the date of these returns, the condi tion of the benks become totally different from that reported, and twenty-four hours before these returns, the banks occupy s very different position than when they are made. As some evidence of the truth ef these | Soni ope statements, it is only necessary to refer to the opers- | Mita jinutes tions in Wall street ; to the prices of fancy stocks before resolagons Sdgrod by Nr Bet Fa and after quarter day, and to the extent of transactions. | wd odered fo bs The brokers probebly feel these quatterly contrac. | snilhe New tions as much as any other class, but they have now | suffe become so accustomed to them, that they anticipate the | Pawel ia C movement, and regulate their operations accerdingly. ‘There is usually a difference of at Jeast one per cent. the poner at stenciog sx in the rate of interest in Wall street, before and after oom) penepents the return day of the banks; and the immediate relief experienced in the money market as soon as these Teports are forwarded to the Comptroller, is the best evidence in the world of, the policy pursued by these institutions. ‘We have repeatedly recommended the pla of com- Pelling the banks to make monthly average reports, as such a eystem would do away with the periodical ex- pansions and contractions, so ruinous toallclasses. The Committee on Banks, in the Assembly, have reported a bill requiring the banks of this State to make quarterly reports, with monthly averages, which would perhaps answer every purpose; but this bill lays on tho table, | with,we fear, such a mass of other matter upon it, that it will not be acted upon this session. In fact,we have great doubts of any measure, not perfectly agreeable in ery particular to these institutions, being ableto get through both branches of the Legislature; and it isa matter of some astonishment that the banks have not ob- tained repeal of the law now in operation, requiring these quarterly reports. They find these returns very onerous, and many of the banks have petitioned for the re-establishment of the old system of bank commission- ers; but they have not combined in opposition to the pre- sent plan, as athorough combination would almost en- sure its repeal. Ono of the Wall street evening papers reported, yes- terday, that the White Plains Bank had suspended pay- ment. This is about as cleer as mud, and is one par with all the statements made by the peper alluded to, and is about as true and correctas the Wall street papers ge! rally are. The White Plains Bank is in active operation, and its condition is as sound as any in the State. Its issues ase based upon good State stocks, deposited with | the Comptroller, and there is not the slightest founda” tion for the report of its suspension. The American Exchange Bank has declered a dividend of three per cent, payable on and after May 4th. The Passaic Turnpike Company has declared a divi- dend of seven per cent out of the earnings, payable at ‘the People’s Bank at Paterson. The State Bank at Camden has declared a dividend of \ i three and a half per cent, for the last six months. The city of Baltimore advertises for aloan of $30,000, at five per cent. The Governor a tesmsyireaia has signed a bill grant- ing the Schuylkill Bank, of Philadelphia, a right to appeel from the decision of the Court of Common Pleas, in the matter of the claim of the Bank of Kentucky. This Will give to the Directors of the Schuylkill Bank ‘an opportunity of trying the issue between them and the Bank of Kentucky’,before a higher tribunal. The object of this appeal is to force the Benk of Kentucky intoa Compromise of the demand, by delaying the ultimate de- ion as longes possible. This is a vain hope, as we are antormed that the Bank of Kentucky will resist every at, tempt'to compromise. The passage of the bill granting tho right to appeal, is on a par with many other acts of the Legisleture ot Pennsylvania. {fit required a special act of the Logislature to give the Schuylkill Bank another chance to defraud ‘the Bank of Kentucky, it is not very creditable to that body to grant such an act for such @ purpose. thThe receipts of the Reading Railroad Company, so far, this year, have been more than double those of lest. The annexed comperative statement of the business on this road, during one-week in April, for the past three years, shows an increase in 1846 over 1845 of one hundred end tw ty- five per cent: — PHitapecraa anv Reapina Raitroap. 1844.
