington, the Captain of which hes come on here to urge theapplication They are willing to be attached even to the Massachusetts regiment if they can get to fight no other way. All they desire is, to be ealled into rervice. Neither company, however, can be accepted. ‘New Jer- sey urges her claims, and New York offers every descr ip- tion of force. It was but this morning that the Captain of atroop of New York Artillery epplied for the secep- tance of his troop. His application could not be complied with. There is considerable difficulty’ experienced in mak- ing choice of a Brigadier General. The selection should, of right, be made from New York State, and the Secretary of Wer is fully awere of the fact, but of the many offering themselves there are very few competent. But that the appointment belongs to New York, it would be given to General Cadwalader of Philsdelphia. Col. Webb hes been talk- ed of, but he will uot receive it. Gen. Ward, of Sing Sing, has been talked of, but he will not receive it. Who will receive the appointment has not as yet been deter- mined upon. Coptain Taylor, the inventor of the India rubber camel, has had an interview to day with the Secretary of the Navy, in relation to the employment of the inven- tion in our neval operations in the Gulf. ‘The fate of the tea and coffee bill, is now regarded as sealed, unless something unlooked for occur to save it. If the present difficulties were foreseen by the Preal- | dent, I look upon his recommendation of the measure, im his messege, as extremely impolitic If the administra- tion is in @ minority in Congress, the vote on the bill will lay that fact bare; as the messure is, the democratic party, of extremely duubtful osthodoxy, and conse- quently the democrats in Congress opposed to the ad- ministration, will be gled of the opportunity of dealing it a blow with impunity. They will be perfectly safe in voting egeinst the bill ; the whigs willeay, “ If you wish to reise additional revenue, why not raise the ta- riff?” and they will vote egainst it. Thus the admints- tration will be defeated on 2 measure it has itself re- commended. Such a mortifying result should always be avoided. There is a determination on the part of some ot the western democrats to oppose the two millions approprie- tion bill; unless it embrace Mr. Wilmot’s anti slavery proviso. I carnet but condemn this determinetion as extremely injudicious. The thing is inexpedient, as well as unne It it of place in such e bill—it is more, it isa jess absurdity. It enjoins upon the President a duty which he is not bound or able to per- form, that is to prevent the ¢xistence of slavery in say | territory acquired by tresty. The President has no power to do so, and if its operation is intended to restrsin the future action of some future Congress, it is exsily seen it isa mere nullity, having no effect whatever for the at tainment of its ostensible object. Even the semblance of coquetry with the sbolition | party would be the most ruvinous policy the democrats could pursue The whigs have been coquetting with them for yeers, and their temporary alliances have al- / wo ys resulted to the former in discomfiture. The demo- cratic masses will not sustain any coaliion with the abo" lidionists. It is sheer folly for the Wert to be jeslous of the South. It our Southern dominions should extend tothe Isthmus of Panama, the West would still havea sufficient counter: poise beyond the Rocky Mountains.
