On the 12th of November, 184, the date of his last official communication, given to the. public, he in- formed the gavernment of the United States, as fol- lows, viz. : the 31st ultimo is so insulung, both in ity langua, and charges to the government and people of the United States, and is such a flagrant breach of those rules of courtesy that should characterise interna- tional diplomatic intercourse, that I felt myself call- ed upon to demand that it should be withdrawn.— Tothis demand a still more insulting and exception- able note was received in reply, in language so gross- ly oflensive to the government and people of the United States, that if 1 had consulted my own feel- ings, I would have demanded my p t view of the consequences such a course would in- volve, and not wishing to take any step that might appear rash, | thought it best to notify the Mexican he note of the Mexican Minister of poris—but in vernment that the two exceptionable notes, (Nos. nd 3) would be immediately referred to my go- vernment for instructions, and that unless they were withdrawn, all officialintercourse between this le- gation and the Mexican government must cease un- tl those instructions were received.” In another of- ficial despatch of the same date, he informs the go- vernment that the great importance of the subject had induced him to appoint Mr. Benjamin.E. Green, the bearer of his despatches, &c. We, therefore, find him in Mexico on the 12th of November, 1844, the zealous guardian of his coun- try’s honor, awaiting instructions from the govern- ment of his country in approbation or disapprobation of his conduct. Did he ever receive the instructions asked for in his note of the 12th of December? If my conjectures are well founded he never received a word from the late administration, either in ap- probation or disproval of his course of action. It 1s however, a matter of history that Mr. Shannon’s of- ficial letters, together with a private letter from his bearer of despatches, Mr. B. . The war excitement having failed, in consequence of the ex- cessive prudence of the Northern members of Con- gress, it then became necessary to sacrifice Mr. Shannon, in order to preserve Mr. Calhoun’s con- sistency. He had studiously withheld from the public Mr. Shannon’s despatch of ,the 2Ist of Sep- tember, in which he says, in the most positive and unequivocal language, that the Mexican government had paid to the agent of the United States the instal- ments due on the 30th of April and 80th July, 1844; whilst, in the mean time, the private letter of Mr. B. E. Green was ostentatiously presented to the public aze, a8 an accompaniment to the war message of Hecember 18th. é Unfortunately for Mr. Calhoun’s consistency, he had ordered oficial notice of the payment of the aforesaid instalments to be published in the Madi- sonian of the 4th November. This fact did not.es- cape the eagle eye of Col. Benton, who introduced a resolution calling on the President for a copy of Mr. Shannon’s despatches,which authorized the pub- heation of that official notice. The resolution of the Senate was dated December the 31st; Mr.~Cal- houn, as Secretary of State, contrived to keep it back until the 17th of dati a period of forty- ht days. ‘The Senate, confiding in the honor and. rity of Mr. Shannon, introduced, by way of aimendment to the civil and diplomatic ap- propriation bill, an appropriation to pay the April and July instalments unconditionally. The bill was returned to the House, where the whigs, like the woman whose husband ‘as fighting a beaf, stood by, and said, ‘* This is the t fight we ever saw on this floor in which we feel no interest, and we don’t care a d—n who whips.” The vote was counted, and resulted in 50 for Shan- non, and 50 for Calhoun, and was decided by the Speaker, who, as a partizan of Mr. Calhoun’s, thought Mr. Shannon was down, and he therefore gave hima kick. The result was a committee of onference. ‘The Senators nobly stood up for the truth and honor of Mr: Shannon; and the amend- ment was carried, with certain restrictions imposed upon it by the House of Representatives, In the mean time Mr. Shannon was patiently awaitit Mexico for an answer to his despatches of the 12th of November. ; f I have thas traced him up to the 4th of March, and in my next will endeavor to trace him to a mucl later period, and will demonstrate to the public that he has been not only neglected as a Minister, but injured to sustain his honor and reputation. We had a nice little wedding in town last night. Mr. Joseph Hume, a Clerk in the Sixth Auditor’s Office, recently promoted from the books at Cole- man’s excellent Hotel, and the young and beautiful Miss Ann Maria, daughter of Col. John A. Dona- hoo, te inexorable, inflexible, invulnerable, and unpurchaseable locofoco of locofocos, were the hap- py pair. Among the guests were Mr. Cave John- con, our worthy Postmaster General, and Col. Wm. Medill, one of his able and efficient Assistants, and other distinguished personages. The fun was kept ip for several hours at the residence of Col. Dona- hoo,where the marriage vows were administered by Wather Donelan, of the Catholic Church; after which the bride and groom were accompanied by their attendants and a portion of their visiters to the “Polk House,” (hey?) yes, sir, to the “Polk House,” on the Avenue, where they were received by the Misses Polk, and a few select friends,in ve pet paid style.
