For three years | there was no perceptible improvement, and it appeared | asthough the prostration was ro great that every germ of a revival was obliterated, as though the energies of | the people were forever@aralyzed. Every effort was made by the general and State governments, to give things another start and new life, but for a long time these efforts proved unavailing. At last, a change took place, signs of returning life appeared, and by the most Persevering efforts, we: sustained and strength- ened, and acquired a healthy cheracter. The im- provement was for a ti: #0 very gradual, ‘thet «| relapse was anticipated, but, fortunately, not realized. | Since, there has been @ more rapid advancement, and | ‘we are once more on the rapid road to prosperity. The | experience of the past,as dearly as it has been pur- chased, will, wo trust, prove serviceable in regulating | *°4 the government, some general system, as a regulator of | | its own finances, and as acheck upon the numerous local systems regulating State finances, to ensure & permanency in any advance in the prosperity of the | country. We can attribute, in a great degree, the evils } experienced within the past twelve years in the com. | mercial world, to the absence of all regulators and checks upon the movements of our banking institutions. The government had, during that time, no fixed system of its own; its connection with the banke, and, at the same time, its opposition to these institutions, the agita- tion at every session of Congress of some new financial | plan, having in view a total seperation of bank and State: | and the continued doubt and uncertainty these things | Produced, led in a measure to the difficulties which | Proved ruinous to so many. There is now every probability of the adoption on the | part of the general government, of a financisl system, | at once any expansion of the currency beyond its pre- sent limits, and preserve a greater uniformity in the value than we have ever yet experienced. We, as yet, | | the theory; although it has once been in practice, it was under circumstances prehibiting a fair operation. We which have so long prospered under a similar system, and we certainly have a right to anticipate results from itsenforcement as faverable as those realized by foreign | governments. At all events we are now ina position | to make the experiment. We cannot expect a more favorable time for the trial, and every year the measure is put off, the greater the change it will produce in our | financial and commercial system. The currency of the | country at present is nearer a specie standard than it hes | been for years, and every month is reducing it in value | and removing it farther from a specie basis. The opers- | tions of the independent treasury bill, if adopted te, would be less felt than at any future time. | Should the currency become reduced to a pure | | specie basis, it would only require the with drawal of a small pertion of the paper in cir culation, as the banks throughout the country have one dollar in specie to two of their issues in circulation.
