NEW YORK HERALD. ———————————— New York, Sunday, September @ 1845. The Foreign News. We give in another part of to-day’s paper a full ‘end careful compilation of the news brought by the Britannia. It is interesting and important to every individual in America. The commercial intelligence 1s the most import- ant, as affecting, particularly, the business of this country and the prosperity of eur people. The weather in England had been more favorable, and * it was joyously anticipated that the yield of grain would be a good one. Itistrue that the accounts of the crops from the continent of Europe are not so favorable, yet if England wants but little from abroad, the continent can very well manage to fill the mouths of the people till another harvest. We have only to think of a short crop in England and on the continent, in the same year, to imagine a scene of deeper distress and misery than has ever yet been mentioned inhistory. Starvation never retiects—a scarcity of bread leads to bloody riots or something else. This news of sunshine on the other side of the At- Jantic is very interesting to us,apart from the benevo- Jent feelings we have for the poor, already half- | starved, laborers of England. {t affects the opera- | tions in cotton ; and where we lose in the sale of a | few hundred barrels of flour at advanced prices, we | gain in the disposal of thousands of bales of cotton, that would otherwise remain at home to depress the value of the whole. The intelligence is, therefore, doubly interesting to us; our feelings of charity and our desire for cash are both satisfied. It is to be seen that the cotton market in this city was immedi- cent, with large sales. Our flour merchants, how. ever, are firm; they still have hope. There is no political news of consequence, except it be that the annexation of Texas continued to ab- sorb the attention of the rabid portion of the English | press. England was quiet; Victoria was still amused on the continent; Ireland was ina state of abeyance; the religious riots in Germany had spread the reformation over the continent; Spain was in trouble; and Europe, generally, appears to be in a state of transition. Nova Scotia anp New Founp.anp.—We have received Halifax papers to the 17th, and Newfound- land to the 6th inst. The experimental squadron from England was expect- ed at Halifax in about ten or twelve days. The following letter is from a correspondent of the Halifax Recorder Intelligence has just been received here that there has been tremendous excitement at Yarmouth, at the Baptist education meeting. Mr. Burton (the Baptist minister there) was openly insulted, and the mane, tail, &c. of the Attorney General’s horse, shaved and cropped. The people, it issaid, were outrageous at their political gath- erings, under the mask of religion. 1 forgot to mention ‘that the Attorney General was burnt in effigy. ‘The Dutch frigate Rhine, with Prince Henry on board, sailed from Newfoundland on the 26th ult. St. John’s papers of the Sth inst. are filled with accounts of the reception there of Dr. Fleming, Bishop of Carpa Vicar Apostolic of Newfoundland, Labrador, and th Island of Anticosti, Vicar General of the Canadas, &c.— His Lordship had embarked in the Caledonia for Halifax, but falling in witha fishing boat off Newfoundland, he chartered her to e him to St. Johns. The inhabi- tants are delighted with the apostolic humility of his ap- proach. OvurraGE oN THE Coast oF AFRica.—We learn from Capt. Caraway, of the Margaret Ann, from Loando, (Africa,) which place he left on the 18th July: that about the first of June the Henry, Capt. Schultz, of and from Salem, Mass., was boarded by boats from the Portuguese man-ol-war Ralampazo, the officers of which , demanded Captain Schultz’s papers. ‘They then asked permission to go below and overhaul the cargo, which Capt. S. refused to allow them. The Portuguese officers then called their boats’ crews on board—the Captain of the Margaret Ann was seized and placed in charge of sentinels with fixed bayonets.— The Portuguese crew then took the long boat off the chocks, went below, and after searching the vessel al- lowed her to proceed. Capt. Schultz also reports that the British man-of-war brig Cygnet, cruizing off the Carribean Islands, sends her boats into the harbor, lands her crew and allows them to rob the negroes of their fruit, monkies, par- eg &c., and commit eutrages on the female portion of 1 race. ‘Theatrieals. Panx Tueatne.—Last evening Cinderella was yper- formed for the third time. The promise of brilliant sue- cess which Miss Delcy gave on her first appearance has been fully realized, and at no time has she been received by a more fashionable audience than last night. She has | entirely freed herself of that slight nervousness which was perceptible on her debut, Mr. Gardner was good as the Prince—Mr. Brough as Dandine Of all these per- formances we have spoken in detail before. Bowsrny Tusatre.—The play of the Iron Chest was given last night to a house crowded to excess. Mr. Hamblin performed with his usual artistic skill, and was well supported. Last evening closed the week's per- formance on his part of some of the finest characters that are presented on the stage. Othello, Hamlet, Macbeth, Virginias, were all given by him ina style that the Bow- ery Theatre has not lately witnessed. Mr. Jackson has had reason to congratulate himself on this engagement, both money and fame have been acquired by him through it, and his reputation as a successful caterer for the pub- lic is firmly established. The after pieces last night were the amusing farce of Young England, and the drama of Nick of the Woo th favorite pieces. To- morrow night the performances will be for the benefit of Mr. Hamblin. Massinger’s tragedy of the Fatal Dowry and the Honey Moon, willbe presented, and in both o} them Mr. Hamblin will take the leading characters. Caste Ganpes.—To-night we have a Sacred Concert. The warm weather that still hangs around us makes this a most delightful resort. In the garden you are at sea, onshore, and afloat, all at the same time. During the day they are open from sunrise, and as a Sunday re- sort, afford great inducements to visiters. Dvmsotron’s Tnovre.—If these gentry goon in the way they have been doing lately, they will achieve that desideratum—a fortune. ‘Some men,” says Shakspeare, born to greatness—some have greatness thrust upon them.” In thi hol they were born to it, no doubt, for they always from their first s always w: ‘To-morrow evening the their second week with entirely fresh programmes. Trieonarn Posts.—There has been just cause of com- fe in regard to these unsightly posts which range up roadway. One gentleman absolutely refused to have one ed before his house, thinking that it would not mt all add to the ornamental appearance of the front. ‘The directors of this enterprise ought certainly to have more regard to the taste of our citizens than to have put up auch rough-hewn, knotty, scare-crow looking posts. By smoothing and painting they might be made quite ornamental. Police Intelligenee. Sertemarr 20—Man Killed by his Wife.— oe Me- Grath and officer Leonard, this evening arrested a woman nemed Bridget Carrol, chagged with having caused the death of her husband, Patrick Carrol, 4 throwing a hishead, completely splitting the scull. LATEST INTELLIGENCE BY THE MAILS. ‘Wasuincror, Sept. 19, 1845. An Old Prophecy Renewed—The Smithsonian Fund—Mr. J. R. Ingersoll, F. Markoe, and the National Institite— The Object, the Amount, the Application, and the Diver | sion of this Fund Defined—The Taviff—Specifications of the Extraordinary Expenditures of the Government, aud other Extraordinary Causes Tending Against a Re- duction—Miscellaneous Items, c. Robert Morris, of New York, is here, and sundry other “wise men of Gotham.” It is charged upon them that their object is an explosion of the Cabinet, beats 1g with retary Marcy. In conjunction with young democracy of the West, there is reason to appre- pase ‘some mischief from their machinations to the Cabi- et and the organ. _ The funds vor the Smithsonian bequest, $600,000 in British gold, tor ti tablishment of a National institu- tion at Washington, for Das Secreee and diffusion of knowledge among men, it ‘nown, were some years ago, or at iaree eeriecor them, invested in Arkansas bonds, aie hi subsequently sold at the ruinous dis- ? t however, falling upon the nd. A bill, reported by but amended, passed the Senate last sea- tablishment of the institution, proposed upon a plan worthy of the object of th» ‘‘liberal and en- lightened donor, and of this jon und the age.” It was ar- rested int he house byvarious amendments, which, in our opinion were no improvement upon the plan of theLenate —a library, lecture-rooms, and a horti the public benefit ; and thus this thy donation of a noble philanthropist remains in statu quo. We now see a movement on the part of Hon. Joseph R. In- ersoll to di this fund and assimilate the Smithsonian fisttution with the National Institute of this city, of which Mr. Francis Markee is the active and enterprisi: Secretary. Against such a diversion of this fund, (whic now with its accumulated interest, amounts to about $750,000,) in the name of ‘the liberal and enlightened donor,” and inthe behalf of the Americ: ople, we | solemnly protest. ‘There must be no corporation specu- lation about the Smithsonian Institution—no blending of this fund with the interests of even the National Insti- tute, laudable as are its objects and its labors. The Smithsonian bequest, independent of any extraneous elements, should stand alone, an institution at Waiting: ton, erected from the interest accumulated, and su: ed from the regular inte: of the fund, to the end signated by the donor, to “tho increase and dif- | fusion of knowledge among men.” We hope the parunniee attention of the President will be directed to thi count of 40 per cent, the Treasury, d not upon t Ba is subject in his fist annual message to Congress, and that no further interest or principal of this sum Wi r be invested in Arkansas bonds, : ‘The various departments are now busily employed in bringing up their books for their annual reports to the next Congress. We anticipate a material deficit in th revenues from the customs for the current fiscal compured with the receipts of the last ; an increa least two millions in the expenses ofthe Army and Navy, growing principally out ofour difficulties with Mexico,— a deficit to be drawn from the customs for the support of the Post Office Department of $2,200,000, including the drafts upon the contingent fund of Congret id of each department, severally, in payment of pos upon offi- cial mail matter heretofore free under loge. ‘The Civil and Diplomatic expenses of the gov- ernment will be increased perhaps halfa million, not- withstanding the retrenchments expected to be made: a restriction upon our exportations of specie, from the estoppel of our supplies from Mexico will further affect the receipts from the Tariff; all other sources of revenue will scarcely bring up the general fund to the aggregate of the last year; while the incidental expenses of the annexation of Texas—the probable pay- ment to Mexico of several millions through negotiations, in the purchase of the disputed territory between the Nueces and the Rio Grande, the seaboard defences of Texas, the frontier defences, the increased expense from balances due of the various Indian tribes, particularly the Cherokees, under the protection of the government, will add heavily to the disbursements from the Trea: . In addition to these items, the two new buildings p: posed, or the modifications of the old ones, by the addi- tion of another story, and of an extensive wing upon each side of the Navy and War Depaztments, will add another million and ‘a half to the demands upon the Federal revenues. Indemnities arising from French spoliations may possibly extract (but it is doubtful) iour or five millions more in part payment. An extension of the Patent Office is demanded, by the addition of ing, | in the progressive completion of the original design, which wing will require an appropriation at least $300,000. ‘The appropriation of the Smithsonian be- | quest, in pursuance of the plan of the “ liberal and enlightened donor,” will extract another half million from tbe surplus in the Treasury. Light houses along the Texian coast, and a new custom house at Galveston, will demand other thousands from the breec! pocket of our good old Nuncle. Lake defences, lake harbors, and lake steamers, may possibly make a deeper than even the Texian disquisitions. Military po: | ene: emigrant trail to Oregon, will be almost certain to drain a cool $200,000 from the custody of Mr. Walker.— Increased appropriations will be demanded to the natives of the West, &c. &c. All these items summed w er, present an array, of certain, or probal nary expenditures, which will absorb the millions surplus inthe Treasury, and still leave the pro- bable expenses of the government for the next year, (even with such an amendment of the post office law as will bring the department within its own revenues) equal to the receipts from the tariff with all its extortion- ate impositions. Jn connection with this review of expenditures, if we , | consider the iron interest of pe cotton ce between the first and second | manufacturing interests of Maryland, Now Jersey, Mas: sachusetts, and Connecticut, to say nothing of New York ; the hemp interest of Kentucky and Missouri sugar interest of Louisiana and Texas ; thi of Kenhawa and Syracuse, it will be seen that the tariff’ stands upon a most forinidabl But stranger than all the i formidable, will be the pol burners and Keystoners with the Whigs, for the prostra- tion of the Freetraders of the South. It is this coalition which will not only precerve the Tariff from material diminutions, but whieh will restrain the President and the Organ from, transgressing the line of free trade and direct taxation. j the Brown, a chief clerk in the Post Office to Indiana. A New England Society is about to he formed in Wash- ington, chiefly for the celebration of the Plymouth Rock Anniversary on its annual return. Mr. Gadsby, (the former host atthe house now occu - | pied by that excellent York landlord, Sam CoJeman,) has | opened that new and commodious hotel on Third street and Pennsylvania Avenue, near the depot. It is neatly furnished and kept in good style. Mr. H. E. Riel has returned from Bordentown. He heard not of the late melancholy event at his residence | until his arrival. Mrs. Riell is much recovered, though still indisposed. He has kindly furnished us with a cata- | logue of Joseph Bonaparte’s paintings, with the price and purchaser affixed to each, which we shall transmit you this evening. | . The Court of Quarter Sessions have | terday and to-day, in the trial of young men charged with being engaged in the late firemen’s riot, The court room has been crowded all the time on account of the interest manifested for the prisoners, and herculean. exertions are made in their behalf. Wm. D. Kelly for the prosecution has ably conducted, the case against five of the best lawyers at our bar. He con- cluded a master; Speech at one o'clock in which he knocked all their arts and all their eloquence into the middle of next year, and it is scarcely possible that the prisoners can escape a conviction. Mr. ik. about the best prosecuting officer we have had for many years, and his sternness of purpose, iron will, and terrible en- ergy in the administration of the law, against rioters par- ticularly, has filled law breakers, of all descriptions, with consternation, and, with the full co-operation of the Court of Quarter.Sessions, will, I think, succeed in of fectually crushing the spirit of disorder which has so often disgraced our city, and threat the very exist- ence of social order. This will leave them tree to support native ticket, and is another fact which strengthens the belief that there are mutual arrangements, kc, We shall see.
