In eluding to the former condition of the State finan- ces, the Governor says, that upom coming into office four Years ago, the State was in debt about fourteen millions of dollars, for moneys squandered and wasted upon in- ternal improvements and banking ; the domestic treasu- Ty of the State was in arrear three hundred and thirteen thousand dollars for the ordinary expensos of govern, count of fifty per cent.; ibe people were unable to pay . €ven moderete taxes to replenish the treasury, in which dollar was contained, even to pay postage on let ters te and from the public offices; the great canal which was more than two-thirds finished, after expending five millions of dollars on it, was about to be abandoned; both of the banks, upon which the people had relied fora currency, hed become insolvent; their peper had fallen so low as to cease to cir- culate as money ; as yet,no other money had taken its place, leaving the people wholly destitute of a circu, lating medium, and universally in debt ; almost every one was indebted to the merchants, who were again in- dabted to the banks, or to foreign merchants; the banks owed every body, and none were able to pay; emigration | to the State had almost ceased ; real estate was unsalea_ ble ; the people abroad, terrified by the prospect of high | taxation, refused to settle among them; and their | own people at home were no less slarmed and terri, fied at the magnitude of their debt, then apparently so ° much exceeding any known resources of the country. Within the last four years, there has been a vast im. provement in public affairs in Illinois. The domestic | debt hes been reduced from three hundred and thirteen | theusand dollars to $81,112, and there is $9,269 in the | State Treasury. The payment of avery considerable | portion of the public debt has been provided for, about three millions of dollars has been paid by « sale of | - the public property, and by putting the banks in | liquidation, and five ‘millions more have been effectually provided for after the completion of the canal, being « reduction of eight millions of dollars, in the debt, ‘This is a very favorable exhibit, and must satisfy every one interested that the credit of Illinois is rapidly the point it fell from. The exact amount of the debt of Mlinois is not known, but measures will be taken probably during the present session of the le gislature, to arrive at the correct gmount, and place the | evidences ef debt in such a posi as to prevent any farther imposition. By re-funding the bonds and scrip | the debt will be converted into one uniform transferable stock. For the arrear of interest due upen the bonds, it is suggested that a deferred stock of similar character | might be issued, differing only in thet it bears no interest fora number of years.
