An issue of ten millions of treasury notes, if is- sued for investment, upon proper principles, would be paid in and taken out of the treasury several times in the conrxe of a year, and would in *his way be equal to an issue of several times the umount, made in such @ man- ner as would make them desirable investments. ‘Suppose an issue of these notes is made, say for ten mil. ions of dollars ; the government gets the value of these notes at the time of issue—they pass into circulation, and ‘are sought after for remittances from one point to another, | ‘and for the purposes of trade, and for the regulation of | Momeatig exchanges ; they are also sought after for pey- | ments due the government, and in this way get into the ‘hands of the government, when they will be again issued, upon receiving again their value. There is no limit to the amount this use of these notes would give the gov- | vernment ; the power granted for re-issuing them, and | ‘authority to keep at all times ten millions in circulation, give facilities to the treasury superior to any other sys: tem. from the embarrassments with which they are now con- | tending. ‘Tho banks of this city are waiting some de velopements on the part of the government in relation to its Ananclal policy, before they define their own posi- tion. The government deposits in the banks of this city | are rapidly dwindling awsy, and it is reported that one of the deposit banks has refused to receive any more de- potits from the government This is undoubtecly true, | ‘and it would be well for the others, having deposits now to any extent, to place themselves in a position to meet drafts for them at very short notice. The Secretary of the Treasury is perfectly right in using up the surplus | revenue now on deposit in the different depositerios throughout the country, before he raises any moro by issuing treasury notes. General Worth had been ordered to lay out a camp for 10,000 inen at Camargo, and establish a depot sixty miles from there on the road to Mon- tarey. The steamship Massachusetts left Brasos.July 21st, bound to New Orleans. with volunteers, The ship Howard, of Savannah, trom Liver- pool, via New York, went ashore at Nag’s Head on the 30th ult., and is supposed to be a total loss —insured for $8000 in New York, Dates from Havana have been received to the 4th instant. One of the Mexican steamers was fitting out for England, under British colors. BY THE MAILS. Wasuineton, Aug. 13, 1846 . Arrival of General Brady and Col. Crane from the Court of Inquiry in the case of General Gaines— Mr. Marcy—Injustice—The Question of the Dis- banding the Louisiana Volunteers—General Bra- dy—Overtures to Mexico. General Brady and Colonel Cvane arrived here to-day from Point Comfort, bringing with them the record of the trial of General Gaines, and the finding of the Court. The two officers immedi- ately repaired to the War Department and com- municated their decision to Mr. Marcy. It will be made known by the President in a few days. It is understood to be favorable to General Gaines. You willfindin to-day’s Union, a correspon- dence between the Secretary of War, Governor Johnson of Louisiana, and General Taylor, con- cerning the disbanding of the Louisiana volun- teers. Mr. Marcy has been severely censured by some of the New Orleans papers, but I think without reasen. It is a hardship to be-sure for those brave fellows who were among the first to volunteer, ta be sent home withont have any hard knocks. But it was not optional with Mr. Secretary Marcy to keep them in service after their terms of enlistment had expired; and the only alternative in his power to offer, them he of- fered them atonce, that is, to enlist for twelve months, under the act of Congress of May last. The question lies in a nutsh first, was there any law under the operation of which he ‘could continue them in service, after their term of enlistment had expired? None. Was he justified in retnining them in service without the authority of law’ Certainly not. In this difficult position, he acted boldly and prompt- ‘ly. He communicated to Gen. Taylor the non- existence of any luw by which the three jonths” volunteers conid be retained in service, in structed him to offer them the choice of two al- ternatives—to enlist under the act of May last, as twelve months’ volunteers, or to be disbanded, At the sume time, he teehngly expressed hig regret | at being obliged tc take this step.
