The banks of neatly every State in the Union are generally disposed to maintain as uniform a movement from year to year as possible, or else, on the contrary, they cannet expand.— There tppears to bo a determination on the part of those doing a legitimate business, to keep as clear from all connexion with the banks as pos sible. The banks of this city are actually in want of first rate, A No. 1, business paper; and inconsequence of the scarcity of the right quality offering, their line of discounts ranges below the point they wish to reach. Anylamountiof loans can be made upon stock securities of a fancy nature; but the banks are afraid of these things, andhowever much disposed to extend their discount line, they do not dare, in the face of the anticipated diffi- culties inthe money market, to deviate from the legiti- mate line of business. Thiscautiousness on the part of these institutions, guaranties a proper restriction, which will tend to ensure the general prosperity of all classes more than any thing else. We have heretofore repeat- edly stated that the checks which the movements of the government from time to time produce, are attended with very desirable resul ts. ‘The shipments of flour and grain to Liverpool, from this and other ports, at present prices, must pay a loss Very large shipments have been made at current rates; anda very great advance upon quotations reported at Liverpool at the latest dater, must be realised, before even costs and charges can be made. We annex a state- ment of actual sales of flour in Liverpool, shipped from Philadelphia. We learn by her that the British mail steamer had arrived at Havana, with files ef Vera Cruz papers to the Ist of October, and with Mexican files to the 30th September. These papers state that General Santa Anna_had had left the capital, and was marching to Monterey with four thousand troops. In the latter part of September a decree was | issued in the city of Mexico, which has reduced the duties on all imported goods 50 per cent ; also the laws prohibiting the importation of cer- , tain foreign articles were suspended. General Paredes has literally changed places with Santa Anna, having arrived at Havana as | an exile, unattended.
