Concord Railroad stock has been knocked off at auction for 36 per cent advance, and Fitch. burg is inquired for at 18% a 19; Lowell, 17%; Maine, 113g a 11%; Eastern 7, and Old Colony 1% per cent ad- vance. Portlcnd is worth 93; Auburn and Rochester, 99; Connecticut River, 91; North Adams end Pittsfield, 99 ; Cheshire, 86; Vermont and Massachusetts, 79 ; Wes tern par; Northern 973; 8 98. All those jealousies and troubles about Central and Rutland lines of road across Vermont have been adjusted by a recent vote of Fitch- burg Railroad directors to release the Central from any exclusive obligation, and enable the Fitchburg Company to connect with both Central and Rutland lines on equal terms. The stock for Sullivan Railroad, which connects | ‘the Central Road with the Cheshire,at Bellows Falls, has been taken, we learn, to the amount of $350,000, or near- ly the requisite sum for its construction. The agent of the bond-holders of the State of Indiana, has issued a circular, dated 22d ult., enclosing the form of a subscription required to be made by the 1st De- cember next, for the completion of the Wabash and Erie Canal, and to give effect to the act of the Legislature of Indiana, passed at the last session, providing for the pay- ment of interest on the bonds of the State. The circular has been forwarded to such holders as have furnished their address, in order that all bond-holders may have the opportunity of securing the advantages of the law, by becoming parties to the subscription. We have no doubt but that the conditions required will be submitted to, and that the arrangement proposed will be pertected. This will place the State of Indiana in as favorable a position as Illinois, and’ placed as they are, parallel with each other, ina geographical as well ‘a8 a financial position, thero will be an incentive in each for improvement,calculated to produce the most favorable results. The public works of each of these States are ina measure connected, and as the population of each in- creases, and their prosperity progresses, these works must become productive, and enable those who depend upon them for returns to the large amount invested, to reslize a portio. of that income which they have so long looked for in vain. Very great progress has been mado within the past two years, by the delinquent States of the ‘West, in improving their financial condition, and in re_ moving the infamy of delinquency andthe ineubus of an immense debt. The compromises which have been made, havg removed great burdens from the people, and provided for the payment of a large portion of the in- terest annually accruing, from the income of the public works. ‘We annex the annual notice for 1846, of the govern- ment of France, for supplies of American tobacco. SIMEON. Paris, Sept. 8, 1846. The total quantity required is seven millions kilogram. mes, equal to 15,750,000 pounds. This is quite anitem out of our aggregate annual production, but small com, pared with what the demand would be if the trade was free from the restrictions of the government, which tend so much to reduce the consumption. The most impor- tant commercial matters which our government has now to regulate, is in relation to this important and valuable staple,and we are glad to see that proper efforts are being made to secure its admission into foreign countries,upon terms as favorable as our other staples enjoy. Whether these efforts will be successful or not, time will deter- mine, but we have our fears asto the result. The gov ernments of Europe depend too much upon the duties upon this article asa source of revenue, to 1emove or reduce them, and the failure of previous attempts to ob. tain concessions, induce us to think that all future nego- tiations will terminate inthe same manner. It is possi- ble, however, that the progress of free trade principles within the past two or three years, may enable our ministers abroad to make more favorable arrangements than the experience of the past warrents us in eet ting. The great weight of all the expenses of the war with Mexico for the last sixfmonths, has fallen upon the official returns of the last quarter.
