Mr. Jounson, of Tennessee, offered an amendmen levying excise duties of one ver cent uvon gold and sil- ver ware, bank or State stock, and one-half of one pert cent on all capital of manufacturing companies over fifty thousand dollars. After a speech of an hour, Mr. Cortamen next got the floor, but gave way for the committee to rise. No quorum being present at half-past two, the House adjourned. —_——SS BY THE MAILS. The treaty was ratified last evening at halt past 4 o0’clock by the Senate. 1 perceive the tele- graph informed you of it at New York by 5 0’. clock. All the Senators noted but Mr. Jarnagin. Mr. Hannegan, in secret session, before the vote was taken, made a very brilliant and decla- matory speech against the treaty. Before the ad- journment, there was a little talk as to how far a Senator should be committed to secresy in spenk- ing of the proceedings in closed doors, but it end- ed in nothing—each Senator being left to act ac- cording to his own scruples. There isa prospect of a treaty with Mexico | being under weigh, if information from high quar- ters can be relied on. A proposition from Mexico is believed to have been received at the State De- partment. The news ofa prospective offer of mediation by England, reached here to-day by the Caledo- nia. France, it had been thought for a few weeks past. would have stepped forward first, as it was | her desire; but it seems frém some cause or other, hesitation, perhaps, on the part of her minister. she has been forestalled. Gen. Gaines has arrived, and is looking well. The misunderstanding, alluded to in my last letter, as having arose between two members of Congress, has been settled. Weather very hot. Wasuine ron, June 19, 1846. Congress—Houmah—M;r. Hannegan and Mr. John- son, of Lowsiana—Warehousing—Mr. Dix and Mr. Dickinson. House—Mr. Owen, the Son, and Mr. Owen, the Father—Mexico and Eng. land—California—Annexation or Mediation—The State of the Case. The two Houses to-day have been jogging mo- derately along. The Houmah land. patents, of Louisiana, upon a large tract of land of 64,000 acres, in dispute among a number of claimants, and for the adjustment of which, a resolution has been before the Senate for some time, authorizing an examination into the case by the attorney, was the subject of a direct interrogatory from Mr. Hannegan to Mr. Johnson, of Louisiana, to wit: “Has the Senator any personal interest in this case Y’ Mr. Johnson was completely stumped. He was taken all aback. Seldom have we seen a man so suddenly surrounded. Mr. Johnson has been pushing this resolution with a-tenacity and earnestness, so uncommon, so decidedly, us if his whole soul were involved in it, thatit per- haps excited the suspicion of Mr. Hannegan, that there was a fish in the bottom of the basket. And so it turned out. Mr. Johnson confessed that he owned a parcel of Jand in this disputed territory, but it was of no value—he didn’t care a straw about it, and was proceeding to an enlar, ex- Benet when Mr. Webster beseeched him to top, and the subject was dropped accordingly. — To heawe itas mila as possible, it was certataly very indiscreet in Mr, Johnson to be so very perse- vering in this matter. He ought to have stood neutral. We confess, that but for a stron; personal regard for Mr. Johnson, we should spea a little more tartly upon this circumstance. The confession extorted, however, in open Senate, was a reproo! which will be a caution to him an every other Senator, to steer clear of matters of personal interest—direct personal interest in the matter of bills and resolutions. The Senator was deeply mortified at the question of Mr. Hannegan, for however disinterested his interest in the case, appearances were certainly against him, Mr. Dix, on the Warehousing bill, in a vei able and ucid manner, expounded the amen ments proposed in the laws relating to the storage of merchandise in the public warehouses. He proposes to make the term of storage three years yefore a confiscation of the goods for the duties, to remit the interest upon duties in certain cases as specified in the bill. (See Senate report ) The people of New York will be geo to hear the invariable attention which 1s paid to Mr. Dix whenever he addresses the Senate. There is no one Senator who holds a more flattering position among his compeers than he occupies. Charac- terized by the simplicity, the marked courtesy and good sense of his style, he is not the less esteem- ed for his uniform consideration of the patience and judgment of the Senate. There is, perhaps, not a man in the State of New York better adapted to follow as the aay ran por tical successor of Silas Wright than Senator 1K ‘We mean no reflection upon Mr. Dickinson. sometimes shot a little too hig into the bot- has, perhaps, and at others dippeda little too sn tomless pool of subterraneanism—that ism as wild as Fourrierism, as bigoted as abolitionism, as hi- deous as despotism, and as impracticable as Mor- monism; but the fault is less the fault of the Se- rator than of the school to which he is attached. One important fact we believe Mg Dickinson has discovered, to wit: that subterraneanism is better adapted to ‘the stamp than to the Senate of the United States. We must maintain the dignity of the Senate—it is the firm conservative phalanx between the stability Ss popular government and the instability of popul ar caprice. Tlie member of that body is not t representative of a politi- cal faction constitutionally, but of an entire State. We are gratified to believe that the Inte passage atarms with Mr. Webster has vastly contributed to show to Mr. Dickinson how entirely misplaced are the declamations of the stamp to the offices of senatorial legislation. The fall of Mr. Allen is the fall of ultraism his case—the ultraism of the stump—that anc’ ined spirit of anarchy which proclaims principles without a basis— which battens upon the lowest prejudices of man- kind, and panders to the lowest passions.
