THE “UNION” REFUTED. Mr. Wensren again refuted the assertion of the Union, that duties are to be assessed upon a home valuation, un der the new tariff bill. RATIFICATION OF THE OREGON TREATY. A message was received from the President, announc- ing the ratification of the Oregon treaty, and recommend, ing the adoption of measures for the government of the territory and protection of our citizens. Mr. Srxiaut moved to refer the measege to the com- mittee on Territories, and have it printed. Mr. Hanwecan opposed the reference. He could not see the propriety of attempting to legislate for Oregon at this late stage of the session. It would lead to debate, and he and others, who had opposed the treaty, would have to take the opportunity which such debate would offer, to vindicate their course before the country. He wished now to stop to say, and he wished the people to hear it, that the treaty was nothing more than a conven tion of jeint occupation south of 49, whoreas, by the pre. vious Convention, we possessed such joint occupation up to 54.40. It was Convention humiliating to this coun, try, and it surrendered to England all the important mili- tary stations south of 49, and the navigation of the Colum- bia river forever. Mr. Sr thought there was time to act on the bill, which had already been reperted. Mr. Avven was in favor of legislating, as far as possi, ble, for our citizens in the little remnant of Oregon that was left to us. The land graduation bill was laid on the table in the House, to-day, by a majority of 25. This was an administration measure; and its defeat makes the western members, whom alone it con- cerns, swear terribly. The eastern members voted in a body against the bill. They said, if the western men are so blind to their own interest as to defeat the river and harbor bill, which concern: us and them alike, they do not deserve our votes to carry out a measure which interests themselves, specially, This, to be sure, is very much like trifling with the legislation of the country, but, still, it is human nature, The indignation of the western men is, beyond all desemption, vio- lent. The Senate passed several appropriation bills oder and went into executive session at three o'clock. There was no business of importance transact- ed in the House, besides the strangulation of the unfortunate land graduation bill. The weather is insufferably hot, and every. body is leaving who can. The Court Martial on Captain Thornton— Matters appertaining to the War—Dificulties that beset General Taylor— Paredes Crippled—Guadalaxara —Vera Cruz—The Protest of the Emperor of Mo rocco—Mr. Lyon, of Lyonsdale. The result of the Court Martial in the case of Captain Thornton will be made known by the President either to-morrow or the day after. The record came to the war department a day or two | ago, and has been under the inspection of Mr. Secretary Marcy. From what I have heard of the progress of our army, lam inclined to believe that if the Mexi- cans think of opposing Taylor’sprogressatall, it | will be between Monterey and Saltillo. I'doubt if he will meet any opposition in occupying Monte- rey. But the road between that city and Saltillo abounds in narrow defiles and passes, —— the greatest facilities to a small body of deter- mined men to cut off a force ten times their num- ber, if taken by surprise, or, in any event, ef suc- cessfully opposing their progress. If Paredes had a well disciplined force at his command, with a couple of efficient batteries, and did the’ dissen- sions that prevail among the Mexicans, permit him to carry his measures for the defence of the country with vigor and promptitude; there is no doubt that the endeavor to penetrate to Saltillo would be a most hazardous pacetabing. An ar- my is always at a disadvantage when fighting in aireign country. Nothing would be easier than to leave General Taylor without provisiens; and it would require the exercise ot all his skill, bra- bery, determination and discipline, to preserve his army from being starved, or hemmed in and cut off. I speak of what would be likely to occur were there an active and resolute commander, with a disciplined army opposedto him. But Paredes, although an excellent officer—notwithstanding that his devotions to the jolly god are said to be occasionally rather ardent—has enough todo now to suppress the many revolts and insurrections | which are continually springing up around him. His body guard is barely sufficient to repress vio- lence in the capital. The people of Guadalaxara have already manifested strong symptoms of dis- affection. Vera Cruz is not far behind, and with Mexico, Guadalaxara, and Vera Cruz against him, Paredes dare not proceed against General Taylor. I therefore opine that the war must soon come to an end. The Emperor of Morocco has sent his protest against our present Consul to Tangier, Mr. Carr. Ita has been lately received by the President of the United States, Ido not know what will be the upshot.
