Growtu or Sr. Louvss.—This central city of the ‘West is taking rapid strides in population and wealth. The Repudlican estimates the number of build- ings erected in this city the present season at two thou- sand, one half of which are of brick. The number of bricks used the present season are put at 42,000,000, and the number of pressed bricks, which are used only forthe fronts of five buildings, and cost $18 per thou- sand, are set down at upwards of 300,000. The finances of Michigan are rapidly improving, and ‘we have no doubt the legislature of that State,about con- vening, will perfect some plan, by which the credit of the State will be redeemed. The population of Michi- gan within the past five years has increased about eighty per cent, and its agricuitural productions about one hun- dred and fifty per cent. From a recent census taken of St. Joseph’s county, it appears that there has been an enormous increase in thé departments. The taxable property of the western States is increasing so rapidly that even at the present rates of taxation, the resources of each must in a short time be sufficiently large to meet their current expenses and the interest on the public debts. It may appear te many interested in a resumption of payment on the part of the delinquent States, that they are making very little progress towards accomplishing so desirable a re- sult, but in this they are mistaken. ‘The greatest pros- perity exists in every section of the country, and if no improper legislation in Congress or in the State Legisla- tures, destroys the present healthy state of things, there will, without doubt, be a resumption of the payment of the interest on the debts of every delinquent State or Territory in the Union, except Mississippi and Arkan- ras hin ‘the next five you This result will be brought about by two things first, the immense and rapid increase in the wealth and resources of each State, and the vast improvement in the public mind in relation to the subject of State debtedness and state delinquency. There will be, with- out doubt, at least one resumption the coming winter— Maryland ; and perhaps too—Michigan—and movements will undoubtedly be made in the Legislatures of other delinquent States from which we can tell some” thing in relation to the prospect of a more extensive resumptien. There has been a fair demand for sterling exchange, and the supply of bills in the market was large. We quote bills on London 8} a 9} percent premium ; on Paris Of 26 a 6f 25} ; Amsterdam 39} a 39} ; Hamburg 35} a 654 ; Bromen 78} a 78}. The decline in the rates for sterling exchange has fallen off within the past week or two very much and are still declining. The banks of Philadelphia have declared the follow- ing dividends for the past six months :—Commercial Bank of Pennsylvania 3+ per cent. for the last six months: Philadelphia Bank 4 de do; Kensington Bank 5 do do; Southwark Bank 6 do do; Mechanics’Hank 44 do do; Western Bank 4 do do; N. There is, however, a much greater uniformity in the aggregate amounts than we anticipated. Th rease in the amount of depos: shows that the discounts have been Jarger than the ac- tual wants for legitimate business purposes require. It shows that with all the speculation going on in stocks and several descriptions of merchandize,there is more ca- pital than can find permanent employment. An increase in the amount of deposits also shows that there must have been an increase in discounts. The banks ndeave , to reduce their line of loans just previous to,making their quarterly reports, but in many instances instead of call- ing in loans, they transfer them in such a way as to call them some other name, which reduces the amount of discounts in their returns. The increase in deposits shows that the loans have increased notwithstanding the efforts of the banks to disguise the fact.
