A duty of twenty-five percent upon tea and cof- fee, would, it ia estimated, produce a revenue of two and * half million of dollars per annum, if levied at once, be- sore large importation could be made under the present law, and a stock large enough for several years con- sumption provided. We have repeatedly urged the po- | licy of placing a duty upon these items for several years past, and have frequently shown that a daty of fifteen or twenty-five per cent would not add anything to the cost of either article to the consumers, after the supplies in hand, at the time the ast went into operation , were consumed. The secretary of the treasury makes ‘an allowance for a reduction in the constmption, in con- sequence of the increased price a duty will produce, but we do not agree with him in that theory. According to official returns, the aggregate value of ; tea and coffee imported into the United States, for the year ending June 30, 1616, was $11,786,231, a duty on which 01 25 percent, would yield a gross revenue of $2, 946,567 76. The value of merchandize imported for the year ending June 30, 1646, was larger than had been re- ceived for several years previous, and the decrease in the revenue for that year was caused by a falling off in the importation of those descriptions of merch andize paying tho higher rates of duty, and a larger importation of free goods, and those paying moderate rates.of duty. The news was taken to New Osleans by the United States ship St. Mary’s, arrived at that port on the above day. ‘The St. Mary’s sailed from Tampico on Satur- day, the 28th ult., at8P. M., arrived off the Kio Grande del Norte at 5 A. M., 30th ; landed Adju- tant Austin, 3d Artillery, at Brazos, at 10 A.M., | and sailed for the Belize, where she made the | light at S. W. Pass 1 P. M., Dec. Ist. The steamer Neptune arrived at Tampico Nov. | 22d, with four hundred and fifty regular troops, | | under command of Col. Gates. The steamer Sea arrived with more troops on the 23d, when the town was handed over to the | army. Fort Orondaga was immediately garrisoned under the name of Fort Connor, and armed with two long eight pounders. A battery of two forty-two pounders carronades was called fort Ann, in honor of Mrs. Chase, lady of the late American consul at Tampico. This | lady behaved most nobly, showing to the world | that she was a patriot under all cireumstances — When our small vessels were about to approach the town of Tampico, she ran up our flag in defi- ance of the Alcalde and other officers. Sometime before, Mrs. Chase wrote to Commodore Conner, informing him the place could be taken, and gave drawings of the harbor. Besides the cannon above mentioned, some field pieces are mounted on the house tops. The Neptune sailed from Tampico en the 24th ult., and encountered a norther; was driven back, and wrecked on the bar. All hands were saved, The vessel is a total loss. The town of Tampico is already in a state of defence. Reinforcements are arriving daily. Saltillo has been abandoned, and there ws no doubt that it is now in possession of the advanced guard of the army under General Worth. The condition of Mexico is represented to be even worse than it ever has been. Santa Anna lately made an address to his troops, apparently to extract from them an invi- tation to reinstate himself at the head of the go- vernment. He was disappointed, however, at finding that his oration was received in profound silence ; and immediately afterwards he started with all his cavalry on a secret expedition. Some think it was to cut off one of the divisions of our army, which he will not be likely to find. The most probable conjecture is that he is gone to Mexico to eontrol the action of the new Congress. The St. Mary’s left over the bar of Tampico the Potomac, the Princeton, and the John Adams, with some small vessels off the town of Tampico. She leftthe steamer Sea ashore abreast of the town on a mud bank. She passed the Mississippi sixty miles north of Tampico, bound out. The officers of the St. Mary’s are all well. A letter from Pensacola, December 7, to the Picaywne, says that Captain Tatnall, with the steamer Spitfire, has gone Up the river, sixty or | seventy miles from Tampico, and taken posses- sion of two towns, at one of which he captured ten large cannon anda heavy quantity of ammu- nition, which had been received from Tampico, when the Mexicans retreated from that city. The two regiments which evacuated that piace, revolted when they got to San Luis Potosi, and were disbanded. They were opposed to Santa Anna. Great dissensions prevailed at San Luis Potosi. The army, about 16,000 strong, were in a state ofstarvation. There were four different factions. The Texas papers to the Ist inst., receivéd by the steamer Galveston, at New Orleans on the 8d inst., have accounts from Gen. Wool’s camp at Monelova, but to what date is not stated. Messrs. Callahan and McCletlan on their way from General Wool’s army, were lately attacked on the river Peco by a party of twenty three Indi- ans. They were engaged in battle from early in the afternoon till dark, when they succeeded in effecting their escape. Mr. Callahan thinks the Indians who attaeked the party were Lipans. The Austin Democrat has an account of the an- ticipated Indian difficulties referred to before. It is stated that the celebrated Seminole Chief, Wildcat, is now in Texas, at the head of three hundred warriors, determined to do as he pleases, and several families on the Upper Cross timbers on the Trinity had deserted their homes. Captain Smith had started in pursuit of this party of savages. A public dinner had been given at Austin to Gov. Henderson, and the Texas volunteers from that vicinity who engaged in the battle of Monte- 3 and another also at Galveston in honor of General‘A. 8. Johnson, and other Galveston vo- lunteers, that had been engaged in the same bat- tle. The government stores now at San Antonio are estimated to be sufficient to sustain General Wool’s entire division of 3,600 men. These are not even needed, as Gen. Wool intends hereafter to quarter on the enemy. They will be of use, however, to the new Texian volunteers, now le- ing raised, but whether to act in concert with Ge- tferal Wool’s division or under General Taylor, ‘was not known. From Hoyt. By an arrival at New Orleans, we learn that a change ed in the Haytien government At Sines dine. on the 20th Nov., there was published an address of the Senate of Hayti to the citizens of that Republic, promulgating a con- stitution for the Republic, and doing away with ip of Riche. The Senate is lavish in expressions of regard and esteem for Riche, for having cf his own choice relinquished a pore tion of his power. Riche’s address to'the people has been reviewed by the Picayune Pawanenriia, | ec. 11,—10 P, M. The Cumberland Civilan positively contradicts the rumored stoppage of the Mount Suvage Tron Company, and states thatthe works are in full blast, and full average of work has been com- pleted during tne two past weeks. ‘There were nineteen feet of water in the chun- nel of the Ohio river at Pittsburg,on Wednerdsy, - and it wns still rising. ‘ Auer, Deo TH, 4 PM The steamboat Kuiekerbocker, oa ler way wp the river to Albany, lyst night, lay to at Dobb’y
