Many flner descriptions of cotton ma- nufac tures, heretofore imported very extensively, are how manufactured in several sections of the country, quantities large enough to supply the demand for home consumption, Our manufactures are becoming so firmly estalylished, and they are springing up so rapidly in every section of the country, that a few years will suftice to Gnable them to supply our domestic markets with every article manufactured of cotton, woollen, or linen. T! ey are already independent of the government, go far a8. the modification or reduction of the tariff'is concern ed. It matters little whether the average rate ofduty is reduced to a revenue standard, or remains highly protec: ‘tive, so fur as their actual existence is concerned. Their Sincrease and prosperity depends immeusurably more up- on the condition and value of the currency, than upon anything else. The measure of value in the currency regulates the value of all our productions, and the grea- ter the value of the circulating medium, the less the cost of production, and the less competition tocontend with ‘rom foreign countries. If we could keep our currency at a certain standard, and that standard not above that of the principal commercial nations of the world, we should soon experience # very great change in our foreign trade, a very great improvement and increase in our manufacturing interests, and after a time a greater re- gularity in the extent of the revenue from customs. The agitation of the tariff’ question, and all other laws regula ting commercial affairs, is produced by the fluctuations in our foreign trade, and the various effects of the some act upon commerce, one year with another. ‘The same average rate of duty upon imports, will give government a surplus one year and leavea deficiency the next.— Any depreciation in the value of the circulating medium increases the importation and reduces the exportation. The influence of the currency upon our foreign trade is beginning to be acknowledged, and when generally ad- mitted, must bring about a very great change in com, mercial matters. Instead of advocating a highly protec- tive tariff, we should endeavor to influence our legislatures to place the most rigid restrictions upon the State banks, check the increase of these institutions, and check the operations as much as possible of those in existence. So long as we have thousands of banks spread over the country, forcing into circulation their paper issues, to as large an extent as possible, there can be no permanency in the value of the currency, and very little probability of its being reduced to a level with that of Great Britain, or avy other nation with which we have any extensive commercial intercourse. With the falling off in the revenue from customs this year the oflicial returns exhibit,and the increased expen ditures of the government in consequonce ofthe anticipat. cd difficulties with Mexico, the surplus revenue is likely to be soon used up and a demand for funds created which must in some way be satisfied. This change in the con- dition of the finances of the government, will, without doubt, revolutionise the Secretary of the Treasury's op_ erations in relation to a reduction in the tariff. A modifi. cation of the tariff will be necessary to produce a greater revenue, and many articles now entered free, will have tobe taxed. It may become necessary to place a duty upon tea and coffee, and some other articles of general use and extensive consumption, to provide revenue. With these alterations the tariff may not be anything more than a revenue tariff, but the standard will be reached by an increase of duties on many articles, in- stead of a reduction as anticipated by the Secretary of the Treasury. A derangement of commercial affairs generally is the result of any alteration in the tariff, but it usually is not of long dur So long as the supply of merchandise in the country, previous to the changes in the per cent duty, on which an advance ora reduction has been made s,the profit or loss fulls there: but the remains in first har ay eipts soon equalize the cost and bring it pretty near the mark aduty of two c fo time vious to the enforcement of the du was gre lows any increase in price to the consumer, would com- pel the producer to reduce the first cost, so that it would vouch the consumer at the same rate as before. When- ever the supply of an article exceeds the demand, prices in wlleases must give way. Any derangement in com. mercial matters, produced by any alteration in the tariff, would be therefore only temporary, and affects only those favorably or unfavorably who may have on hand at the time a large stock of the article, upon which the duty war increased or decreased.
